2011 Census Data Report – First Release
INTRODUCTION
The UK Census of Population is carried out in order to provide a snapshot of the entire
population, including their characteristics and geographical distribution down to small
areas across the country. A census of population is normally taken every ten years and
is carried out by the Office for National Statistics (ONS).
On Monday 16th July 2012, the ONS published the first release of 2011 Census data
that was conducted on the 27th March 2011. This briefing provides a summary of the
Census statistics comparing data for Hammersmith and Fulham with regional and
national figures. The first results focus on the usually resident population that is
rounded to the nearest 100. Later releases will not be rounded.
The first release includes the following elements:

• Usual Residents Population
• Number of Households
• Short-term Residents
RESPONSE RATES
In Hammersmith and Fulham, the response rate for the 2011 Census was 87%. This
figure compares with 76 per cent of people included on returned forms in 2001 which
was the 6th lowest in the country).
Hammersmith & Fulham’s response rate improved by 11 percentage points from the
2001 Census; this is the 7th highest increase amongst all London Boroughs. (See
appendix 1 - table 1 and map 1).
The highest census response rates in London were in Bexley, Bromley, Havering and
Sutton (all 95 per cent).
The lowest responses were in Kensington & Chelsea (82 per cent), Westminster (85 per
cent), Hackney (86 per cent) and Newham (86 per cent) (See table 1).
Table 1 below shows the top 10 highest and lowest overall Census response rates in
London.

The combined response rate achieved across the six local authorities in West London
in 2011 was 91 per cent, slightly higher than London average (See figure 1).

Response rates from females are generally higher and this was true for Hammersmith
& Fulham.
There was a high degree of variation in response rates to the 2011 Census in H&F for
different groups of the population which varied from 97 per cent for men aged 60-64
and 75-79, to 77 per cent for men aged 25-29 and 35-39. (See appendix 1 - table 2).

Over 16 per cent of Census returns were completed online in England and Wales (21
per cent in London). Eight London boroughs feature in the top 10 national rankings for
online returns:

Hammersmith and Fulham had an online completion rate of 22.5 per cent which is the
14th highest in London and 17th within England & Wales (See appendix 1 - table 3).

USUAL RESIDENTS POPULATION
The population of Hammersmith & Fulham has risen by over 10% from 165,242 in
2001 to 182,500 on Census day in 2011; this is 11th lowest population growth in
London.
The population changes for local authorities in London between 2001 and 2011 ranged
from growth of 29.6 per cent in Tower Hamlets, to a decline of 0.1 per cent in
Kensington & Chelsea (See appendix 1 table 4).
The local and unitary authorities showing highest population growth are shown in
Table 2.

The age profile of Hammersmith & Fulham continues to be typical of an affluent urban
population. There are fewer people near the retirement age and a corresponding
lower level of younger children than in London as a whole (See figure 2).

H&F has a higher proportion (75.6 per cent) of population aged 15-64 than both
London (70.2 per cent) and England as a whole (65.9 per cent). An estimated 9.0 per
cent of the Borough’s population is in their retirement age.

Population Density
Based on the usual residents population, Hammersmith & Fulham is the country’s sixth
most densely populated area with density of 111 people per hectare. It is more than
twice densely populated as both West London (47 persons per hectare) and London
(53 persons per hectare).
The top ten most densely populated local authorities in England & Wales are all
London Boroughs. Population density is highest in Islington at 139 persons per hectare,
closely followed by Kensington and Chelsea (131 person per hectare) and Hackney
(129 person per hectare) (See appendix 1 table 6).

NUMBER OF HOUSEHOLDS
According to the 2011 Census, there were estimated 80,600 household spaces
occupied by at least one usual resident in Hammersmith & Fulham; this compares to
75,438 households in 2001 (7 per cent increase).
The highest increases in the number of households in London between the two
censuses were in Tower Hamlets (28 per cent), Hackney (18 per cent), and
Westminster (16 per cent).

The average households size in H&F in 2011 was 2.26 persons, a slight increase on
2001 figures (2.19 persons). This is the sixth lowest average of any local authorities in
London (See appendix 1 table 7).
SHORT TERM RESIDENTS
All the short-term migrants recorded in 2011 Census were excluded from the usual
residents population – only long-term international migrants were not excluded
(people expressing an intention to stay in H&F for at least a year).
There are approximately 2,200 people recorded in Hammersmith & Fulham who
intend to stay or leave the Borough for less than a year (Kensington & Chelsea 3,800
and Westminster 6,900).
There are more female (55%) than male (45%) short-term migrants in H&F; this is
higher than both regional and national averages.

Second release: November 2012 – February 2013
Key and Quick statistics will be released in three phases, according to geography:
1st phase: data for output areas (OAs), lower layer super output areas (LSOAs), middle
layer super output areas (MSOAs), and postcode estimates by sex and household;
2nd phase: data at ward level;
3rd phase: data at parishes/communities, parliamentary constituencies, health areas,
postcode sectors;
Third release: March 2013 – June 2013
Local Characteristics will also be released in three phases, according to geography.
