Montrose Police Department Animal Services
City Code:
• The Animal Control Officer(s) of the City shall be deemed a peace
officer, as defined in Rule 203 of the Colorado Municipal Court
Rules of Procedure, for the limited purpose of enforcing the
provisions of this Chapter under the direction of the City Manager.
The Animal Control Officer(s) shall exercise the authority of a
peace officer in the enforcement of these provisions, including the
power to issue summons and complaints and initiate prosecution
of violations hereof. (Ord. 1908, 6-13-2002)

Pet Animal Care Facilities Act (P.A.C.F.A)
The Pet Animal Care Facilities Program is a model program for states across
the country and is dedicated to protecting the health and well-being of those
animals in pet care facilities. PACFA is committed to making sure that pet
care facilities meet, or exceed, minimum standards for physical facilities;
sanitation; ventilation; lighting; heating; cooling; humidity; spatial and
enclosure requirements; nutrition; humane care; medical treatment;
methods of operation and record keeping.
PACFA gives the Colorado Department of Agriculture the statutory authority
to license and inspect all pet animal care facilities. Any person who is
operating a pet animal facility that engages in selling, transferring, adopting,
breeding, boarding, training, grooming, sheltering or rescuing any pet animal
may need to be licensed with the Colorado Department of Agriculture.
Important Rules • All animals must be kept at the shelter for 5 business days before they become
the property of the City of Montrose Animal Shelter.
• Any animal under 6 months of age is kept for 10 days after being vaccinated to
insure they are healthy.
• All dogs must be vaccinated for 10 days before they can play in our parks.
