well worth the read with a great deal of valuable information you would not get otherwise.
On Friday, January 27, FC Tucson will celebrate each of you – the people who bring the game of soccer to
our youth. And, what a celebration it’s going to be.
Since 2010, FC Tucson has strived to represent soccer in Southern Arizona at the highest level possible.
Now, it's time to honor the community that laid the groundwork for us.
Pima County Junior Soccer League is proud to partner with FC Tucson to present Tucson Legends of Soccer Night on January 27th at 6:30 p.m. as the New York Red Bulls and Portland Timbers kick off the 2017 Desert Friendlies.
We’ll honor some of the biggest names in Tucson the last 40 years including players, coaches, and community leaders that helped shape the fabric of our soccer community today.
The fun will start before the game with our 2nd Get in the Game event! We’re asking each club to set up a
table and bring a coach to do drills and showcase what PCJSL is all about – loving the world’s game.

We encourage all of you to come out and recognize the efforts of those who have helped make Tucson and
Southern Arizona the thriving soccer community that it is today.
Plan on setting up a registration table as PCJSL is considering a Spring League for young recreational players after Pima Cup. This will give you a chance to register and involve new players – and it will give our teams
a chance to extend their season. That’s something many of you have wanted.
Of course, we’ll plan the details of the Spring season with you at the next PCJSL meeting, but it already
appears that there is enough interest to go forward. Think about how you’d like it to run – how long, how
teams can be made up (any player with a card?), etc. Be ready for the discussion, but first get ready to grow
your Club at the 2nd Get in the Game Night.

We got a red card. Now what?
The PCJSL Discipline and Appeals Committee under the leadership of
the PCJSL Vice President (currently Detlef Lange,) handles adjudication of referee
issued red cards in PCJSL games and appeals of those suspensions, as well
as complaints against and between clubs, teams and coaches, financial bad standing issues, poaching complaints, and a myriad of other issued related to local soccer.

Once a red card is issued, the referee report of the incident as well as the
player/coaching card is submitted to the committee. Once received the information is read and a decision is made as to the length of suspension based on the

screen under NAVIGATIONS).

be provided to the committee with the appropriate number of games signed off by
the referee of the games that the individual is sitting out for. The card is then re-
turned to the address provided, or by making arrangements to pick up the card
from PCJSL.
Should the team officials disagree with the suspension, a formal appeal
may be made. Although the rules in Phoenix for such an appeal are quite formal,
we in PCJSL have always made the process a little more informal. The appealing
individual needs to, either by letter or email, submit the appeal to the D&R Committee, explaining the basis of the appeal, a list of witnesses, up to 3,
(written notarized statements are accepted). and a check or money order
for $50 (which is returned if the appeal is successful). A hearing is then set,
and the appeal is heard by a committee of 3 individuals from the local soccer
community with no direct ties to the individuals involved. After testimony, which
may include the referee and witnesses to the event, the committee renders a decision, usually within 24 to 48 hours.

second appeal may be made to AYSA, Region 4, or US
Youth Soccer. (one of the aforementioned only).

good youth soccer coach. Regardless of the level of experience and wisdom
held by any coach, we all can learn more and improve our game.

Score Reporting
Our U11-19 teams and their fans get excited about watching the
standings, but we can’t keep them up-to-date if you don’t report
scores! ALL TEAMS (not just the home team or the winning team)
are supposed to report scores as soon after the game as possible.
You can do it with your phone (904-758-0875) or with a computer
(https://www.gotsport.com/events/scoring/). The phone number
and web address can always be found at http://pcjsl.com/scorereporting/, along with the Event ID, pin number and game number.
Our pin number is 2424, but the Event ID changes each season. The
Winter/Spring Event ID for games starting Jan 7, 2017 is 48870.
Please help us keep things up-to-date!
Game Cancellations
We want to discourage changes in the
schedule once it is finalized because it
affects a long list of people including
many who are not associated with
either team involved in the cancelled
game, but we also recognize that cancellations are going to happen. If a
team needs to cancel one game during
the season, you may do so, but be sure
you understand the following:
Your club will be fined when you cancel a game. If the cancellation is more
than a week away from the date of the
game being cancelled the fine is $50. If
you cancel a match less than a week
(Sunday – Friday) before the game, the
fine will be $100 AND you will pay for
all referees who were assigned to the
game. If you cancel less than 24 hours
before the scheduled match (or simply
fail to show up at a scheduled game)
the fine is $150, plus referee fees. See

PCJSL Rules Update from the Referee Commissioner
Under-10 (U9/10) 7v7 Game Rules
PCJSL U9/10 games are 7v7, including a goalkeeper, playing on
age appropriate fields. In U9/U10 games there is a “build out” line equidistant from the top of the penalty area and half way line.
Some
fields MAY NOT have this “build out” line marked so referees, coaches
and players will need to improvise at times. The purpose of the build out

opposition retreats to the build out line, they may do so at their own risk.
Additionally, goalkeepers in the U9/U10 game CAN’T punt the
ball. They must throw the ball out when they control the ball with their
hands. They are not allowed to “drop-kick” the ball and they can’t place
the ball on the ground and kick it.
Furthermore, no heading is allowed by players in U9/U10
games. If they deliberately head the ball, the referee stops play and
awards an indirect free kick (IDFK) to the opposing team.
One other exception to the U9/10 game is where “offside” should
be enforced. The offside is NOT enforced on the halfway line but rather
on the build out line. Thus, the build out line is treated like the halfway
line on a regular field. All other rules conform to the Laws Of The Game
(LOTG).
Under-12 (U11/12) 9v9 Games
PCJSL U11/12 games are 9v9 including a goalkeeper, playing on
age appropriate fields. There is NO build out line and the goal keeper
may punt the ball; however, for the U11 game, players are not allowed
to head the ball. If, during the U11 game, a player deliberately heads the
ball the referee stops play and awards an IDFK to the opposing
teams. All other rules conform to the LOTG.

Player Safety from the PCJSL Referee Commissioner
No player will be allowed to play in a game with an injury which, in the opinion of the referee, can
be aggravated by playing or which constitutes a danger to others. No player wearing an orthopedic cast
(hard cast) will be permitted to play. No player will be permitted to wear anything in a game that could
cause or aggravate injury to either that player or any other player. Players must wear shin guards, completely covered by stockings and providing a reasonable degree of protection.
No jewelry will be allowed except for medical or religious jewelry, which must be taped down to
help prevent injury. Earrings may not be worn, even if taped.
No youth player will be allowed to participate in more than two games per day.
Lightning – If lightning is within 10 miles, the referee will suspend the match and remove players
from the field to an appropriate shelter for 30 minutes. If lightning is still within 10 miles after 30 minutes,
the match will be terminated.
Blood or Bleeding – Players bleeding from a wound or with blood on their uniform must be removed from play. Bleeding must be stopped and the open wound must be covered. If there is an excessive amount of blood on the uniform it must be changed before the player is allowed to participate. If
there is no replacement uniform and there is only a small amount of blood on the uniform, it must be
cleaned to the satisfaction of the referee with an appropriate disinfectant.
Head Injury or Concussion – Head injuries and concussions have received increased emphasis the
last few years. A concussion is a brain injury and all brain injuries are serious. They are caused by a bump,
blow, or jolt to the head, or by a blow to another part of the body with the force transmitted to the head.
They range from mild to severe and disrupt the way the brain normally works. Even though most concussions are mild, all concussions are potentially serious and may result in complications including prolonged
brain damage and death if not recognized and managed properly. Even a “ding” or a bump on the head can
be serious. You can’t see a concussion and most sports concussions occur without loss of consciousness.
Signs and symptoms of concussion may show up right after the injury or can take hours or days to fully appear. If a player reports any symptoms of concussion, or if the referee notices the symptoms or signs of a
concussion in a player, they will STOP the game and have the player removed from the contest. The player
pass will be pulled after the game and the player must go through the concussion protocol listed on the
AYSA website before resuming play.

It was our hope to publish a full U9-14 schedule two weeks before the first play date – Jan
7 – but the heavy use of black-out dates in a schedule that only included eight play dates forced
us to approach the second-half season a little differently than we did in the Fall of 2016. The Jan
7 schedule was published as soon as possible after the fall season ended on Dec 17 and teams
were notified that the use of double-headers or an extended set of play dates would be needed
to allow all teams to play six games. Teams that had double-headers (two unassigned games on
a single date) were notified personally by the Scheduling Coordinator and asked to choose between playing a double-header on that date or picking a date in the future for one of the two

Bookkeeping Update
These deadlines apply only to clubs operating under the tax umbrella of PCJSL
FISCAL YEAR END ACCOUNTING REPORT (MAY 1 THRU APRIL 30)
Each applicable club is given a link to their own financial report and is required to detail all financial activities for the fiscal year on the online worksheets provided. Handwritten or faxed
reports are no longer accepted. There should be no personal bank accounts used – each club must have a club
bank account and there should be no “cash” transactions that are not reimbursed with a club check. If cash
funds are collected from parents/players etc., the cash amount must be noted and

In case there are questions or concerns regarding the club financial report, the deadline for making any corrections, adjustments or explanations is 5 calendar days following the request.
After the report is accepted, there will be audit documentation requested for two or three items. Documentation must be received within 5 calendar days from the request. More than a 2% discrepancy in the number
reported and the documentation received is unacceptable.
CALENDAR YEAR 1099 REPORTING REQUIREMENTS (JANUARY 1 THRU DECEMBER 31)
Each club is required to submit a list of any person or company providing a service to the club in any amount.
The list of names, including address and zip code and amount must be received no later than January 10th.
Services include coach fees, training, field work, screen-printing and printing, clinic instruction, rentals of any
type (excluding city, county, state and federal entities). If you have made a payment that includes labor, but
the labor is not listed separate and apart from the product, include the entire combined amount as a service
amount. When in doubt, list it. Adjustments can always be made later after explanations.

Hello Coaches!
AYSO Area 12A is proud to invite your team to the 34th Annual AYSO Old Pueblo Invitational Tournament!
Scope: AYSO Open Invitational – open to AYSO teams from all Sections and non-AYSO teams.
When: Thursday, Friday, Saturday & Sunday, February 23th through February 26th, 2017 – Rain Dates March
16th-19th. Thursday is an opener for local U8 teams. Friday night is limited to local U10 – U16 teams.
Where: The tournament will be held at Rudy Garcia Park, Rillito Regional Park and Dan Felix Memorial Park
in Tucson, Arizona. There is no charge for parking. No pets are allowed at fields!
Who: Boys and girls teams in age divisions based on school year: U-16 (11v11) 18 players max., U-14 (11v11)
18 players max., U-12 (9v9) 15 players max., U-10 (7v7) 12 players max., and U-08 (5v5) 9 players max. All players
must be registered to play in the AYSO/Club 2016 primary season. Guest players will be allowed for U10 – U16 (3
maximum per team). Co-ed teams will be accepted in boys’ divisions only. U-08s are restricted to AYSO MY16 players.
What: Pool play tournament for U10 – U16. Each team will be guaranteed 3 games in pool play. The top teams will
advance to the medal round on Sunday afternoon. All games will be as follows: (70 min. for U-16, 60 min. for U-14, 50
min for U-12, 40 min for U-10, and 30 min for U-08). Fun fest for U08. Each team will be guaranteed 2 games in recreational play.
Why: The 34th Annual AYSO Old Pueblo Invitational Tournament is being conducted as a fundraiser by Area
12A to raise funds for continuing education, equipment improvement, and to provide Scholarship funds for youths in
Area 12A.
Awards: All players and 1 coaches per team will receive a tournament t-shirt and pin. All players on the 1st,
2nd, & 3rd place teams will receive a medal. Fun fest players will receive a participatory award.
Entry Fee, Refunds: $300 for U-16, $300 for U-14, $250 for U-12, $250 for U-10, and $50 for U-08. A full refund will
be issued if tournament is canceled and cannot be rescheduled. If a team withdraws 30 or more days before the tournament, a full refund is given. Within 30 days of the tournament, no refund is provided unless a replacement team is
found.
Referee Fee, Refunds: $150 for competitive team and fun fest teams, refundable within 14 days of the tournament, if referee assignments have been completed. Each team is asked to provide a qualified 3-person AYSO referee
team to cover 3 games during the tournament. Each team in the fun fest will provide 2 referees. These referees will
be assigned at least 2 matches.
Rules: A full set of tournament rules are posted on the tournament website.
Acceptance: The application deadline is January 31st. All teams will be notified within 48 hrs. of the application deadline or receipt of application (whichever is latest) as to their status. Teams that are not accepted will be given
the option to have their complete application returned or to be placed on the waiting list.
How: Team entry applications and all necessary forms are available on the tournament website.
Please send 1 Team/Region check that covers both the Entry and Referee fees, along with the tournament application, referee information form, and team roster to the Tournament Registrar address below. Club directors or Regional
commissioner must sign application and team roster. Appropriate referee administrator must sign referee information
