A. All construction submittals (e.g. shop drawings, coordination drawings, product data, etc.) are to
be provided in an electronic (PDF) format and transmitted and stored on either an Internet-based
submittal service or an FTP server accessible by all parties involved (the Contractor,
Subcontractors, Architect/Engineers, and Government personnel) for upload and download of
electronic files. Samples and other physical submittals shall be accompanied by an entry in the
submittal service/FTP site. These physical submittals shall be delivered to and picked up by the
Contractor at the Architect/Engineer’s and/or the U.S. Government’s offices.
1. The submittal service or FTP site shall provide for notification to addressees.
2. The Contractor is responsible for obtaining/maintaining software which will allow it to
modify, mark-up, stamp, and sign PDF files.
a. Adobe Acrobat (www.adobe.com), Bluebeam PDF Revu (www.bluebeam.com), or
other similar PDF review software for applying electronic stamps and comments should
be used by the Contractor and its subcontractors. This software is also recommended
to the U.S. Government for its use; however, whatever method is used, it should be
compatible with the electronic submittal exchange.
3. Submittal logs will be maintained on the AF66 by all individual parties involved in the

4. Other Contract administration documents (e.g. RFIs, Contract Modifications, Proposals,
meeting minutes, etc.) shall also utilize the submittal service/FTP site.
5. The Contractor shall ensure that the submittal service/FTP site is compatible with the
U.S. Government’s forms, routing format, electronic signatures without modifying the
U.S. Government’s IT infrastructure or programs.
6. The preferred electronic submittal exchange service is Submittal
Exchange: www.submittalexchange.com. However, other equal submittal services
and FTP sites that perform the same function and comply with the specified needs of the
U.S. Government may be used.

B. Cost: All costs related to the electronic submittal service, FTP server, and/or Contractor's PDF
software is to be paid by the Contractor and included in the Contract. Subcontractors, suppliers,
Government consultants, and Government personnel are to be permitted to use the site/service at
no additional expense. The cost of deliveries of physical submittals to and from the
Architect/Engineer and/or the U.S. Government shall be included by the Contractor.

C. Project Closeout: The Contracting Officer will determine when to terminate the service/site for
the project. At that time the Contractor will be responsible to provide an electronic format copy
of all material submittals on CD or DVD.

3.02 SPECIAL PROJECT COORDINATION PROCEDURES

A. At the pre-performance conference, the General Contractor shall coordinate with the COR to
establish the Contract Progress Schedule AF Form 3064 (Section 00 6000 - Exhibit G). The
Contractor shall submit Contract Progress Reports AF Form 3065. The General Contractor shall
coordinate construction activities with all Sub-Contractors and all other entities involved assuring
efficient and orderly installation of each part of the Work. General Contractor shall coordinate
operations with operations included under different Sections of the Specifications that are
dependent upon each other for proper installation, connection, and operation.

B. Where installation of one part of the Work is dependent on installation of other components,
either before or after its own installation, the General Contractor shall schedule construction
activities in sequence required to obtain the best results.
1. Where availability of space is limited, General Contractor shall coordinate installation of
different components with Sub-Contractors to assure maximum accessibility for required
maintenance, service and repair.
a. General Contractor shall make adequate provisions to accommodate items scheduled
for later installation.
1) Where necessary, prepare memoranda for distribution to each party involved
outlining special procedures required for coordination. Include items such as
required notices, reports, and attendance at meetings.
b. The CES form 66 lists the required material submittals and the number of each
document to be submitted by the contractor. Upon contract award the Contractor and
the COR shall review the CES Form 66 and establish suspense dates for each line item.
The Contractor is to complete an AF Form 3000 Material Approval Submittal to be
used as a transmittal for the material submittal documents. The AF Form 3000 data
shall include the line item number and description that correlates with the CES Form 66
data. Blank AF 3000 Forms will be provided to the contractor by the contracting

officer. The Contractor shall provide the completed (signed and dated) AF Form 3000
to the COR. The COR shall review and forward to the contracting officer for
approval/disapproval. The Contracting Officer will make distribution to the
appropriate parties. Disapproved material submittals shall be re-submitted in
accordance with the contract document.

C. Base Civil Engineering Work Clearance Request: Construction Contractor shall complete a CES
Form 18, “Base Civil Engineer Clearance Request” prior to the start of work. The Contractor
shall complete the form in its entirety and submit it to the U.S. Government's Representative for
approval and signature before any digging or excavation is started. The U.S. Government's
Representative will complete Parts 1 and 2. The Construction Contractor shall complete Parts 4
through 8. Parts 9A through 9Q shall be accomplished by the Construction Contractor by
securing the review and sign-off by the representative utilities/organizations.

A. The U.S. Government's Representative will conduct construction meetings involving:
1. Contractor's project manager.
2. Contractor's project superintendent.
3. Contractor's subcontractors as appropriate to the work in progress.

B. Meetings shall be conducted every other week.

C. The Contractor will take meeting minutes and submit copies of meeting minutes to participants
and designated recipients identified at the Preconstruction Conference. Corrections, additions or
deletions to the minutes shall be noted and addressed at the following meeting.

D. The U.S. Government's Representative will have available at each meeting, full chronological file
of all previous meeting minutes.

3.04 PROGRESS PHOTOGRAPHS

A. Submit new photographs at least once a month, within 3 days after exposure.

insulation, and other work to be concealed.
5. Above-ceiling areas prior to being concealed.
6. Structural framing in progress and upon completion.

B. The Contractor shall complete and submit the "Construction Information, Real Property" (Section
00 6000 - Exhibit C) for use by the U.S. Government at project completion and prior to final
payment. The report data on pages 2-8 must be in sufficient detail (by breakdown of contract
price to various elements of the contract work) to allow the Government to apply such values to
its property records.
1. The first submittal shall be at 25% project completion (lump sum value only – reflecting
payment received by the Contractor).
2. The second submittal shall be at 50% project completion (lump sum value only – reflecting
payment received by the Contractor).
3. The third submittal shall be at Beneficial Occupancy (completed form).
4. The fourth (final) submittal shall be at Project Completion.

C. Equipment/Warranty Summary: The Construction Contractor shall furnish Government with
the equipment data and warranties itemized on CES Form 2 (Section 00 6000 - Exhibit A),
“Equipment/Warranty Summary”. The Contractor shall provide a completed CES Form 2 to the
COR prior to Beneficial Occupancy (Final Inspection) and request for final payment. The
Contractor shall attach to the summary all warranties, properly executed with the Manufacturer
by the Supplier, Installer or Subcontractor and equipment/material maintenance schedule for each
of the mechanical items provided.

D. Schedule of Values: The Contractor must furnish the U.S. Government with a “Schedule of
Values” at the preconstruction conference. This schedule shall provide a detailed breakdown of
contract price, listing all expenses/costs with a line item value of $5,000.00 or more. As a
minimum, this schedule shall be a listing of each section of the specifications with subcategory
prices listed there under. Bonds and insurance shall not be included in the above mentioned
prices, but shall be listed as Items 1 and 2 of said schedule. The schedule will be utilized by the
Government, in conjunction with the project progress schedule, as the basis for reviewing the
Contractor's applications for payments.

E.
Hazardous Material Control Form: The Contractor shall provide a listing of all hazardous
materials that shall be used on the project utilizing the Hazardous Material Control Form (Section
00 6000 - Exhibit E). The Contractor shall provide a completed Hazardous Material Control
Form to the COR prior to beginning any construction activities.
1. The Contractor will establish a hazardous material (HM) storage and distribution system
when HM is to be used. All HM required to support the contract will be reported to the
Hazardous Material Pharmacy (HMP) using the Contractor HM Identification Form.
Additional HM needed by the Contractor will be identified to the U.S. Governments
Representative and approved by the HMP.
2. All Contractors that will use HM for their work must register with the base HMP prior to
start of work to support the installation's compliance with Executive Order 12856 (requires
Federal Facilities to comply with the Emergency Community Right to Know Act).
a. The Contractor will maintain Contractor HM Identification Form for HM on the job site
for inspection/verification.
b. U.S. Government’s Representative will verify only HM identified to HMP is in use at
job site.
c. Contractors will provide the HMP:
1) A list of proposed HM for use as defined as HM below and the quantity of
material. Hazardous Material (HM) shall mean any item:
(a) That is a health hazard or physical hazard as defined in 29 CFR, 1910.1200©.
(b) And/or its disposal that is regulated by EPA under 40 CFR.
(c) That is hazardous in accordance with DOT regulations under 49 CFR.
(d) That is hazardous in accordance with the Dangerous Goods Regulations of the
International Air Transport Association.
2) A Material Safety Data Sheet (MSDS) for each item on the list.
3. Contractors will establish their own HM storage and issue location that complies with
Federal, State, and local environmental regulations. Materials issued shall be tracked for
quantities used. Unused materials shall be inventoried and removed from the base prior to
close out of the contract or expiration date of the HM. Reports of materials delivered, used
and removed from the base will be submitted to the U.S. Government monthly and prior to
closeout.
4. Contractor will comply with all Federal, State, and local environmental standards.
5. Contractor will accompany the Base Environmental Engineer (BEE) on project closeout
inspection to ensure all used/unused HM were removed from base.

Security Checklist: The Contractor shall fill out and submit the Contractor's Security Checklist
(Section 00 6000 - Exhibit H) for each employee that is to work within the South Dakota Air
National Guard facility including delivery drivers and subcontractors.

.dwg, or .rvt formats. The U.S. Government will transmit review comments and submittal
markups to the Contractor in a like manner.
