Prospective Travel Trends in 2017
No. of overseas visitors to Japan set to reach a new record of 27 million
Travel market for Japanese travelers projected to see slight increase in
domestic travel, with overseas travel remaining flat
While desire to travel remains, consumers are cautious on spending

JTB Corp. has published the results of a survey of projected trends in 2017 for travel by Japanese
involving at least one overnight stay (including business travel and visits to the family home) and for
overseas visitors to Japan. The results are based on predictions of various economic trends, a survey of
consumer motivation for travel expenditure, and tourism-related trends, as well as a questionnaire survey
implemented by JTB from November 2 to 14, 2016, targeting 1,200 respondents. This survey is the 37th
since the first in 1981. The projected trends in the travel market in 2017 are as follows.

have continued to climb and in terms of foreign exchange rates, although the yen is stronger th

depreciated once again (Figure 1, Table 1). Assuming that share prices continue to rise and the yen continues
to depreciate in response to U.S. interest rate hikes this will provide strong support for the results of
export-oriented
oriented enterprises. However, in view of the lack of clarity about the direction for the U.S. economy
after the inauguration of the new president in January and also taking into
in to account the potential impact of
general elections scheduled for this year in Europe in countries such as France and Germany, it is still
necessary to maintain a sense of caution concerning the situation overseas.
At the same time, looking at consumer sentiment,
sentiment, there are concerns about the impact of commodity price
increases due to the depreciating yen and higher oil prices, which, coupled with the increasing burden of
medical and nursing care expenses in an aging society and unease about future pension benefits, make it
unlikely that an upswing in corporate profitability will have an immediate positive impact on consumer
behavior. Looking at responses to the item titled “Statements

questionnaire implemented at the beginning of November 2016, the answer that was most popular,
accounting for 29.1% of all responses was, “II am economizing in both general living expenses and

3. The calendar for Golden Week falls well this year and there will be one
more three-day weekend than in 2016. Attention is also focused on
“Premium Friday,” which is scheduled to be introduced from February.
In terms of how the dates fall for long weekends in 2017, excluding Golden Week and the year-end/New
Year period, there will be seven long weekends, one more than in 2016. Golden Week this year could
become a nine-day holiday period if people take off May 1 (Mon) and 2 (Tue), and “Mountain Day,” a
national holiday on August 11 that was newly instituted last year falls on a Friday this year, creating a
three-day weekend. Although many people are usually off work at this time, it is anticipated that more
people will combine the three-day weekend with their summer leave to take a longer holiday. On the other
hand there will be only one three-day weekend in September, around “Respect for the Aged” day on
September 18, and as Autumnal Equinox Day (September 23) falls on a Saturday this year, it is likely that
there will be little momentum to take an extended break in September. “Premium Friday,”* a measure being
introduced from February by the government and Keidanren as a means of promoting consumption is also
likely to attract attention.

month and spend more time shopping or engaging in travel.

Overseas Travel
Number of overseas travelers expected to remain the same as 2016 at 17.0 million, with
average expenditure rising 3.8% year-on-year to 247,200 yen and total expenditure
projected to rise 3.7% to 4,200 billion yen
The yen strengthened during 2016, which led to a recovery in the number of Japanese traveling overseas.
However, the yen has weakened once again recently and it is projected that the number of overseas travelers
in 2017 will remain roughly the same as 2016, at 17.0 million. Fuel surcharges, which remained at zero for
much of 2016, are scheduled to be reinstated from February due to a decrease in oil production, and as the
yet looks set to remain weaker than in 2016, this combination of factors is expected to increase the unit cost
of travel, leading to projections for a 3.7% increase in total expenditure on overseas travel to 4,200 billion
yen.
Return of fuel surcharges
Both ANA and JAL have announced that fuel surcharges will be reinstated from February 2017 after a
hiatus of 10 months. Although the impact this policy will have on flights departing from February onwards
remains unclear, the move to reinstate fuel charges may have a psychological impact on travelers, who may
seek to reduce travel to long-haul destinations.
LCCs helping to promote economization on travel expenses for overseas travel, with various new
routes also opening
LCC routes continue to increase, with a focus on international routes from Asia, and have become a firmly
established economical means of transportation. More new routes are scheduled to begin in 2017. On
January 23 Jetstar Japan will launch a Tokyo (Narita) to Shanghai (Pudong) route, and on February 19,
Peach Aviation is planning to launch an Okinawa (Naha) to Bangkok route.
From February 15 ANA is also planning to launch a direct route linking Narita with Mexico City.
Overseas Visitors to Japan
Overseas visitor numbers to Japan are projected to increase 12.0% year-on-year to reach
27.0 million
If the yen remains weak during 2017 this will make Japan more attractive as a destination for overseas
visitors, but changes in the economic situation in China and Asia could also impact travel trends. Against
such a backdrop, although the rate of growth in overseas visitors to Japan may not reach the levels achieved
in 2016, it is still projected that visitor numbers will increase 12.0% year-on-year to reach 27.0 million. Until
October 2016 there were a total of 1,801 cruise ship visits to Japan in 2016, representing a 1.38-fold increase
year-on-year. Cruise ships have a major economic impact on the ports that they visit and the government is
working to develop further means of accepting cruise ships. It is therefore projected that the number of
cruise ship calls, predominantly by cruises originating in China, will continue to increase in 2017.

Chinese visitors, who account for a large proportion of visitors to Japan, are changing their travel
plans as their experience of overseas travel grows
Chinese visitors account for 28% of all overseas visitors to Japan, and although the rate of growth in
Chinese visitors has diminished somewhat, Japan remains firmly entrenched as a popular destination for
Chinese tourists, maintaining a double digit growth rate. However, from April this year the Chinese
government raised customs tariffs on goods bought by tourists overseas and this move had a major negative
impact on the amount spent by Chinese visitors to Japan. Chinese consumers are increasingly moving to
purchase overseas goods online, using cross-border e-commerce.
JTB Tourism Research & Consulting, Co. implemented a survey in China in October, targeting people
from coastal and inland regions of the country. In response to the survey item “Things I Want to do in Japan”
it was found respondents answers varied depending on whether they had previous experience of visiting and
also depending on where they lived in China (Figure 5). Chinese people who are contemplating a visit to
Japan are now seeking to get to know the country better, rather than coming simply for the purpose of
shopping. There is a high probability that if Chinese consumers simply want to purchase popular everyday
Japanese goods and commodities, they will start doing this online rather than visiting. If Chinese visitors can
be persuaded to change their thinking from a focus on shopping to an appreciation of the value of visiting the
country, then numbers are likely to continue to increase. This could be achieved by providing makeovers at
cosmetics counters at Japanese department stores to highlight the value of purchasing Japanese cosmetics, or
visiting production sites for Japanese agricultural and craft products to see the actual location and gain an
appreciation for the production process.
These aspects can be broadly applied to all overseas visitors to Japan, among which there are increasing
numbers of repeat visitors. Such initiatives could also help Japanese people to rediscover the appeal of
domestic travel.

Domestic Travel
Number of domestic travelers estimated to increase 1.8% year-on-year to 296.8 million
Average expenditure projected to decrease 1.2% to 34,810 JPY
In terms of the number of Japanese people engaging in domestic travel, according to the Statistical
Survey of Overnight Travel conducted by the Japan Tourism Agency, the total number of overnight stays by
Japanese guests for the January to October period of 2016 stood at 96.6% of the total for the previous year.
At the same time, however, the number of air and rail passengers was on an upward trajectory. Given this
situation, it is estimated that the number of domestic travelers will increase 1.8% year-on-year to 296.8
million and that average expenditure will decrease 1.2% year-on-year to 34,810 JPY.
Overseas Travel
Number of overseas travelers estimated to increase 4.8% year-on-year to 17.0 million
Average expenditure projected to decrease 4.6% to 238,200 JPY
2016 was a year in which many factors helped to boost overseas travel, including the increase in the
strength of the yen from 2015, the elimination of fuel surcharges from April and the increase in LCC routes.
In light of this situation, it is estimated that the number of overseas travelers in 2016 will increase to
approximately 17.0 million. On the other hand, average expenditure is projected to decrease 4.6%
year-on-year to 238,200 JPY.
Overseas Visitors to Japan
Number of overseas visitors to Japan projected to increase 22.1% year-on-year to 24.1 million
Already by October the cumulative total of overseas visitors to Japan in 2016 had exceeded 20 million.
Due to the effects of a slackening in economic growth in China and Asia and the stronger yen in 2016, the
growth rate for overseas visitors failed to match that of the previous year. However, the situation relating to
overseas visitors to Japan remains in constant flux, with repeat visitors helping to boost visitor numbers to

200 locations throughout Japan; stratified comparative distribution
Survey period:
November 2 – 14, 2016
Respondents:
Males and females between the ages of 15 and 79
Sample size:
1,200 individuals (six at each of the 200 locations)
Method:
Individual surveys conducted by specialist staff using a questionnaire
(100% response) on personal visits.
