About the High End TV Co-Producers Programme
This High End TV (HETV) Levy funded programme aims to increase and stimulate the HETV
producers talent pool across the UK, while at the same time benefiting the whole UK drama industry.
We plan to support ten production based placements between December 2015 and 31 March
2017.
Overseen by an industry advisory group; Sam Jukes-Adams (NBCU), Paul Stevens (Independent
Talent), Belinda Campbell (Red Planet), Kwadjo Dajan (Sugar Films), Johnny Lewsley (BBC) and
Ruth Palmer (HETV, Creative Skillset).
“With the continued ambitious growth in HETV Drama within the UK, and the successful collection
of the HETV Levy funds by the HETV Council, this year we have been able to implement senior
level initiatives, one of which is the HETV Drama Co-Producer Scheme. The need to release a
valve at the top of the talent pipeline, and fund and enable our existing excellent producers to
step up the next wave of HoD’s into producing drama, sparked the HETV Drama Co-Producer
scheme.
Losing in-house freelance producing talent, as a result of the HETV boom, shone a light on the
need to sensibly progress senior level freelancers into producing, so we can future proof the
industry, and support the volume of not just home grown drama, but inward investment shows as
well. This scheme was born of an industry conversation and strong body of 26 senior TV execs,
agents, and broadcasters, and highlights the HETV Council’s ability to respond, fund and execute
sustainable programmes on behalf of the industry.”

To date HETV series Humans (2), Sherlock (Season 4) and Delicious have taken part in the CoProducers Programme. We have up to £40,000 per placement available from the HETV Levy,
we are looking for more productions to come on board and take part in the scheme.
We also have a talent pool of experienced individuals ready to step up into HETV drama producing
for productions to meet. All of whom have been through an interview with the Advisory Panel.

Who should apply?
The fund is open to all High End TV Drama Levy paying productions or production companies
with a High End drama show starting after 1 April 2016. Click here for information on the High

What should the programme cover?
It is a fully paid HETV drama production-based placement scheme with agreed on-screen credit
of at least HETV Co-Producer for those taking part. The placement experience covers the
following aspects of production:











Financing
Broadcaster / financier meetings / calls
Budgeting and scheduling
Casting
HoD interviews
Prep full time
Shoot full time
Post
Final post – attendance of all key stages of final post and sign off procedure
Publicity and key deliverables understanding
International delivery
In addition to the placement experience, the candidates will also receive a training and
development programme which will cover:





Training with 3rd party vendors required to enable script, budget and scheduling skills
(Candidates to be released from show schedule to undertake this training)
Mentoring by freelance industry professionals for on-the-phone support
Series of masterclasses
Milestone review meetings with Creative Skillset and the production
Access to online resources such as industry talks.
Candidates who complete their placement will be awarded a minimum on-screen credit of ‘CoProducer’ subject to broadcaster and/or financier approval.

Funding
The Creative Skillset HETV Levy will fund 2/3 of the placement costs up to a cap of £40k. The
production budget must provide a third of the placement costs at a minimum. Funding will be
released in milestone payments on completion of Prep, Production and delivery of programme
masters to international parties.
Any 3rd party training costs will be met in addition through the Creative Skillset HETV Levy.
Planning your application
All applicants must discuss their project idea first with the HETV Manager, Ruth Palmer. When
you have discussed your project with Ruth, you will be able to complete your application. The
information below will help you in planning your application.
All applications will need to illustrate how the candidate will be involved in the detailed areas of
production outlined previously, including whether full time or part time, role and specific areas of
ownership within the show structure. This will need to be provided as part of the application in the
form of a Placement Plan.
Criteria for the senior HoD grade candidates:
10 years’ minimum industry experience.
Minimum 3 consistent credits in a senior role within scripted Film or TV Production, and or
Factual Production. Senior roles considered: Producer, Script Executive, Story Producer, Line
Producer, Associate/Co-Producer, 1st AD, Location Manager, Factual Producer, Factual
Series Producer, Factual EP, Factual Line Producer/Production Manager, Production
Executive.
A minimum of three candidates per placement must be interviewed and details of the
candidates presented as part of the application process, including CVs. We will provide CVs
of those in our Producers Pool to be assessed as part of the selection process.
Placements must not begin before your application is approved. Please allow one week to
hear the outcome of your application from Creative Skillset.
