Criminals are emboldened when the deals they receive don’t result in real consequences. There is a right to a trial, not a deal. Change is needed. The Star reported: “ Marion County is one of the worst when it comes to collecting child support payments.” In both cases those of us who do pay have to pay even more. (70 word limit) Our current county prosecutor has failed us: Marion County is now # 1 in Ohio for burglaries and has been called “Ohio’s Burglary capital.” In contrast, I have a proven record of: Evicting drug traffickers from our neighborhoods, convicting traffickers/addicts - forcing them to treatment. We have worked hard to increase the felonies filed by 23%. We sent felons to prison at a rate 72% higher than the State average. We spearheaded the formation of County Land Bank to deal with blighted properties. Over 40 tax foreclosures filed to collect delinquent taxes and utilize the Land Bank. QUESTION 2: Recently, Marion has seen both a dramatic increase in felony drug filings and opiate overdose deaths. (70 word limit) Increased cases are due to aggressive enforcement and prosecution. Opiate abuse increased with the prescription of pain medications. These medications are very addictive/ expensive. People turn to heroin because it is cheaper. We’re attacking opiate abuse by offering treatment to addicts, that want treatment, and seeking stiffer sentences for drug dealers. We participate in the STAND Opiate Task Force and other resources to provide awareness, education and treatment. 2016 Voter Guide 3 MARION COUNTY CLERK OF COURTS One to be elected - Term: 4 years – Salary: $66,002 JULIE M. What accountability standards should be required of schools to receive state funds? (70 word limit) The state budget formulation needs to be re-worked to return back funding such as the corporate tax (CAT) that was re-routed away by our current Republican majority legislature negatively impacting school districts statewide. We need to reverse the free-fall of the abysmal 39% graduation rate of charter schools and develop consistent standards that all schools public and non-public follow supporting them with qualified teachers and staffing. QUESTION 2: In 2015 Ohio voters passed a fair districting amendment to require state legislative districts to be drawn more compact and non-partisan. What is your position on extending these rules to US Congressional districts? (70 word limit) Having over 70% of voters approving state redistricting it is evident the broad backing in furthering efforts to expand with our U.S. Congressional districts which I would also support – but again with a voter-lead initiative. The new plan at least increases the minority party’s representation in the process. Current district maps reflect how the gerrymandered the districts are adding to constituency confusion and effecting the representative’s capacity. QUESTION 1: When the Legislature sets the state budget how should state money be split between traditional public schools, charter schools, online schools, and nonpublic schools (including vouchers)? What accountability standards should be required of schools to receive state funds? (70 word limit) With the recent passage of HB 2, designed to define and strengthen accountability standards for charter and online schools, Ohio’s non traditional public schools are held to some of the highest accountability standards in the nation. The first set of evaluations under this new law are forthcoming. Since money from local levies and property taxes stay with the traditional school district, all public school students should be state- funded equally. QUESTION 2: In 2015 Ohio voters passed a fair districting amendment to require state legislative districts to be drawn more compact and non-partisan. What is your position on extending these rules to US Congressional districts? (70 word limit) 2015 Voter Guide 5 Let the new law regarding the drawing of state legislative districts be implemented before the State Legislature commits to drawing Congressional districts in the same manner. Compacting districts, by itself, does not lead to “fairer” or more politically-balanced districts. Finally, there should be accountability at election- time for those drawing the lines. The new law requires in-depth financial and academic reporting from schools and management organizations, stops charter school from switching to avoid getting shut down, and prohibits poorly rated sponsors from opening new schools among other provisions. Do you believe this legislation is sufficient? Why or why not? (350 word limit) I applaud the Ohio Assembly for passing this much needed legislation in HB 2. This is a step in the right direction for much needed transparency and accountability . But the funding issue still needs to be reformed. Local school districts have the unfair burden to subsidize the cost of students who transfer to charters because state funding is insufficient to cover the full expense. This robs children in the local public districts of much needed resources. We also need to speed up the process to close failing charter schools. Children lose valuable learning opportunities because this process is too slow. Students having more than one identification number if they attend a charter school presents the potential for fraud and abuse. Charters need to be held at the same public records laws as any other public entity. The investment in our children’s education must be truly focused on filling their minds, not the pockets of the profiteers. LINDA HAYCOCK ADDRESS: 3358 Yakam Road, Lima. The new law requires in-depth financial and academic reporting from schools and management organizations, stops charter school from switching to avoid getting shut down, and prohibits poorly rated sponsors from opening new schools among other provisions. Do you believe this legislation is sufficient? Why or why not? (350 word limit) Given the large amount of tax dollars the State of Ohio allocates to charter schools—1 billion dollars ($1,000,000,000) annually—charter school, sponsor, and operator accountability is imperative. Beyond the magnitude of funding, schools that use local tax dollars, traditional public or charter, should thus be accountable to local taxpayers. For instance, in the school district I have served for 8 years, $3.8 million in taxpayer dollars have been redirected to charter schools over the past 10 years—roughly the annual compensation for 5 teachers. About 80% of Shawnee’s funds come from local tax dollars approved by 6 2016 Voter Guide The Marion Star voters for Shawnee Schools, not charter schools. Nevertheless, accountability in the charter school sector has been insufficient and inconsistent, leaving use of tax dollars, student performance, student attendance, teacher licensure, administrative costs, enrollment, and qualifications of sponsors and operators unsupervised. In 2015, for instance, a study found that among 5,800 organizations that received taxpayer funds in Ohio over the past 14 years, the 400 charter schools audited accounted for a full 70% of misspent money. Perhaps most notably, David Hansen, ODE’s school choice director, resigned last year after it was revealed that he had excluded failing online charter schools from the evaluation of charter school management organizations. After this mismanagement in Ohio’s charter sector, reform understandably found a bipartisan audience among Ohioans dedicated to fiscal responsibility. As a small business owner trained in economics, I heartily supported and celebrated the passage of HB 2, the Ohio general assembly’s historic, almost unanimous effort to reform charter school oversight. Climate destabilization is the biggest threat our world faces today and it’s our duty and moral obligation to reduce the threat for future generations. That is why I support creating a national energy policy that focuses on 1) reducing carbon emissions 2) provides career training in renewable energy, and 3) shifts our current subsidies from dirty fuels to clean renewable energy industries. A recent study demonstrates that we could provide training in the solar industry for every coal miner currently employed in that industry so they have future-oriented jobs AND give each of them a 7% raise in income. Priority One: Just like many of the roads and bridges across this country, we need to begin to overhaul the outdated and inefficient energy infrastructure, not only the grid itself but in homes and the corporate community. While coal, oil and natural gas are the standard now, renewable energy will take their place in the future as technology improves and costs come down. The current system is unable to handle the needs of these new technologies. Priority Two: We need a long term plan for the addition and then transition to renewable energies and away from the country’s dependency on any foreign oil. We should have a goal of true emission free energy production. Priority Three: The federal government needs to be willing to invest more money in scientific research as well as a willingness to work with private industries in the development of these changes and technologies. There is no “silver bullet” solution to reaching energy independence, good jobs and a cleaner environment for our country. Instead, I believe in a comprehensive, “all of the above” American energy strategy. Since I’ve been in Congress, I’ve supported bills to expand safe domestic energy exploration. Furthermore, I disagree with efforts to limit domestic oil and natural gas exploration. I’ve also supported important incentives for developing energy technologies as well as energy efficiency. We cannot simply drill our way to energy security, and we cannot simply conserve our way to it either. We need to have a balanced approach.
