A basic premise of the empowered democracy is that reduction of the differences between contextpreserving routine and context-transforming conflict cannot be achieved either by throwing out the state
altogether and putting a pure system of human co-ordination in its place or by submerging fixed
institutional arrangements in personal charisma. Nor, on the other hand, can it result from solutions
imposed by a self appointed vanguard upon a recalcitrant population. Empowered democracy attempts
instead to change the relation between large scale and inclusive institutions and non-institutionalized
collective action. Unger‟s goal in a nutshell is to search for individual and collective empowerment
through the dissolution of the pre-written social script.
It is not clear therefore whether Unger‟s project is an extension of the liberal doctrine or a replacement of
it. The program of empowered democracy shares with the libertarian the aim of freeing individual
experience to the greatest possible extent from the overbearing influence of pre-determined collective
categories of class, community or gender. But the disruption of communal bonds is sought to be remedied
by the organizations intermediate between the individual and the state. Unger‟s program is centrist in that
it characteristically emphasizes the improvement of hierarchy through loyalty and self restraint rather than
through the radical subversion of hierarchical bonds. It is sometimes corporatist because the intermediate
bodies, which may be productive enterprises as well as territorial entities, are to occupy a recognized
place in the organization of the society.
Unger himself claims that his blueprint is a leftist program. Like all leftist views it holds that only by
institutional transformation can we realize in practice our ideas of freedom and community. It seeks to
undermine forms of dependence and domination. But it also differs from the main stream radical leftist
programs. Its explanatory ideas are different from traditional Marxist theory. Further, it refuses to equate,
as a leftist does the market economy and the representative democracy. On the contrary, it sees in the
development of alternative forms of democracies and markets, the best hope for the accomplishment of
the leftist as well as liberal aims. Finally it draws heavily upon a tradition of institutional thought and
experimentation to which the main current of leftist theory and practice has been hostile: the tradition of
petty bourgeois radicalism.

If monetary union stays on course for 1999, some observers estimate Europe‟s fixed-income market
will grow to roughly 75% the size of the US‟s. A larger, more liquid debt market would mean
companies having greater access to cheaper capital market alternatives, forcing banks to be more
creative.
There has been some securitization involving mortgage portfolios in Europe – mostly in the UK – but
the idea has yet to gain popular appeal. That‟s partly because banks have feared displeasing
customers who dislike the thoughts of strangers owning their debt. There are signs, though, that
corporate borrowers may be forced in time to yield ground.
Last year, a group of US and European commercial banks banded together to form a Loan Market
