GENERAL INFORMATION
1. All vessels bound for FUJAIRAH must have an agent and should forward via ship's agents the
following important documents at least 24 hours prior arrival to get entry permission

• DULY FILLED, SIGNED/STAMPED ISPS FORM 1A (NTM 148- PERMISSION TO
ENTER PLEASE SEE THE ATTACHMENT)
Please note that without any of the above mentioned documents, entry permission will be
denied.

4. As per the U.A.E Cabinet's decision nos. 23/2001 & 122/2002 issued by Ministry of
Communication, ships flying flags of below listed countries are banned from entering U.A.E
ports, Anchorage Areas and Territorial Waters unless they carry valid classification certificates
issued by a member of (IACS) International Association of Classification Societies.

SINGLE HULL TANKERS ARE NO MORE ACCEPTED TO CALL FUJAIRAH OFFSHORE
ANCHORAGE OR PORT OF FUJAIRAH.
6. MAXIMUM 10 DAYS OF STAY AT FUJAIRAH OFFSHORE ANCHORAGE AREA
DUE TO THE PORT CONGESTION ALL VESSELS REGARDLESS OF THE NATURE OF CALL
CAN NOT STAY AT FUJAIRAH PORT (OFFSHORE ANCHORAGE AREAS) MORE THAN 10
DAYS.
INVOICE WILL BE AUTOMATICALLY GENERATED BY THE PORT OF FUJAIRAH
AUTHORITY AGAINST ANY VESSEL WHICH STAY MORE THAN 10 DAYS COUNTING

7. PORT SECURITY LEVEL IN PORT OF FUJAIRAH IS LEVEL 1.
IF THE ARRIVING VESSEL DOES NOT COMPLY WITH SECURITY LEVEL ONE, THE PORT
SECURITY OFFICER WILL BOARD THE VESSEL FOR INSPECTION AND CHARGES WILL BE
APPLIED WITH AN ESTIMATED COST OF ABOUT DHS 6,000 (USD 1,650) OR ABOVE
DEPENDING ON THE NO. OF HOURS/DAYS THE VESSEL WILL STAY AT THE PORT. (A
PATROL BOAT WILL BE IN SURVEILLANCE DURING HER STAY.)
PLEASE NOTE THAT NO VESSELS WITH ARMS & AMMUNITIONS EVEN UNARMED
SECURITY TEAM WILL BE ALLOWED TO ENTER FUJAIRAH PORT.
IN SUCH CASES, VESSELS MAY PROCEED TO KHORFAKKAN PORT FOR BUNKERS AS
LONG AS THEY HAVE PROPER DOCUMENTATION.
8. VESSELS CALLING FROM HIGH SEAS
VESSELS CALLING FROM HIGH SEAS FOR PRIMARY REQUIREMENTS ARE PERMITTED
FOR ONE CALL ONLY SUBJECT TO HARBOUR MASTER’S APPROVAL DURING OFFICE
HOURS.
CHARGES AS PER NOTICE TO MARINER NO. 121 APPLIED FROM THE DAY OF VESSELS
ARRIVAL IRRESPECTIVE OF PREVIOUS PERIOD OF STAY AT FUJAIRAH OFFSHORE
ANCHORAGE AREA
9. LAST PORT CLEARANCE FOR VESSELS PASSING SUEZ CANAL
ANY VESSEL PASSING SUEZ CANAL BEFORE ARRIVING FUJAIRAH OFFSHORE
ANCHORAGE AREA MUST SUBMIT TO THE AGENT LAST PORT CLEARANCE ISSUED
FROM PORT SUEZ OR FROM PORT SAID.
10. ISSUANCE OF ANCHORAGE CLEARANCE
ANCHORAGE CLEARANCE IS NOT COMPULSORY TO VESSELS CALLING AT FUJAIRAH
OFF SHORE ANCHORAGE AND WILL NOT BE ISSUED TO VESSELS WITH SHORT STAY OF
LESS THAN 48 HOURS.
11. GENERAL RULES AND CONDITIONS
a) Any type of vessels intend to use Fujairah Offshore Anchorage must have a local agency.
b) Vessels for lay-up or scrap are not permitted at Fujairah Offshore Anchorage Area.
c) Rendezvousing between steaming vessels or between steaming vessels and service boats are
prohibited at Fujairah Offshore Anchorage Area.
d) Movements of vessels in double banking position (side by side) are strictly prohibited at
Fujairah Offshore Anchorage Area.
e) Any type of vessel approaching or using Fujairah Offshore Anchorage Area must all times
liable to maintain proper actions and apply rules of the “INTERNATIONAL
REGULATIONS FOR PREVENTING COLLISIONS AT SEA” for averting the risk of
collision.
f) Vessels must inform via VHF CH 16/10 Fujairah Port Control two hours prior the
arrival and to provide them with the following information:
Vessel Name, Vessel Type, Vessel Condition, Agents, Name, I.M.O. Number, Port of
Registry, Flag, N.R.T., D.W.T., L.O.A., Nature of Call, Last Port, Next Port, ETA &
Master’s Name.
If the given information is per Port requirements then Port Control will allow the vessel to
drop anchor in the designated area. It is the responsibility of the Ship's Master to select safe
anchoring position for his vessel.
g) After dropping anchor the vessel must report her anchored position and time to the Control
Tower.
h) The port requires the vessel to report the exact sailing/departure information to Control
Tower and must report to the agent as well. Failure to report will result in charges levied by
Fujairah Port Authorities as per Notice to Mariner no. 121.
FOR VESSELS CALLING AT FUJAIRAH UNDER OUR AGENCY, WE REQUIRE THE
VESSEL TO LEAVE THE ANCHORAGE AREA AFTER THE BUNKERING OPERATIONS.
IF NOT POSSIBLE WE ARE GIVING MAXIMUM OF 5 TO 6 HOURS TO STAY
OTHERWISE AGENCY MUST BE TRANSFERRED TO ANOTHER AGENT.
As per Notice to Mariners No. 173 – As you aware that ROPME Sea Area ( RSA ) is a special area as
per IMO Resolution 168/56. Ballast water exchange outside the RSA is entered into force as of 01
November 2009. Ballast Water Exchange in Fujairah Anchorage Area until 50 NM from the
shoreline is prohibited. Ships having onboard an IMO approved and certified Ballast Water Treatment
system are permitted to exchange ballast water in Fujairah Offshore Anchorage.

KHORFAKKAN PORT CALLING INSTRUCTIONS
1. GENERAL INFORMATION
All vessels bound to Sharjah Ports ( Khorfakkan/Kalba Inside/Offshore Anchorage) for
bunkering must have an agent and should forward via ship’s agent the following documents at
least 24 hours prior arrival to get entry permission.

2. NEW PORT PROCEDURE / REQUIRED DOCUMENTS AND CERTIFICATES
(Effective 16th July 2013)
2.1 All required documents should be submitted to port control by hand prior 72 or 48
or 24 hours of arrival.
2.2 Any ship/craft leaving Khorfakkan offshore, on return should have Port Clearance
from other Port.
2.3 In case the ship didn’t have last port state inspection, agent should arrange for
inspection in Khorfakkan Port to be conducted by Port Marine department.
2.4 Ships and crafts should keep AIS/GPS on during stay at Khorfakkan Port and outside
the Port Limits as per IMO guidelines.
3. ANCHORAGE AREAS
3.1 KHORFAKKAN PORT
There are three anchorage areas off the port contained between the following latitudes and
longitudes. Prior permission must be obtained from Port Control before using of dropping
anchor.

ANCHORAGE MARINE CHARGES
Sharjah Ports and Customs have introduced a new scheme of anchorage marine charges with
vessels anchoring at Khorfakkan / Kalba Anchorage. The cost is minimal and based on the vessel’s
GRT. This charge is to be borne by the owners/charterers.
a) Charges to be 3 fils per GRT ( USD 0.0082 per GRT) for the first three (3) days.
b) After 3 days, the charges to be 3 fils per GRT ( USD 0.0082 per GRT) per day for the
next seven (7) days.
c) After 10 days of arrival, charges to be increased to 5 fils per GRT (USD 0.0136 per
GRT) per day for the next 11 days.
Vessel should leave the anchorage areas after 21 days in compliance with UAE Federal Law.
When a vessel has an agent the charges will be paid by the agent and passed on to the owner.
In case the vessel calls for bunkers only AEGEAN will act as agent and the charges will appear on
the invoice.

Please note vessels with flags banned from entering the territorial waters of United Arab Emirates must have valid class
certificates issued by approved IACS members.

7. GENERAL RULES & REGULATIONS
a) Vessels arriving at Khorfakkan/Kalba Offshore Anchorage Area must call Khorfakkan
Port Control on VHF Channel 16/67 or on Telephone No. 00971 9 238 5027 one hour prior
arrival and provide the following information:
Vessel Name, I.M.O. Number, GRT, Flag, Agent for Bunker, Nature of Call, L.O.A,
SSO
name and rank, CSO name and contact details.
•
If the given information is per Port requirements then Port Control will allow the vessel to
drop anchor in the designated area. It is the responsibility of the Ship's Master to select
safe anchoring position for his vessel.
b) After dropping anchor the Master must report her anchored position and time to the Control Tower.
c) Upon completion of bunkering operation the Master must contact Port Control
providing the time of sailing, next port of destination and inform also the agent by fax
or email in order to stop counting anchorage marine charges.
FOR VESSELS CALLING AT KHORFAKKAN UNDER OUR AGENCY, WE REQUIRE THE VESSEL TO LEAVE THE
ANCHORAGE AREA IMMEDIATELY AFTER THE BUNKERING OPERATIONS. IF NOT POSSIBLE, WE ARE
GIVING MAXIMUM OF 5 TO 6 HOURS TO STAY OTHERWISE AGENCY MUST BE TRANSFERRED TO ANOTHER
AGENT.
