SPEAKERS’ CVs
Costas FOTAKIS has been appointed Alternate Minister for Research and
Innovation in January 2015. He has been President of FORTH (Foundation for
Research and Technology – Hellas), since 2011. He has also served as
Director of the Institute of Electronic Structure and Laser (IESL) at FORTH
(1997-2013) and he is Professor of Physics at the University of Crete. He has
also served as Chairman of the Association of the Presidents of the Research
Centers in Greece. Fotakis is the founder of the Laser and Applications
Division of FORTH, and since 1990 has been leading the European Laser
Facility at FORTH, which is currently part of the EU “LASERLAB-Europe”
project, linking 26 major European laser infrastructures.
XU Jianpei, Director General Ministry of Science and Technology (MoST).
Mr. Xu is a doctor of Education and a professor. Since May 2016, he has been
the Secretary General of the Ministry of Science and Technology (MOST),
Party members. He oversees the General Office, the Center of logistics, and
the Information center.
Before his current position he was Deputy General Secretary of MOST, while
between December 2010 and September 2014 he served at the Department
of Policy and Regulation of MOST.
Panagiotis KARNIOURAS is the Coordinator of PRAXI Network, an accredited
IMP³rove Guide and National Representative for H2020 “Innovation in
SMEs” and “Access to Risk Finance”.
He is acting as a project manager or project director for more than 20
publicly or privately funded projects dealing with technology transfer,
innovation support, exploitation of research results and research-industry
cooperation, financing innovation. He is the Coordinator of Enterprise
Europe Network in Greece, a member of the Steering and Advisory Group of
the Enterprise Europe Network and member of the BoD of the Hellenic Bio
Cluster and the Hellenic Photonics Cluster. He has been member of National
Committees on Research and Innovation, acted several times as an evaluator
of National innovation, research and investment proposals as well as
evaluator of innovation proposals submitted to innovation related
competitions.
Mr. Karniouras holds an MSc degree in Advanced Manufacturing Technology
from the University of Manchester Institute of Science & Technology (UK)
and a Mechanical Engineering Diploma from the National Technical
University of Athens.
ZHU Shilong, Deputy Director General (Bureau) of Beijing Municipal
Commission of Science & Technology (BMCST).
Education: Master Degree from the Peking University, Department of
Geography, Urban Environment, Doctoral Degree from Beihang University,
Engineering Management.
Work Experience: Mr. Zhu Shilong, worked between 1987-2006 in the
various departments of the China Earthquake Administration, namely
Department of Science and Technology, Department of International
Cooperation, Department of Personnel and Education. Between 2002-2003,
Mr. Zhu served as a Deputy Director of the Engineering Construction
Department of China Three Gorges Project Corp. Since 2006, he has been
working in the Beijing Municipal Commission of Science & Technology and is
charge of International Cooperation Division, Human Resource Center, as
well as of the Technology Development and Exchange Center.
Epaminondas CHRISTOPHILOPOULOS is Head of International Cooperation
in PRAXI Network of the Foundation for Research and Technology – Hellas
(FORTH). Having a background in Physics, Environmental Studies and
International Relations, Epaminondas has initially worked in the field of
environment, while after moving to PRAXI Network, he has worked in the
fields of technology transfer and research commercialization. Since 2004, he
specifically focuses on international research cooperation, coordinating
several projects around the globe (Eastern Europe, Caucasus, Central and
East Asia, the Gulf peninsula, Central America) and delivers seminars in
Europe and overseas. Since 2010, Epaminondas draws particular focus on
future studies and foresight. He is a member of the World Future Society
(WFS), a Certified Future Strategist and Co-Chair of the Greek Node of the
Millennium Project, a Washington based, Think Tank coordinating futures
research and foresight studies.
MA Lin, Dean of Information & Science Academy of China Electronics
Technology Group Corporation (CETC). (born, China), is the
Born in October 1965 in Nanjing Jiangpu, China. His major research interests
are in the research of large wide-band active phased-array radar.
Dr. Sara MEDINA is a Member of the Board of SPI (www.spieurope.eu). Dr.
Medina contributes to the overall management of SPI, being responsible for
managing SPI’s activities and services in China since 2004 as well as in the
Southeast Asian market.
She also manages projects funded by the European Commission, the World
Bank and Inter-American Development Bank. She is an invited expert at the
EU SME Centre in China and an expert and International Committee Member
for International Technology Transfer Network (ITTN) in which she promotes
international technology transfer and innovation cooperation in China. She
is also an expert evaluator for EC Horizon 2020´s SME Instrument.
Dr. Medina has a Bachelors degree in Food Engineering from the College of
Biotechnology in Portugal, a European Masters degree in Food Studies from
5 major European Universities and a Ph.D. degree in Food and Resource
Economics from the University of Florida, USA. Dr. Medina has successfully
completed the INSEAD Asia International Executive Programme in
Singapore.
DOU Zhiping, Senior Engineer & Director of the Department of Planning
Management, China Certification Centre for Automotive, China Academy of
Machinery Science & Technology (CAM)
Mr. Dou has profound experiences in research on machinery
standardization, quality control and review as well as strategic management
of scientific projects. He has also long- standing experience on international
cooperation as well as on collaboration between enterprises and the
government.
Kostas GLINOS has been with the European Commission since 1992. He
leads the "Strategy, EFTA and enlargement countries, Russia, Asia and
Pacific" unit within the directorate in charge of International Cooperation of
the Directorate General for Research and Innovation.
Before that he was in charge of the e-Infrastructures unit of the Directorate
General for Information Society and Media from January 2009 to December
2013. From 2003 to 2008 he was Head of the Embedded Systems and Control
unit and interim Executive Director of the ARTEMIS Joint Undertaking.
Previously he was deputy head of Future and Emerging Technologies. Before
joining the Commission Kostas worked with multinational companies and
research institutes in the U.S., Greece and Belgium.
He holds a diploma in Chemical Engineering from the University of
Thessaloniki, a PhD from the University of Massachusetts and an MBA in
investment management from Drexel University.
Nikos SARRIS has been working in Athens Technology Center (ATC) as a
Senior IT Consultant since 2004 and currently is the Head of Operations of
the ATC Innovation Lab. He has been working since 1996 in R&D projects as
a researcher, project manager and coordinator of large multinational
consortia. In the latest years he has mainly been involved in media related
projects focusing in the semantic analysis and ‘understanding’ of multimedia
news content. He is the co-editor of a book and has authored numerous
scientific publications for international journals and conferences. Dr. Sarris
is a member of the Steering Committee of the NESSI European Technology
Platform and the representative of ATC in the General Assembly of the Big
Data Value Association. He is also currently chairing the EU-US Big Data
Expert Group mobilized by the PICASSO EU-US ICT Collaboration project.
Nikolaos EMIRZAS currently serves as Executive Manager at the Permanent
International Secretariat of the Black Sea Economic Cooperation
Organization (BSEC), in Istanbul, and is responsible, inter alia, for the
relations of the BSEC Organization with other regional and international
organizations and the European Union. Mr. Emirzas entered the Ministry of
Foreign Affairs of the Hellenic Republic in 2006, and has served as Desk
Officer for regional cooperation in the wider Black Sea area, as well as
Seconded National Expert in the Directorate General for External Relations
of the European Commission. He assumed his current duties as of 1st January
2013.
Stavros MANTZANAKIS, CEO and founding Partner and head of Innovation
department of Emetris SA, a business consulting company which specializes
in Futures Studies, Strategic, Business and Financial planning, and
Innovation. He has over 20 years of managerial experience in companies and
institutions. He has also served for 2,5 years as a General Director of the
innovation incubator based in Thessaloniki, Thermi S.A., which supports
innovative startups and is one of the largest incubators in Southeast Europe.
Since 2010, Mr. Mantzanakis has been working on his PhD research:
“Participative Regional Strategic Foresight”, holds an MBA in International
Finance, an Executive Masters on “Digital Cities” and a BA in Business
Administration. His lecturing experience includes: Tutoring undergraduate
students and a number of on job training and seminars for SME employees,
Strategic and Foresight, Business Plan Decision Analysis. He has held a
Project Management position in a construction company in New York city.
He has participated in compilation of projects in different countries
(Armenia, China, Albania, fYRoM, Jordan). Mr. Mantzanakis is a professional
member of World Future Society.
