The proposed projects will be accomplished in 2015 and 2016, with the majority of the improvements being completed in 2015. West Bank Park is a pristine linear riverfront park comprised of approximately 30 acres. The park is situated adjacent to Sacajawea Island, which is inhabited throughout the year by resident and migratory waterfowl and other wildlife. River’s Edge Trail winds through the park and is heavily used year round by residents and visitors; this portion of the Trail is part of a popular loop that crosses the river to Elks Riverside Park and crosses back to West Bank Park. Other amenities in the park include a 9-hole folf course, a non-motorized boat launch, interpretive panels along the trail and a great piece of art – the Grizzly Bear. The folf course was designed and installed by the Great Falls Folf Association and the boat launch was funded by a Missouri Madison RiverFund Grant. West Bank Park is a prime location on the Missouri River to improve and diversify recreational opportunities. Improvements are projected at $860,000 and include: • ADA Accessible Restroom • Paved Parking Lot • ADA Connection from 3rd Ave. N.W. to the Trail • Replacement of 4’ wide non-compliant deteriorated sidewalk with 9’ wide shared use trail • Concrete Trail Replacement • Irrigation, Landscaping and Entrance Sign • Replacement of Existing Vault Toilet Paid Advertising Section According to Patty Rearden, Deputy Park and Recreation Director, funding for the projects will come from a variety of sources – CTEP Grant (Community Transportation Enhancement Program), TA Grant (Transportation Alternative), Missouri Madison RiverFund Grant, Northwestern Energy Grant, Recreational Trails, Inc., City contributions and a TIF Grant (Tax Increment Fund). Grants $311,144 Recreational Trails, Inc. $ 49,839 City and Park and Recreation $ 18,500 (In-kind services and Park Trust Fund) Tax Increment Fund Grant $460,000 Total $839,483 Background West Bank Tax Increment District: On March 20, 2007, the Great Falls City Commission passed an Ordinance establishing the Great Falls West Bank Urban Renewal Plan including a Tax Increment Financing provision. West Bank Park is included in the West Bank Park Urban Renewal Plan and Tax Increment District. The West Bank Urban Renewal Plan states “The Missouri River and the associated West Bank Park are the defining features of the West Bank Urban Renewal District. Not only do these resources make the area more attractive for investment and overall community renewal, but they are intrinsic to the quality of life in the City of Great Falls and the surrounding region. They offer scenic and recreational opportunities for both residents and visitors to Great Falls.” West Bank Park Master Plan: In 2010, CTA Architects Engineers were hired to develop a Master Plan for West Bank Park. A Steering Committee was appointed to oversee the process and provide input. The committee members included: Staff from Planning, Public Works and Park and Recreation, representatives from Neighborhood Council #2 and #3, staff from Montana Fish, Wildlife and Parks, Board Member from RTI (Recreational Trails, Inc.), and a County Commissioner who also worked for the Forest Service for many years. The planning process was developed with a strong sense of public involvement. The public process included: a Town Hall Meeting, meetings with Neighborhood Councils #2 and #3 and the Park and Recreation Advisory Board, a two day Community Design Charette, an on-line survey to further gather public input, and a presentation at the City Commission Work Session. The plan was adopted by the City Commission on March 15, 2011. The plan divided West Bank Park into three general areas: 1) Passive Zone at the north end of the Park and adjacent to Sacajawea Island, 2) Transitional Zone, and 3) Active Zone; with the intention to develop the Active Zone first. Proposed amenities in the Active Zone included: • Non-motorized Boat Ramp • Paved Parking Lot • Restrooms • Pavilion • Amphitheater • Stage • Natural Playground • Trails • Entrance Sign • Landscaping and Irrigation The non-motorized boat ramp has been installed and a 9 hole folf course was developed by the Great Falls Folf Association. A natural amphitheater will become a reality with the proposed landscaping and irrigation projects; other projects to be included in this phase will be the paved parking lot, restrooms, connector trail from 3rd Ave. NW, improved concrete trails, extensive landscaping, including irrigation and an entrance sign. Upon completion of these projects, the next focus will be the pavilion and natural playground. Already a gem, West Bank Park will be greatly improved, enhancing the surrounding development and River’s Edge Trail, and will provide a wonderful destination for visitors and residents to enjoy our great city. Present: The Park and Recreation Department continues to touch the lives of almost every resident in the City, be it picnicking at Elk’s Riverside Park, feeding the ducks at Gibson Pond, boating at Broadwater Bay, playing softball or a round of golf, swimming at one of the municipal pools, or helping plant a tree on Arbor Day, this is and will continue to be one of the most visible departments in the City. The River Pool MT-0000347814 1883-1889 The first period extends from 1883 when the town was platted until 1889, shortly after the City incorporation occurred. Paris Gibson, our City Founder was quoted as saying,“When the City of Great Falls was founded and its plat was recorded in 1883, it was decided at once to set aside for park purposes, certain well located tracts of land within the City limits and to commence the planting of American Elms and other desirable trees…” The First step in this planning was setting aside a large tract of land between Park Driveway and the Missouri River, extending a mile up from Central Avenue. Although the “park” named Cascade Park (now Gibson Park) was owned and cared for by the Township Company, Paris Gibson was in the forefront in leading the effort to develop a park system. 1889-1900 The Second significant period begins in May 1889 when the City Council accepted as a gift from the Township Company, Margaret,Whittier, and Cascade (Gibson) parks. In response to this donation, an ordinance was passed authorizing the appointment by the Mayor, of a Park Commission consisting of two citizens and the Mayor.A most important event in this period was a vote April 18, 1894, which authorized the issuance of a $40,000 bond for the purpose of purchasing future park sites. After much debate, the City Council purchased Sun River Park (Wadsworth) of 273 acres for $12,000, Highland Park of 90 acres for $22,500, and Park Island of 48 acres for $7,500. 1901-1915 The third period starts in 1901, when the Park Board system was authorized by an Act of the Legislature which provided that the governor shall appoint six citizen members as the Board of Park Commissioners. Under the administration of the Board of Park Commissioners, the Park system prospered with improvements and landscaping of Gibson, Margaret, and Whittier Parks including new sidewalks; improving Morony Park which included the beginning construction of the Natatorium, the City’s indoor swimming pool; erection of baseball fields and grandstand (Legion Ball Park) at Black Eagle (Veterans Memorial Park); improvements of Broadwater Bay including a city boat house; planting 5,000-10,000 trees each year; and road work on numerous drives in the City (starting the Boulevard System.) In addition, the City had acquired primarily through donation the following parks - Block 268 (Memorial Park), Mount Angela (Roosevelt Park), Boston Heights, Block 736 (Kranz), Westside (Rhodes), and Rainbow Park, a 100 acre parcel south of Rainbow Falls. It is interesting to note that the total expenditures in 1915 for park maintenance and improvements was $26,901. In a policy statement from the First Report of the Board of Park Commissioners in 1915 it stated:“Furnishing Great Falls a natural beauty that would lend her charm to persons retiring from the farm, as well as to those seeking new fields of endeavor where the advantages of a pleasant home life were to be an attractive force, was the incentive of the founders of the City in providing it with ample park system...’City Beautiful’ ideas are best added by park development (and boulevard features) and nothing adds more of magnetic force for farmers wanting to move to the City for a home in their retirement and to educate their children than a city of Parks where people own their own homes. Trees are for a lifetime, so it pays to spend time now making sure that you get the best. Start by defining a purpose for your new tree (shade, privacy, aesthetics, windbreak, etc.). Identify the limitations of the site where you will be planting (overhead wires, confined root zone, dry climate, clay soil, etc.). Select a species to plant that is best suited for the conditions you have identified. Finally, examine the trees carefully before you buy, and buy for quality. CONTAINERIZED • Soil plug should be moist and firm. • Avoid tall, spindly tops. Welldeveloped roots are more important. Planting Your Tree Knowing what to look for in selecting trees at the nursery will give you trees that have the best possible chance to survive and grow. And planting, done with care and some knowledge of trees and their needs, will help your trees grow more rapidly and live at least twice as long as improperly planted trees. Here are a few essentials to be aware of: BALLED & BURLAPPED • Root ball should be firm to the touch, especially near the trunk. • Root ball should be adequate for the tree’s size. LARGER TREES BARE-ROOT SEEDLINGS In light or sandy soil, a planting bar or narrow shovel makes the job fast and easy. Remember to keep the roots from drying out. After creating a hole with the bar, place the seedling, insert the bar a few inches away and push to close up the soil. Following Up After Planting POTTED • Pot should not contain large, circling roots. • Pruned roots cut cleanly, none wider than a finger. • Soil and roots joined tightly. Dig a hole 2 to 5 times the diameter of the root ball, and loosen the soil to help roots grow. After placing the tree, remove wires or mesh and refill the hole so the tree’s base is at ground level. Watering – is the key to tree survival. It should be used when filling the planting hole to eliminate large air cavities, firm the soil around fine roots, and make nourishment available to the tree. Water deeply around your tree once a week during dry spells. Pruning – generally, it’s best not to prune after planting, except for dead or broken branches. Fertilizing – to avoid root burn, don’t fertilize shade trees until the late spring of the second year after planting. Mulching – mulch is a young tree’s best friend, placed 2 to 4 inches deep on the soil around the tree, but not touching the trunk. In trees with two equally vigorous leaders, remove the one that has a crook or other defects, or that creates a lopsided appearance. At Planting Time... Prune modestly when transplanting a new tree. The immediate objective is to strengthen and expand the root system, which is helped by leaving intact as much of the leaf surface as possible. Only damaged or dead limbs should be removed. After the first year, pruning should begin in earnest. Pruning with strength and form as the objective is the best way to avoid weak branches and prevent expensive corrections later on. Thinning and Spacing Most trees benefit from thinning – removing some of the limbs that compete for space and light. A good rule of thumb is to try to maintain evenly spaced laterals, 8 to 12 inches apart in a young tree. Overpruning can damage or even kill your tree. Always keep at least two-thirds of your tree as live crown. Temporary Branches Branches below the lowest permanent branch can protect young bark from injury from sun scald and add taper and strength to the trunk. Particularly in lawn plantings where lower limbs do not block passage or tempt vandals, the limbs may be left for 3 to 4 years after planting. Then remove them over the next 2 to 3 years. Don’t let temporary branches become large and vigorous. Rubbing Branches Branches that rub against each other result in wounds, decay, and notches. Remove one of the offending branches. Watersprouts and Suckers These can occur at the base or inside the crown. They are rapidly growing, weakly attached, and upright. It is best to remove them as soon as possible after the first year. Keys to Good Pruning 4. When you prune back to the trunk or a larger limb, branches too small to have formed a collar (swollen area at base) should be cut close. For larger branches, cut just outside the branch bark ridge and collar. Do not leave a protruding stub. 1. Prune early in the tree’s life so pruning wounds are small. 2. Identify the best leader and lateral branches before you begin pruning and remove any defective parts before pruning to form. Try to find and use lateral branches that form “10 o’clock” or “2 o’clock” angles with the trunk. What you do to your tree in the first few years of its life will affect its shape, strength, and even its life span. After selecting the right tree for the site and carefully planting it, early pruning is the most important thing you can do for a young tree. Proper pruning will save you money and give you safer, healthier, more beautiful, and easier-to-maintain trees. 3. Keep your tools sharp. One-hand pruning shears with curved blades work best on young trees. 5. When shortening a small branch, make the cut at a lateral bud or another lateral branch. Favor a bud that will produce a branch that will grow in a desired direction (usually outward). The cut should be sharp and clean, and made at a slight angle about 1/4 inch beyond the bud. “Fitness from Aerobics to Zumba” Affordable & Convenient Open 24/7 365 at a price that can’t be beat! $29.95/month(single) Included in All Memberships: Free Towels, Classes & Daycare! 715 - 13th Ave. So. | Great Falls, MT | 727- 8888 MT-0000347748 Paid Advertising Section accessfitnessclub.com Great Falls Park & Recreation Summer Guide 2014 • Page 27 CITY OF GREAT FALLS STREET TREE LIST 1 LARGE TREES (50’ +) American Linden Black Walnut Bur Oak Hackberry Tilia Americana Juglans Nigra Quercus Macrocarpa Celtis Occidentalis 2 MEDIUM TREES (30’ - 50’) Honey Locust Gleditsia Triacanthos “Inermis” Imperial Gleditsia Triacanthos “Imperial” Skyline Gleditsia Triacanthos “Skyline” Little Leaf Linden Tilia Cordata Greenspire Tilia Cordata “Greenspire” Glenleven Tilia Cordata “Glenleven” Dropmore Linden Tilia X Flavescens “Dropmore” Redmond Linden Tilia X Euchlora “Redmond” Ohio Buckeye Aescula Glabra Norway Maple Acer Platanoides Emerald Lustre Acer Platanoides “Emerald Lustre” 3 SMALL TREES (LESS THAN 30’) Japanese Tree Lilac Syringa Retucylata Snowbird Hawthorne Crataegis Sp. “Snowbird” Toba Hawthorne Crataegis Sp. “Toba” Tatarian Maple Acer Tataricum • Go Karts • Dodge Ball • Foam Pit • Birthday Parties • Weekend Cosmic • Teen Night 2015 NEW in OR OUT DORTS!
