Workshop on:
Water scarcity is a global problem but it is imminent in many sub‐Saharan African countries. Lack of access to freshwater, inadequate sanitation, water‐related dis‐
eases, and the many more facets of water scarcity have all too often been ad‐
dressed as problems, which can be solved on the basis of technology alone. As has become increasingly clear, however, some of the problems are caused or at least aggravated by deficient management and governance structures. Addressing these causes necessitates more than water man‐
agement as such but calls for an inte‐
grated approach, looking at policies out‐

This DAAD sponsored conference is the third conference in the framework of the APEDIA network which has been estab‐
lished in 2009 to stimulate academic collaboration and research in the field of Sustainable Land Use, Environment and Development in Africa. Its primary mis‐
sion is the development of Higher Educa‐
tion capacities in this field. The network links Higher Education In‐
stitutions from different countries (Germany; Uganda; South Africa; Namibia; Ethiopia; India) and looks forward to expanding its network. The aim of the conference is to facili‐
tate discourse among academics and prac‐
titioners on approaches to water govern‐
