o f the total p o p u l a t i o n o v e r 3 . 8 % o f the total land area o f the c o u n try .
In the p as t 2 0 0 y ea rs th er e has been a n u m b e r o f h a z a rd o u s e r u p ti o n s in P N G that h av e c a u s ed
d e s t r u c ti o n a n d dea th a n d / o r h av e requ ir ed e v a cu atio n . O v e r 6 0 0 s q u a r e ki lo m e tr es o f land
w e r e d e s t r o y e d , o v e r 4 , 0 0 0 p eo p le w e r e killed and o v e r 12,000 p e o p l e w e r e e v a c u a t e d to safe
a r e a s d u r i n g erup tio ns.
T h e R ab au l Volca n olo g ical O b s e r v a t o ry ( R V O ) is respons ib le for m o n i to r in g all o f P N G 's
v o l c a n o e s ' a n d is in the p r o c e s s o f c o n d u c t i n g haz ard s a s s e s s m e n ts o n the h i g h e r risk
vo lcan o e s.

V o lc a n ic h az ard as s e s s m e n ts have b ee n c o n d u c t e d o n the potentially d a n g e r o u s v o l c a n o e s to
identify a r e a s that w o u l d be at risk from future eruptions.

living in an area o f 7 4 1 8 sq km are in risk o f being e n d a n g e r e d by the eru p ti o n o f an
a c ti v e v o l c a n o in the n ea r future an d a further 6 1 , 0 0 0 peo p le living in an area o f 8 , 6 2 3 sq
k m run a s o m e w h a t l o w e r risk o f b ein g e n d a n g e r e d by r e s u m p t i o n o f activity b y a
d o r m a n t v o lcano .
T h e distribution o f v o lc a n o e s in P N G is no t uni form. T h e majority o f P N G 's ac ti ve (10
o u t o f 14) an d d o r m a n t ( 1 2 o u t o f 2 2 ) v o lc a n o e s are lo cated a l o n g the B ism arck
V o l c a n ic Arc. S o the p e r c e n t a g e o f the land area and p o p u la tio n at risk in this area will
b e m u c h h ig her than that fo r the c o u n t ry as a w h o le. O n m a n y o f the vo lcan ic islands on
the B i s m a rc k V o lc a n ic A r c 10% o f the p o pu lation are at risk o f be in g e n d a n g e r e d by
v o l c a n i c activity in the near future.
O t h e r regions o f vo l c a n i c risks are the A d m ira lty Is., B ou gai nv ill e island, E as t P a p u a an d
the Highlands.

A l t h o u g h the w ri tten
re c o rd o f d irec t o b s e r v a t io n s o f er u p ti o n s in P N G is s h o rt , m o s t o f the eru p ti o n s that
o c c u r r e d o v e r the p as t 2 0 0 - 3 0 0 years w e r e from the v o l c a n o e s lo ca ted a l o n g the
B i s m a r c k V o l c a n o A rc . T h e s e v o l c a n o e s also er u p te d m o r e violently.
H a z a r d ra tin gs o f the v o l c a n o e s in P N G to indicate the likelihood o f fu tur e d a n g e r o u s
eru p ti o n s h a v e b ee n based o n a n u m b e r o f factors that includes geo lo gi ca l features,
historical re co rd e d activity an d on po p ulation density. It s h o w s t h at th e active v o l c a n o e s
h a v e the highe r haz ard ratin g than the d o r m a n t v o l c a n o e s w hich indicate that the active
v o l c a n o e s are m o r e d a n g e r o u s than the d o r m a n t vo lcan oes.
HAZARD ASSESSMENTS
S in c e the late 19th ce ntu ry, er u p ti o n s at fo ur different ce n tr es ( R i t te r Is. 1888, Rabaul
1937 , L a m i n g t o n 1951 and K a rk a r Is. 1979) h av e claim ed the lives o f o v e r 4 , 0 0 0 p e o p l e
an d c a u s e d e v a s ta t io n o v e r h u n d re d s o f s q u a r e kilometre s. E v a c u a t i o n o f the inhabitants
o f a r e a s n ea r v o l c a n o e s has b ee n ca rried o u t on nine o c c a s i o n s b e c a u s e o f eru p ti n g
restless vo lcan o e s.
O f the ev a c u a t i o n plans that are n o w exist three (R ab a u l, M t . L a m i n g t o n a n d K a r k a r
h a v e bee n p r e p a re d in re s p o n s e to er u p ti o n s that c a u s e d fatalities a n d / o r w i d e s p r e a d
d e s tru c ti o n , an d t w o (Esa'ala an d M a n a m ) w e r e originally p r e p a re d in anticipa tion o f
future po ssibly d a n g e r o u s activity.
It is a pre -r eq u isite for the p re p ara ti o n o f any v o l c a n o e m e r g e n c y plan that a v o lcan o
ha z ard m a p is first p ro d u c e d . This s h o u l d s h o w the an ticip ated distribution o f the
h az ard s likely to o c c u r as a re su lt o f d a n g e r o u s activity and ou tlin e a r e a s t h at are likely
to b e m o s t s ev ere ly af fec ted. This m a p ca n then b e u s ed as a basis fo r the ev a cu atio n
plan an d to d e t e r m i n e the m o v e m e n t o f p eo ple from high to lo w risk areas.

c o n t i n u e d for s o m e ti m e d u r i n g the J a p a n e s e o c c u p a tio n
P o s t - w a r vo lcan ic st ud ies in P ap u a N e w G u in ea c o m m e n c e d at R ab au l in 1 9 50 . T w o
n e w p e r m a n e n t v o l c a n o o b s e r v a t o ri e s w e r e established in the m i d -1 9 6 0 's - o n M a n a m
Island in 1 96 5 and at Esa'ala in 1966. Five o u t s t a t io n o b s e r v a t o ri e s w e r e established
b e t w e e n 1966 a n d 1980, (K ark ar , L i n g i la , U ln m on a, Bag an a an d L am in g to n ).

S e i s m o g r a p h i c e q u i p m e n t specifically d e s ig n ed for v o l c a n o m o n i t o r i n g c a m e into
o p e r a t i o n in the late 1960's w ith the ex p a n s io n o f the R ab au l O b s e r v a t o r y facilities

A t Rabaul a seism ic n e t w o r k o f eleven telem etry an d t w o line s ta tio n s has been
established in a n d a ro u n d the caldera, w h ich p er m its d e te c tio n , an d lo catio n o f local

m e a s u r e d at Rabaul regularly at 6 0 fum aroles a n d ho t s p rin g s using m e r c u r y -ίη glass
m a x i m u m re a d in g t h e r m o n u l e r s a n d on an O m e g a 871 Digital t h e rm o m e t e r .
P r o g r a m s o f re gular t e m p e r a t u r e m e a s u r e m e n t s h av e in the p a s t also b e e n carried
o u t o n K a rk a r, P a g o , K a d o v a r, B a m , I j i m i n g t o n and in the vicinity o f the d o r m a n t
v o l c a n o e s at Esa'ala.

V O L C A N IC E M E R G E N C Y M A N A G EM EN T
O f all the e lem e n ts in an effective p ro g r a m o f vo lcan ic risk mitigation, the m a n a g e m e n t
o f vol ca ni c e m e r g e n c y is the m o s t critical, b e c a u s e it is the vital link in t ran s lating the
scientific info rm atio n from h az ard as s e ss m e n t a nd v o l c a n o m o n i to r in g into life - and
p ro p e rt y -s a v i n g plans an d ac tio n du rin g a v o l c a n i c d isaster or crisis.
T h e s e i s m o - d e f o r m a t i o n crisis at Rabaul in 19 83-8 5 , a n d eru p ti o n s at o t h e r v o l c a n o e s in
P N G (eg. U l a w u n 1980, 1 98 5 an d M a n a m 1992) h av e p r o v i d e d va lu ab le e x p e ri e n c e in
v o l c a n i c e m e r g e n c y m a n a g e m e n t.
R V O h avin g a small s t a f f with limited ex pe rti se, in ad eq u a te funding, a n d limited
e q u i p m e n t , stri ves to ca rry ou t its responsibilities in s o m e w h a t a d v e r s e co ndi tions.
