NAME OF WORK : Repairs / Replacement of Barbed wire fencing with Concertina coil over security compound wall and
repairs to the leaky flat roof, repairs to the toilets and Periodical Services to the buildings in Proof Range Complex at HVF,
Avadi
PARTICULAR SPECIFICATIONS
1. Sand : Fine aggregate for concrete work shall conform to materials specifications and grading within the limits of grading zones II or III all as specified in clauses 4.4 to
4.4.7.3 of MES Schedule Part-I. Contractor may without any extra cost in lieu of river sand use manufactured sand (crushed stone sand) produced from hard
granite/basalt/black trap stone, having cubical shaped particles with grounded edges of ground gradation zone II / III as per IS 383 – 1970 as applicable. In the market it is
known as M-sand / Robo sand / I-sand etc. For pricing deviations, SSR rates shall only be applicable without any price adjustment for manufactured sand. However
manufactured sand shall be used only in concrete and masonry works. For plastering, river sand shall only be used.
2. The brick to be used for the work shall be of well burnt, good quality bricks free from cracks, flaws, wraps and nodules of free lime and shall be of uniform sizes and shape.
3. The aggregates to be used for the concrete shall be of black or blue hard granite aggregate free from quarry dust, earth etc. The size of the aggregate shall be of uniform
size as per the requirement. Flaky & elongated pieces over sizes shall be avoided.
4. The cement to be used shall be of OPC (Ordinary Portland Cement) of 43 Grade and 53 grade in accordance with IS8112-1989 only of The Associated Cement
Companies Ltd., Grasim Industries Ltd, Ultra Tech Cement, The India Cement, Dalmia Cement, Andhra cement Ltd., Century Cements, Saurashtra Cement, Madras
Cement, Mangalam Cement, Birla Cement, Orient Cement, Lafarge Cement, Shree Cement, J.K. Cement, Jaypee Rewa Cement, Binani Cement, Lakhsmi cement, Gujrat
Ambuja Cement and . Bangur Cement , age not more than six months from date of manufacture.
5. All the Mass concrete work should be of Ready Mix Concrete (RMC). RMC shall be procured by the contractor (where ever specified/ required) from following producers of
M/S ULTRA-TECH, M/S.BIRLA, , M/S.RAMCO, M/S.ACC, M/S COROMANDAL.
6. The concrete test certificate for samples taken at RMC plant should be submitted to E-I-C.
7. The contractor should cast 3 Nos. of concrete cube per 200 CUM of concrete at site. The testing of concrete cubes to be done by the contractor at his own cost at
government approved testing lab. The relevant test certificate should be submitted to E-I-C
8. All the cement works shall be cured for at least 21 Days.
9. The normal concrete shall be of machine mixed and no manual mixing shall be allowed and the materials required for the concrete and the cement work shall be measured
by means of weigh batching/ measurement boxes only as directed by E-I-C and no other mode of measurement shall be allowed.
10. All the concrete work shall be compacted using mechanical vibrator or surface vibrator as required.
11. The tiles for the work to be used shall be of JHONSON / KAJARIA / NITCO make
12. The Structural Steel to be used shall be of RINL – VIZAG Steel / SAIL / TATA – TISCON / “ BIS” Marked Primary manufacturers.
13. The primer to be used on steel and wooden surface must be of first quality ASIAN / NEROLAC / BERGER make only
14. The enamel paint / External Emulsion / Internal Emulsion / OBD / Cement Paint to be used must be first quality ASIAN / NEROLAC / BERGER make only.
15. All the materials must be approved by E-I-C before incorporation into the work and shall have ISI / BIS Mark.

WHITE WASHING, COLOUR WASHING AND DISTEMPERING
16. No finish shall be executed until a sample of the finish to the required colour and shade has been approved by E-I-C where more than 1 coat of any finish is indicated. Each
coat shall be approved be E-I-C before the subsequent coat is applied.
17. Surfaces of doors, windows, floors, articles of furniture etc and such other parts of the building not to be treated shall be protected from ebbing splashed upon. Such
surfaces shall be cleaned off polishes of white wash, colour wash, painting etc.,
18. All the unsound portions of the surface plaster shall be removed where directed to full depth of plaster in rectangular patches and plastered again after taking the masonry
joints properly
19. All unnecessary nails shall be removed and the holes, minor pittings and cracks filled with lime putty or plaster of paris to make the surface smooth.
20. White wash shall be applied with moonj brush. The operation of each coat shall consist of a stroke of the brush given from the top downwards another from the bottom
upwards over the first stroke and similarly one stroke horizontally from the right and another from the left before it dries. Each coat shall be allowed to dry before the next
coat is applied.
21. White washing on ceiling shall be done prioer to that on the walls
22. Before applying cement paint the surface shall be thoroughly wetted to control surface suction / absorption.
23. Cement paint shall be applied with a brush relatively short hog or fibre brushes. The paint shall be brushed in uniform thickness and shall be free from excessive brush
marks.
24. Cement paint surfaces shall be sprinkled with water using a fog spray two to three times a day and atleast for four days.
(B). PAINTINGS
1. All paints and allied material shall be of quality not inferior to that required by the relevant IS specifications paints etc., shall be ready mixed. The colour and tinks of paints
shall be as approved by E-I-C.
2. The Contractor shall inform the E-I-C well before he places the bulk order for the materials, the names of the brands and manufacture of paints he proposes to use in the
works and submit the samples thereof and obtain prior written approval of E-I-C.
3. The whole of the materials required for the painting works shall be obtained direct from approved manufacturers of the authorized agents and shall be brought to the site in
markers, drums, kegs etc., with seals unbroken.
4. Thinners (turpentine) shall be added to paints on the feeling that the consistency of the paint supplied by the manufacturer is too thick. If the paint has been manufactured to
conform specifications, the paint shall have the correct consistency and shall not require further dilution. If there is any doubt in the viscosity of the paint may be checked. If
a slight adjustment of viscosity is necessary, thinner recommended by manufacturer may be used after prior approval from E-I-C.
5. If the old aluminium painted steel surfaces is not deteriorated and is in good condition, the underlined surface being free from corrosion, the surface shall be rubbed down
with sand paper. The surface shall then be wiped finally with mineral turpentine to remove grease and perspiration of bard marks etc and then allowed to dry.
6. The numbers mentioned in the stanchion shall be repainted in the existing colour.
7. The old aluminium painted surface if corroded shall be well cleaned using wire brush and abrasive paper so that the entire corrosion is removed from the surface and the
surface is cleaned dry and it should be cleaned with turpentine or thinner so as to remove the entire rust particles.
8. The aluminium paint to be used shall conform to IS 2339 (Latest). The contractor should produce a certificate from the manufacturer that the aluminium paint brought is
conformed to the IS Code.
9. The aluminium paint shall be procured directly from the dealer or manufacturer. The total quantity shall be from a single lot or batch.
10. The entire material required for aluminium paint shall be purchased and kept under the custody of CE (Stores) and the required quantity for each day shall be collected from
the store.
11. The aluminum paint shall be mixed as per the manufacturer’s instruction and no extra additives / addition shall be made.
12. The aluminum paint to be used shall be first quality Nerolac Aluminium paint or Berger or Asian Paint as per IS 2339 (Latest) Aluminium paint.

All the works are to be carried out as per the Standard Procedure laid in SSR `2009 Part-I Specification.
All the materials, tools etc., required for the work shall be the responsibility of the Contractor.
The safety of men and materials shall be the responsibility of the contractor. GM/HVF will not have any responsibility in this account.
All the materials shall be got approved by E-I-C before incorporation into the work and shall have ISI Mark. Original cash vouchers of materials purchased and used by
contractor on the work shall be submitted to EIC/ Site in-charge for record. Inward gate pass of all materials being brought by contractor are to be made on a pucca
bound register and got it checked along with cash vouchers from the E-I-C/Site-In-Charge at the time of its entry in the Factory/Estate.
The contractor should take Workmen compensation, Insurance Policy for the workers in this work and copies of the same shall be handed over to E-I-C before
commencement of the work.
The entire work shall be carried out as per the relevant clauses/ specifications of MES SSR 2010.
The contract period shall be ‘SEVEN MONTHS’ from the date of handing over the site.
The maintenance period shall be ‘FIVE Years’ from the date of completion of the work.
The contractor may visit the site before quoting their rates with prior appointment with DGM/CE.
The safety norms shall be strictly followed and any deviation will lead to cancellation of the contract agreement.
All the workmen should confine to their work spot only and should not venture into areas other than the work spot.
The work shall be completed within the stipulated period, failing which liquidity damages shall be deducted from the Contract amount as per IAFW 2249.
Any damages to Government property, shall be made good free of cost by the contractor.
The dismantled materials except credit item if any shall be returned to CE (estate/FY) stores intact.
The order is for complete work and on completion of the job; the work shall be jointly inspected by the Contractor and CE representatives.
Adequate safety precautions are to be adopted by the Contractor while working at height such as i) Safety Helmets to all the personnel, ii) Roof ladder shall be arranged for
roof work, iii)Full Body harness safety belt shall be arranged for the workmen, iv) Retractable fall arrestor to be arranged by the contractor’s workmen working at height, v)
Life line to be arranged for the personnel working at height, vi) Safety net to be tied wherever feasible.
Safety permit shall be obtained by the contractor from safety section /HVF before commencement of the subject work and same shall be handed over to EIC.
The contractor shall engage skilled labourers only, for the works such as Masonry, plumbing, plastering etc.
The contractor shall engage a qualified site supervisor and his relevant qualification certificate shall be produced before commencement of work to E-I-C to maintain all the
relevant records and documents.
