‐ 1 ‐ Overnight Parking FAQs Overnight parking (10:00 P.M. ‐ 8:00 A.M.) was implemented in the Central Business District (generally downtown) at meters in Spring 2011. HISTORY of the PROGRAM The Overnight Parking Program was developed in response to requests from area businesses and residents who have asked for this option for years. Street sweeping operations and old meter technology prevented this type of a program from being implemented in the past. New Smart Meter technology and a new street sweeping schedule now allow for the Overnight Program to be implemented downtown. WHAT CHANGED? Before the Overnight Parking Program, metered parking was not allowed in the downtown area from 2:00 A.M. – 6:00 A.M. seven days per week (6:00 A.M. – 8:00 A.M. and 10:00 P.M. ‐ 2:00 A.M. were free). The Overnight Parking Program now allows for 24‐hour metered parking in the Central Business District while allowing street sweeping operations to continue on a regular basis. HOW WAS STREET SWEEPING IMPACTED? Street sweeping has continued in the Central Business District after the implementation of the Overnight Parking Program to maintain Denver’s high air and water quality standards. However, now that the program has been implemented, street sweeping takes place on alternate sides of the street during the week. This means that one side of the street is available for overnight parking on Monday, Tuesdays, Wednesdays, and Thursday nights – and both sides of the street are available for overnight parking on Friday and Saturday nights. With the Overnight Parking Program, at least one side of the street is available on any given evening for overnight parking. As a result, this new program provides an option to legally park on‐street overnight and avoid the $50.00 street sweeping citation. HOW DO I KNOW WHERE TO PARK? Downtown visitors, employees or residents who would like to take advantage of the Overnight Parking Program should pay attention to overhead signs and information located on the parking meters. Both overhead signs and the information on the meters themselves instruct parkers on which sides of the street are available for overnight parking on a particular day of the week. WHAT ARE THE TIME LIMITS AND RATES?  Parking from 10:00 P.M. – 2:00 A.M. is $1.00 per hour.  Parking from 2:00 A.M. – 6:00 A.M. is $0.50 per hour.  Parking between 6:00 A.M. – 8:00 A.M. is free.  Vehicles must be moved 100’ after two hours if they park between the hours of 8:00 A.M. – 10:00 P.M. (It is has always been a requirement that vehicles move 100’ after the posted time limit has expired)  The two‐hour parking limit rule ends at 10:00 P.M., allowing vehicles to park from 10:00 P.M. ‐ 8:00 A.M. in one space without moving their vehicle (total of $6 with the 2‐hour free period between 6:00 – 8:00 A.M.).  Metered parking from 12:00 A.M. to 11:59 P.M. on Sundays and posted holidays is free. However, drivers need to pay for parking beginning at 12:00 A.M. the day after the free day. ‐ 2 ‐ Overnight Parking FAQs Cont’d. HOW WERE THE OVERNIGHT PARKING PROGRAM RATES DECIDED? An extensive rate study was completed in the area to determine the appropriate on‐street rates. In addition, Public Works met with various groups of stakeholders (business districts, residents, etc) to discuss these rates. WHY DO I HAVE TO MOVE MY CAR? In the downtown area or any popular retail or commercial area, on‐street parking should be managed so that it provides convenient access for short‐term users. Encouraging parking turnover supports businesses and promotes economic development. Off‐street parking spaces serve as a great option for trips that require longer stays (see details on the City’s PARK NOW program) WHEN DO I HAVE TO MOVE MY CAR? Now that the Overnight Parking Program has been implemented, vehicles at on‐street meters must be moved 100’ after two hours if they park between 8:00 A.M. – 10:00 P.M. (City ordinance 54‐514b and 54‐420). If a vehicle parks after 10:00 P.M., when the Overnight Parking period begins, that vehicle can stay for an extended amount of time at a paid meter until the 2‐hour period begins again at 8:00 A.M., as long as they are on the correct side of the street, as posted. For example, if a vehicle parks at an on‐street meter before 10:00 P.M., that car must move 100’ to another on‐street meter after the two‐hour period expires. A vehicle that stays in that space after the two‐hour limit is liable for a parking citation even if the meter is paid again. A vehicle that parks at 10:30 P.M. can pay to stay at a meter on the non‐street sweeping side of the street until 6AM. That vehicle has the option to stay at that same metered space through the 6:00 – 8:00 A.M. free period. WHY CAN I NOT PAY BETWEEN 6:00‐6:30 A.M.? Meter programming requires the Smart Meters to shut down between 6:00 ‐ 6:30 A.M. to recalibrate and prepare for the next day’s transactions. No meter transactions are possible during that time period, however vehicles will still be able to park at meters since parking is free from 6:00 – 8:00 A.M. WHO DO I CALL WHEN I HAVE A PROBLEM? When the meter is not functioning properly, please call 303‐640‐6643 to report the problem. Please locate the meter number, located on the meter itself, and give that information to the person taking the call. The Smart Meters have technology that allows our service crews to identify most meters that are not functioning properly. However, we would appreciate any information on meters that are not operating as they should. DENA
