The Job and Development
Programme
If you have been unemployed for a long period of time and need help to
get back into working life, you can participate in the Job and
Development Programme. You will then be able to partake of
personalised measures to help you gain employment.
What does the Job and Development Programme
entail?
The Job and Development Programme initially entails you and your
Employment Officer going through what measures need to be taken for
you to gain employment. This could, for instance, be
 jobseeker activities with coaching
 preparatory measures
Thereafter, you can combine the measures with one of the following:
 work experience
 occupational rehabilitation
 reinforced occupational rehabilitation
 employment training
 assistance starting your own business
If you have not gained employment after 90 weeks in the Job and
Development Programme, you and your Employment Officer will agree
on an appropriate place of employment with a provider. You will then
carry out work for an employer or provider to gain experience,
qualifications and references.
Can I be part of the Job and Development
Programme?
You can be part of the Job and Development Programme if you are
unemployed and registered with Arbetsförmedlingen. One of the
following also has to apply to you:
 You are in receipt of unemployment benefit and have used up
300 benefit days in one benefit period.
 You are a parent of a child under 18 years of age. If this is the
case, you can choose to participate in the Job and Development

Programme or to carry on looking for work with unemployment
benefits during the 150 days of the extension period.
You have used up 75 benefit days during the weeks when you
have worked part-time, you are single and have children under 18
years of age who live with you full-time or part-time for custody
or access reasons.
You have been registered as a jobseeker with Arbetsförmedlingen,
or participated in a labour market programme for at least 14
months in a row, but have not been in receipt of unemployment
benefits.
You have participated in the Youth Job Programme for 15
months.
You have been sentenced to prison (only in certain cases).
You have participated in the working life introduction
programme and are over 25 years of age.
You have participated in introduction activities for certain new
arrival immigrants, and the introduction plan has come to an end
and run out.
Will I get any compensation?
You can get activity support or development benefits when you
participate in the Job and Development Programme. The compensation
is paid by the Swedish Social Insurance Agency, which also calculates and
makes decisions about the compensation.
Your compensation can be affected if you don’t look for work to the
extent and in the way that you and your Employment Officer have
agreed. The compensation can also be affected if you extend or cause
your own unemployment. Read more in the Activity support and

If you are not entitled to this compensation, you can apply for income
support from the municipality.
Am I insured?
When you participate in the Job and Development Programme, you are
covered by personal injury and group life insurance. The employer can
also be compensated by the state should you damage anything at the
company. The insurance does not apply to those participating in the

How long can I participate in the Job and
Development Programme for?
You can participate in the programme until you
 start working full-time
 begin studies outside the Job and Development Programme, at
university, for example
 go on full-time parental leave of absence
 fall ill full-time for more than a month, if the programme can not
be adapted
 meet a new working condition as per the Unemployment Benefits
Act
What other conditions apply to me?
It is important that you look for work actively while participating in the
programme, and that your Employment Officer finds out what jobs you
have applied for. Every month, you should also hand in an activity report
where you describe the jobs you have applied for and other things you
have done over the past month.
Can I come back to the programme following
employment or studies?
You can come back to the programme if you have been sick-listed, on
parental leave of absence or studying. However, you can’t have been away
for longer than twelve months. If you have been working and have
become unemployed, you can come back to the programme if you don’t
fulfil a new requirement entitling you to unemployment benefits.
Can I lose my place in the programme?
You can lose your place if you misbehave or disrupt operations. There
may also be other special reasons why you can’t remain in the
programme.
If you have been in receipt of compensation for 450 days within the Job
and Development Programme and are not entitled to unemployment

benefits as per the Unemployment Insurance Act, you can also lose your
place if you
 decline a programme measure or another labour market measure
 decline appropriate employment without acceptable reasons
 do not inform us of your jobseeker activities
 do not have regular contact with an Employment Officer.
Can I come back to the programme if I have lost
my place?
You can come back to the programme if you fulfil certain requirements.

Who does what?
Contact Arbetsförmedlingen if you would like to know more about the
Job and Development Programme or the employment phase. You and
your Employment Officer will then jointly plan what suits you best to
ensure that you gain employment as quickly as possible. The
Employment Officer will follow up how things are going for you, and give
you the support you need when looking for work.
You will always get an instructor when you arrive at a workplace. They
will help you to get started. The person responsible for the workplace is
also responsible for your working environment, ensuring that you can
carry out your work in a safe way, and that you are provided with the
equipment you need.
