President’s Message — Linda Perez
Dear Sisters and Brothers:
First and foremost, Happy New Year to each and every one of you!
This will be a great year for us. We can see the light at the end of the
tunnel. Thanks to Governor Brown’s allocation of more funds for
schools and the hard work of your Negotiations team we hope to see
a change in our financial situation. Come to our chapter meetings to
get detailed information please.
I have been working with Workforce & Career Development
Management and Workforce Management Classified Training Branch
(Personnel Commission) to bring great training to you, and the opportunity to get a grant of up to
$10,000.00 (recently increased from $7,500.00) to be able to get back to work. This opportunity is
also sponsored by the City of Los Angeles Community Development Dept. and will take place the
first week of March. We will be able to bring you more information about this exciting opportunity
very soon.
At the same time, I am working with the Association of Educational Office Employees (AEOE) and
with Workforce Management Classified Training Branch to explore the possibility of bringing back
the "good old days of training" for Classified "Super Star Day" which I’m sure many of you
remember! This is a monumental task that would need the approval and commitment of
Superintendent Deasy, Board Members and other upper management staff. We are committed to
making this a reality.
In December we had a very successful distribution of food vouchers and toys for families of
members who have been severely impacted by cuts in working hours and have lost their health
benefits. The Los Angeles Federation of Labor (AFL-CIO) gave us 100 food vouchers and plenty of
toys for all members who requested the assistance. We hope we were able to provide some
happiness to our deserving and struggling members and, if necessary, hope to do it again next
December. Don’t hesitate to participate! You can send us a request when the time comes again. We
will keep you informed.
Library Aide Peggy Shannon has graciously agreed to represent CSEA in the Title 1 Committee.

CSEA Staff is offering us two very important trainings during the month of February -Union Steward
Training and Know Your Rights. Please keep an eye on your email for more information. Union
Stewards are a vitally important component in the fight to protect our rights. Knowing our rights and
responsibilities as Professional Classified Staff will help us when we are intimidated or abused by
management. Please plan to attend at least one of these trainings.

To help you understand your health care options under the Affordable Care Act (ACA), a new dedicated number has been set up to help employees and their families get or continue coverage with Kaiser Permanente
under an individual plan in Covered California or directly from Kaiser Permanente.
Federal financial assistance
You may qualify for federal financial assistance if your family income is less than 400% of the federal poverty
level — the lower the income, the greater the financial assistance. Based on the 2013 modified adjusted gross
income, an individual will qualify if annual earnings are below $45,960. For a family of four, assistance is available for income below $94,200.
Assistance is available for health coverage premiums and out-of-pocket expenses. If you qualify, the federal
government will pay your health plan any financial assistance on your behalf. To receive federal financial help
in paying for care and coverage, you’ll need to purchase your plan through Covered California.
Covered California
The new state-run health insurance marketplace, Covered California, lets you shop, compare, and buy health
coverage plans. The tools offered on Covered California simplify the process and make it easy to understand
different levels of benefits. Plus, you can pick a plan that’s right for each member of your family.
If you’re not eligible for financial assistance, you can still buy coverage through Covered California or directly
from the health plan of your choice.

help you easily transition to a similar plan, clarify your eligibility for federal financial assistance, and provide you
with plan rates.

Super Fabulous School Staff!
Vivian Silva is an Office Technician who dedicated 35 years of her life
to serve the students, parents and community for many years at
Farmdale Elementary School and for the last 4 years at Dolores
Huerta Elementary School.
She recently retired this past December. Vivian has been a committed,
hardworking school employee dedicated to the students, she
particularly focused on serving students with special needs to ensure
they received the services needed.
Thank you Vivian Silva for your valuable work in
Board District 2!

A former classroom teacher, Torlakson
is keenly aware of the role classified
employees play in education. He is
eager to continue working closely with
CSEA leaders and other members of
the education community to continue
reinvesting in California schools.
“As a former teacher, I know that school
employees are the heart and soul of a
school. They’re critical members of the
team that has to work together to keep
students safe and provide the kind of
supportive school environment students
need to succeed,” Torlakson said. “It
means the world to me to have the
support of CSEA and its members in my
campaign. It’s easy to get involved: you

During the past four years, Torlakson
has fought for reforms that put decisionmaking power back into the hands of
local school districts and communities.
He helped to create the largest system
of after-school-programs in the nation
and has overseen the expansion of
career and technical training for high
school students. Torlakson also worked
diligently to pass Proposition 30, which
increased funding to schools.
Torlakson has one declared opponent
in the June primary election, Marshall
Tuck, a businessman who has no
experience in public schools. Some of
the Tuck’s endeavors in education
include opening charter schools,
privatization of public schools and
outsourcing education. In this election,
voters will have a clear choice between
values and experiences.
Bilbrey urged CSEA members to tell
friends, family and co-workers about
why it’s important to re-elect Torlakson,
and asked that members participate in
CSEA’s re-election efforts. Bilbrey said
Torlakson has been a great friend to
CSEA, especially in his efforts to
increase funding for schools, making
more money available for upgrades to
school facilities, and in acknowledging
the contributions of classified
employees to California schools.

CSEA accepts applications for its
scholarship program each year
from January through March.
Scholarships are awarded to graduating high school seniors, community college students and college/
vocational school students.
All scholarships are awarded by
CSEA's state Scholarship Committee, which ranks applications on the
basis of academic and extracurricular activities, career objectives and financial need. The deadline to apply for a CSEA scholarship is March 31, 2014. Visit

available specifically for LAUSD employees who suffered a loss of income of 20% or more.
Getting LA Back 2 Work is a federally funded program offering up to $7,500 in scholarships to
provide training to quali-fied candidates. Support services such as supplies and books that are
needed for training are also offered.

The Dorothy Bjork Assistance Fund provides financial relief to CSEA members in need. The Assistance Fund is
disbursed through three different programs: the Disaster
Assistance Program, the Emergency Assistance Program
and the Humanitarian Assistance Program. To be eligible
for any of these programs you must be a CSEA member in
