The results are based on predictions of various economic trends, a survey of consumer motivation for travel expenditure, and tourism-related trends, as well as a questionnaire survey implemented by JTB from November 2 to 14, 2016, targeting 1,200 respondents. This survey is the 37th since the first in 1981. Although the economy is recovering gradually the outlook remains unclear Looking at recent economic trends, according to the Bank of Japan’s Japan s Tankan (Short (Short-term term Economic Survey of Enterprises in Japan) for December, the diffusion index (DI), which expresses corporate business sentiment stood at +10 among large manufactur manufacturing ing enterprises, an improvement from the +6 in the September survey and the first improvement in six quarters. Since the U.S. presidential election share prices have continued to climb and in terms of foreign exchange rates, although the yen is stronger th than an it was a year ago, after rising at one point in September to reach 101 yen to the dollar, it has subsequently depreciated once again (Figure 1, Table 1). Assuming that share prices continue to rise and the yen continues to depreciate in response to U.S. interest rate hikes this will provide strong support for the results of export-oriented oriented enterprises. However, in view of the lack of clarity about the direction for the U.S. economy after the inauguration of the new president in January and also taking into in to account the potential impact of general elections scheduled for this year in Europe in countries such as France and Germany, it is still necessary to maintain a sense of caution concerning the situation overseas. At the same time, looking at consumer sentiment, sentiment, there are concerns about the impact of commodity price increases due to the depreciating yen and higher oil prices, which, coupled with the increasing burden of medical and nursing care expenses in an aging society and unease about future pension benefits, make it unlikely that an upswing in corporate profitability will have an immediate positive impact on consumer behavior. Looking at responses to the item titled “Statements Statements That Best Suit Your Lifestyle Lifestyle” in the JTB questionnaire implemented at the beginning of November 2016, the answer that was most popular, accounting for 29.1% of all responses was, “II am economizing in both general living expenses and hobby-related related expenses expenses.” This response was offset by the second-most second most frequent answer of “I “ am not economizing in any particular way,” ,” which accounted for 15.7% of all responses (Figure 2). Desire for travel remains firm, but with a tendency to economize on travel expenditure The results of the above above-mentioned mentioned questionnaire implemented by JTB on travel plans for 2017 showed an increase in the number of people responding that “II would like to spend more” more and a decrease in those responding “II would like to spend less” less (Table 2). With regard to the number of domestic and overseas trips in the coming year, the largest answer by far was “stay stay the same,” same, but for domestic trips there was a 0.8 point drop year year-on-year year in respondents indicating that the number of trips would increase (13 (13.5%), .5%), and a 0.4 point increase in respondents indicating that the number of overseas trips would increase (5.7%)(Table 3). In overall terms it is thought that although travelers are seeking to economize the motivation for travel remains firm. The calendar for Golden Week falls well this year and there will be one more three-day weekend than in 2016. Attention is also focused on “Premium Friday,” which is scheduled to be introduced from February. In terms of how the dates fall for long weekends in 2017, excluding Golden Week and the year-end/New Year period, there will be seven long weekends, one more than in 2016. Golden Week this year could become a nine-day holiday period if people take off May 1 (Mon) and 2 (Tue), and “Mountain Day,” a national holiday on August 11 that was newly instituted last year falls on a Friday this year, creating a three-day weekend. Although many people are usually off work at this time, it is anticipated that more people will combine the three-day weekend with their summer leave to take a longer holiday. On the other hand there will be only one three-day weekend in September, around “Respect for the Aged” day on September 18, and as Autumnal Equinox Day (September 23) falls on a Saturday this year, it is likely that there will be little momentum to take an extended break in September. “Premium Friday,”* a measure being introduced from February by the government and Keidanren as a means of promoting consumption is also likely to attract attention. * An initiative that aims to encourage workers to leave government offices and companies at 3 p.m. on the last Friday of the month and spend more time shopping or engaging in travel. Other popular answers -4- were “Du Due to increasing coverage of global and Japanese destinations I want to travel more than I did before before” (18.8%), ““I have ve decided on a domestic destination for a trip trip” (18.2%), and “Although Although I am concerned about the overseas situation, I will choose a destination carefully and travel overseas” overseas (12.8%). These responses indicated that many people are selecting their preferre preferred d destination with a specific purpose in mind and are seeking to enjoy unique experiences at the destination (Figure 3). A LEGO LEGO® Hotel is also planned. A large large-scale scale commercial facility, known as “Maker Maker’s Pier,” will also open next to LEGOLAND LEGOLAND® at the same time, which will offer retail and dining facilities as well as participatory creative experiences. The port district of Nagoya is already popular, being home to the SCMAGLEV and Railway Park and other facilities, and it is expected that it will continue to develop as a new tourist destination dest ination for domestic travelers from outside Aichi Prefecture and also foreign visitors from Asia who arrive via Chubu Centrair International Airport. -5- Rail travel set to remain in focus with two new sleeper train routes opening A new style of “cruise cruise train” will appear in both eastern and western Japan in 2017. In May JR East will launch “Train Train Suite Shiki Shiki-Shima” and in June JR West will start operations of “Twilight Twilight Express Mizukaze. Mizukaze.” JR East plans to offer “Shiki-Shima Shima” itineraries throughout the yea year, r, enabling passengers to enjoy the best of each season in Japan, including a year-end/New year end/New-Year Year tour that will include Yokosuka and Kashima Shrine (planned for year year-end end 2017). With the “Mizukaze Mizukaze” JR West plans to offer passengers an opportunity to alight att one sstation tation along the route each day to enjoy the history and culture along the line line, and also to provide special experiences, including exclusive tours of facilities that are not usually open to the public and viewing of hidden local treasures. These tourist urist-oriented oriented cruise trains, which started with JR K Kyushu’s “Seven Seven S Stars ars in Kyushu” Kyushu continue to be popular, and now that passengers can enjoy a day trip or theme-based based trip on a luxury train, these kinds of railway journeys look set to attract further attention this year, with the train itself becoming a destination. New hotel openings and spotlight on new forms of accommodation, including historic homes and glamping Following on from 2016 2016’ss glut of luxury hotel openings, including HOSHINOYA Tokyo in Marunouchi, close to Tokyo Station, and The Prince Gallery Kioicho, 2017 will also see more more new hotels opening for business in urban areas and resort destinations (see Calendar of Events in 2017). In addition, new forms of accommodation are continuing to appear, including stays in historic homes that offer a warm countryside welcome that cann cannot ot be experienced in a city, as well as unique accommodation experiences in ice hotels and tree houses, for example. Another example of this diversifying trend is “glamping glamping” a portmanteau word created by combining “glamorous”” with “camping. camping.” Glamping refers refers to a camping experience provided by hotels and other accommodation facilities. Guests do not have to worry about erecting their own tent and instead can enjoy the services of a luxury hotel while also experiencing the excitement of camping. This new form of accommodation is attracting attention as a novel way to enjoy outdoor life even for those who are unaccustomed to camping. Five years on from “Year “ Zero” ” for LCCs and passenger numbers continue to rise, ensuring LCC LCC’s presence as a new means of transportation Five years have now passed since 2012, which was said to be “Year Year Zero” Zero for low low-cost cost carriers (LCC) in Japan and passenger numbers continue to rise (Figure 4). This demonstrates how LCCs have become firmly established as a new means of tran transportation sportation for domestic travel. Figure 4: Trends in Passenger Numbers on Domestic Routes and LCC Market Share -6- Overseas Travel Number of overseas travelers expected to remain the same as 2016 at 17.0 million, with average expenditure rising 3.8% year-on-year to 247,200 yen and total expenditure projected to rise 3.7% to 4,200 billion yen The yen strengthened during 2016, which led to a recovery in the number of Japanese traveling overseas. However, the yen has weakened once again recently and it is projected that the number of overseas travelers in 2017 will remain roughly the same as 2016, at 17.0 million. Fuel surcharges, which remained at zero for much of 2016, are scheduled to be reinstated from February due to a decrease in oil production, and as the yet looks set to remain weaker than in 2016, this combination of factors is expected to increase the unit cost of travel, leading to projections for a 3.7% increase in total expenditure on overseas travel to 4,200 billion yen. Return of fuel surcharges Both ANA and JAL have announced that fuel surcharges will be reinstated from February 2017 after a hiatus of 10 months. Although the impact this policy will have on flights departing from February onwards remains unclear, the move to reinstate fuel charges may have a psychological impact on travelers, who may seek to reduce travel to long-haul destinations. LCCs helping to promote economization on travel expenses for overseas travel, with various new routes also opening LCC routes continue to increase, with a focus on international routes from Asia, and have become a firmly established economical means of transportation. More new routes are scheduled to begin in 2017. On January 23 Jetstar Japan will launch a Tokyo (Narita) to Shanghai (Pudong) route, and on February 19, Peach Aviation is planning to launch an Okinawa (Naha) to Bangkok route. From February 15 ANA is also planning to launch a direct route linking Narita with Mexico City. Overseas Visitors to Japan Overseas visitor numbers to Japan are projected to increase 12.0% year-on-year to reach 27.0 million If the yen remains weak during 2017 this will make Japan more attractive as a destination for overseas visitors, but changes in the economic situation in China and Asia could also impact travel trends. Against such a backdrop, although the rate of growth in overseas visitors to Japan may not reach the levels achieved in 2016, it is still projected that visitor numbers will increase 12.0% year-on-year to reach 27.0 million. Until October 2016 there were a total of 1,801 cruise ship visits to Japan in 2016, representing a 1.38-fold increase year-on-year. Cruise ships have a major economic impact on the ports that they visit and the government is working to develop further means of accepting cruise ships. Chinese visitors, who account for a large proportion of visitors to Japan, are changing their travel plans as their experience of overseas travel grows Chinese visitors account for 28% of all overseas visitors to Japan, and although the rate of growth in Chinese visitors has diminished somewhat, Japan remains firmly entrenched as a popular destination for Chinese tourists, maintaining a double digit growth rate. However, from April this year the Chinese government raised customs tariffs on goods bought by tourists overseas and this move had a major negative impact on the amount spent by Chinese visitors to Japan. Chinese consumers are increasingly moving to purchase overseas goods online, using cross-border e-commerce. JTB Tourism Research & Consulting, Co. implemented a survey in China in October, targeting people from coastal and inland regions of the country. In response to the survey item “Things I Want to do in Japan” it was found respondents answers varied depending on whether they had previous experience of visiting and also depending on where they lived in China (Figure 5). Chinese people who are contemplating a visit to Japan are now seeking to get to know the country better, rather than coming simply for the purpose of shopping. There is a high probability that if Chinese consumers simply want to purchase popular everyday Japanese goods and commodities, they will start doing this online rather than visiting. If Chinese visitors can be persuaded to change their thinking from a focus on shopping to an appreciation of the value of visiting the country, then numbers are likely to continue to increase. This could be achieved by providing makeovers at cosmetics counters at Japanese department stores to highlight the value of purchasing Japanese cosmetics, or visiting production sites for Japanese agricultural and craft products to see the actual location and gain an appreciation for the production process. These aspects can be broadly applied to all overseas visitors to Japan, among which there are increasing numbers of repeat visitors. At the same time, however, the number of air and rail passengers was on an upward trajectory. Given this situation, it is estimated that the number of domestic travelers will increase 1.8% year-on-year to 296.8 million and that average expenditure will decrease 1.2% year-on-year to 34,810 JPY. Overseas Travel Number of overseas travelers estimated to increase 4.8% year-on-year to 17.0 million Average expenditure projected to decrease 4.6% to 238,200 JPY 2016 was a year in which many factors helped to boost overseas travel, including the increase in the strength of the yen from 2015, the elimination of fuel surcharges from April and the increase in LCC routes. In light of this situation, it is estimated that the number of overseas travelers in 2016 will increase to approximately 17.0 million. On the other hand, average expenditure is projected to decrease 4.6% year-on-year to 238,200 JPY. Overseas Visitors to Japan Number of overseas visitors to Japan projected to increase 22.1% year-on-year to 24.1 million Already by October the cumulative total of overseas visitors to Japan in 2016 had exceeded 20 million. Due to the effects of a slackening in economic growth in China and Asia and the stronger yen in 2016, the growth rate for overseas visitors failed to match that of the previous year. However, the situation relating to overseas visitors to Japan remains in constant flux, with repeat visitors helping to boost visitor numbers to regional areas, and a desire among Chinese visitors, prompted by advances in e-commerce, to come to Japan for purposes other than shopping. It is estimated that the number of overseas visitors to Japan in 2016 will increase 22.1% year-on-year to 24.1 million. Survey Methodology Survey locations: 200 locations throughout Japan; stratified comparative distribution Survey period: November 2 – 14, 2016 Respondents: Males and females between the ages of 15 and 79 Sample size: 1,200 individuals (six at each of the 200 locations) Method: Individual surveys conducted by specialist staff using a questionnaire (100% response) on personal visits.
