ANNUAL MEETING – HAMLET OF NEUHORST - NOV. 4, 2014
Ron Harms, chairperson, called the meeting to order @ 7:30. 28 people in attendance.
Minutes of the last meeting were distributed and adopted as read by Rosella Harms. Seconded by Dave
Bueckert. CD.
Treasurer’s report was distributed and adopted as presented by Rosella Harms. Seconded by Dave
Bueckert. CD
Jon Stampe reported that the work on the Community Well is completed and operable with a key and
push button start.
Reeve, Judy Harwood, Administrator, Adam Tittimore, and Councillor, Bas Froese- Kooijenga, attended
the meeting. Adam informed the attendees that they have started using new techniques for repairing
the road and that our road is in such poor condition because there has been very little maintenance in
the last nine years. He presented two options for the Neuhorst road: Option 1 is to put down pavement
at a cost of approx. $14 million, but with this price tag the repair would be several years in the future.
Option 2 would be to use a chip seal surface. The existing pavement would be chewed up using a
zippering technique, and used as a base. The life span is about 10 years, they would provide regular
maintenance with a cost of approx. 1.4 million, and the work could hopefully be done next year. Adam
also felt that the road through the Hamlet could be done at the same time. There is a concern about the
weight restriction being ignored by the water trucks. Robin McKay mentioned that to avoid the
shoulder deterioration of the road, we could perhaps move the garbage bins to one side of the road
away from the shoulder, thus requiring the trucks to drive through only once and they would be towards
the center of the road. Bas said he would work hard to get the money in place.
Jon Stampe stated the he and Bas drove out to an area south of Saskatoon that has a chip seal road and
he said they are in good condition.
Reeve Judy told us about the Municipal Reserve Fund. There is money available for improvements to
the Hall and the Rink, we just need to apply with estimates for the projects. Ron & Jon will start working
on that. There is also money available for programming for the community, residents were encouraged
to come up with ideas and submit their request.
There is a request before council to reduce the speed limit to 60kph near the Hamlet.
Elections: Jon Stampe’s term is complete and the floor was opened for nominations or volunteers. Linda
Braun nominated Dave Bueckert who let his name stand. Jon Stampe was nominated by Dave Bueckert,
he declined. Nominations were ceased and Dave Bueckert was elected by acclamation. It is a 3 year
term. Thank you, Dave.
Rosella Harms finished the term vacated last year by Janelle Osler. Nominations were opened, Maryann
Braun nominated Carol Friesen, she accepted. Nominations were ceased and Carol was elected by
acclamation. Thank you, Carol. Rosella mentioned that she also takes the Hall rentals and does the
cleaning, and asked if there are any volunteers to take this on. Linda Braun volunteered. Thank you
Linda.
Ron asked if there was anyone interested in making the ice and taking care of the rink. Adam Braun, son
of Linda & Corney Braun, accepted. Thank you, Adam.
Ron asked if there were any concerns or questions. Moniqe Bueckert asked about a recycling program.
There were comments that a large Lorass bin gets too messy. It was mentioned that the bins at the
Osler Community Hall are partly funded by Corman Park and recyclable materials can be dropped off
there. Dave Bueckert suggested that this information be given to each household.
Ron thanked Judy, Adam and Bas for attending the meeting. Corman Park reps have not been a
common occurrence at our annual meetings and it is very much appreciated. Thank you, Judy, Adam
and Bas.
All were invited to stay for coffee and cookies.
