EXECUTIVE SUMMARY
On January 22, 2015, the Board approved the inclusion of Our Lady of Sorrows
in a School Accommodation Review with Holy Angels, St. Leo, St. Louis, and
St. Mark in order to help balance enrolment in the area. This will also eliminate
the need for a separate boundary review process involving these same schools. A
comprehensive boundary review will therefore run in parallel with the School
Accommodation Review process.
The Our Lady of Sorrows School Community has requested that additional
schools be considered as part of the boundary review. These additional schools
are: All Saints, Father Serra, Our Lady of Peace, St. Gregory, and St. James.
Over the long-term, the School Accommodation Review and boundary review,
along with capital construction, will help to alleviate enrolment pressures in
central Etobicoke, including oversubscription at Our Lady of Sorrows.
This report recommends that the following schools not be added to the School
Accommodation Review cluster in central Etobicoke approved by the Board of
Trustees on January 22, 2015:

PURPOSE
In response to a request from a delegation at the November 22, 2014 Board
meeting, the Board of Trustees approved the following:
“A report to come back to the January 2015 Corporate Affairs on additional
schools to the boundary review in addition to the schools already added.”

BACKGROUND
1.
On January 23, 2014, the Board of Trustees approved the report: Attendance
Boundary Review: All Saints, Father Serra, and St. Eugene. Fixed
attendance boundaries for all three schools were approved for
implementation in 2014-2015 school year.
2.
Arising from a Trustee matter regarding new elementary and secondary
school sites in Etobicoke at the meeting of Corporate Affairs, Strategic

Planning and Property Committee on June 5, 2014, the following was
approved:
“Staff (1) undertake an immediate search for suitable properties to
address the present and future admission challenges in Central
Etobicoke. These sites should be geographically located to balance
the distance between schools and not leave dead zone areas, and (2)
undertake a boundary review, to be commenced immediately, to
balance enrolment in all schools in Central Etobicoke.”
3.
On August 21, 2014, the Board approved the report: Attendance Boundary
Review Priority Ranking 2014. The following recommendation was
approved:
a) “The initiation of the top three attendance boundary reviews be
approved:
i. St. Paschal Baylon, St. Antoine Daniel, St. Cyril
ii. Our Lady of Sorrows, St. Mark, Holy Angels, St. Louis
iii. St. Martin de Porres, St. Malachy, St. Brendan
b) That trustees be consulted on the groupings in their areas.”

On January 22, 2015, the Board approved the report: School Accommodation
Review Priority Ranking, and it recommends the following:
“That the following School Accommodation Reviews be conducted in
accordance with School Accommodation Review Policy (S.09):

b) Trustee Davis: St. Bruno, St. Raymond
c) Trustee Andrachuk: Holy Angels, Our Lady of Sorrows, St.

According to Regulation 17 of the TCDSB Elementary School Attendance
Boundary Policy (S.A.03), boundaries must take the following into account:
“a) Boundaries must be designed to follow logical and easily identifiable
routes and/or physical landforms where possible, such as major
roads, rail-lines, watercourses, parklands, ravines, and established
political boundaries.
b)
Boundaries must be constructed in such a fashion that schools
affected by the imposition of a nearby boundary benefit to the fullest
extent possible, both in terms of maximizing student enrolment and
utilization of available classroom space.
c) Program offerings (e.g. French Immersion, Gifted, etc.) must be taken
into consideration when developing boundaries, and as such, there
could be more than one boundary associated with any given school(s)
under review.”
7.
Criteria used by staff to identify schools to be included in a boundary review
include the identification of areas of enrolment pressure or capacity
deficiency that can be alleviated through implementation of a fixed
attendance boundary.

Options that may be considered in this School Accommodation Review
include the following:
a) Students from St. Louis may be consolidated at St. Leo in an
expanded and/or replacement building, subject to funding being

provided by the Ministry of Education. Some students may be
redistributed to St. Mark based on home address.
b) All schools remain open, plus new program considerations at St. Leo
and St. Louis.
c) There is also the potential to submit a capital funding request to the
Ministry of Education for an expanded and/or fully rebuilt Holy
Angels to accommodate additional students and relieve pressure in the
area. This site has been recently expanded by purchasing the adjacent
industrial property, with funding from EDCs to address the growth of
student enrolment from residential development within this
community.

The inclusion of Our Lady of Sorrows in a boundary review is required to
help alleviate enrolment pressures. Boundaries are intended to have a “rightsizing” effect on schools over time by helping to balance enrolment and
make more efficient use of available space. Enrolment pressures at Our
Lady of Sorrows has been exacerbated by the introduction of the Full Day
Kindergarten program (FDK) and the resulting need for additional teaching
spaces. According to the Building Code, the maximum number of students
is 792 for the current number of washroom fixtures at the school.
11.
Currently, Our Lady of Sorrows has 5 FDK classes. Reducing FDK classes
to 4, as planned, will help to gradually lower enrolment to approximately
600 and reduce the number of portables on site.
12.
Capital additions and retrofits to accommodate FDK, as well as the change
in classroom loading from 20 to 26 pupil places for FDK classes, have
increased the capacity of all schools in Etobicoke. There has been an overall
increase of 504 pupil places for the 2014-2015 school year. With the
opening of The Holy Trinity, the completion of additions at Our Lady of
Peace, St. Clement, and St. Eugene, and the reduction of capacity from the
sale of Christ the King in the next few years, the overall capacity increase
will be 1272 pupil places.
13.
There are a large number of active and projected development applications
in the Etobicoke area that will generate additional new students, and further
the need for School Accommodation Reviews. In Review areas CE01 and
CE02, covering central and south Etobicoke, the following additional

The TCDSB is eligible for Education Development Charges (EDC)
generated funding to purchase 6.9 acres of land in CE01 (south Etobicoke)
and 5.75 acres of land in CE02 (central Etobicoke) for growth related
purposes.
15.
The purchase of additional and/or expanded school sites would facilitate the
construction of additions or new schools, thereby increasing student capacity
in the area to accommodate students. In the long-term, additional capacity
acquired through the construction of new schools and additions to existing
TCDSB facilities (totalling approximately 1,166 pupil places) would help
meet the accommodation needs of central Etobicoke as shown below:

The Toronto District School Board recently released a list of schools that
may be part of upcoming School Accommodation Reviews. TCDSB staff
are currently reviewing potential purchasing opportunities that may exist
after the completion of those reviews. This also has the potential to increase
student capacity to accommodate the needs of present and future students.
17.
The following is an assessment of the additional schools that the Our Lady
of Sorrows community has requested be added to the boundary review:
a) All Saints/Father Serra: These school communities were part of an
attendance boundary review completed in January of 2014. This
review was triggered by a need to reduce oversubscription at All
Saints and reduce the number of portables. The approved boundary
changes and the construction of a large addition at St. Eugene will
help to balance enrolment in the area.

b) St. Gregory: The August 2014 report: Elementary School Attendance
Boundary Review Priority Ranking 2014 identified St. Gregory as a
school with enrolment pressures, and it will be included in the next
round of boundary review with the adjacent schools Nativity of Our
Lord, Mother Cabrini, and St. Marcellus.

c) St. James: This school community is located east of the Humber
River, which forms the natural boundary between the two school
communities, St. James and Our Lady of Sorrows.
d) Our Lady of Peace: This school has a large, successful French
Immersion program which is contributing to significant enrolment
pressures. There are currently 628 students and a facility utilization
rate of approximately 120%. Implementation of French Immersion
program attendance boundaries is currently being considered and
assessed by staff, and will be the subject of a separate study.

A Boundary Review Committee (BRC) consisting of the five schools
approved on January 22, 2015 (Our Lady of Sorrows, Holy Angels, St. Leo,
St. Louis, St. Mark), plus the five additional recommended schools (All
Saints, Father Serra, Our Lady of Peace, St. Gregory, St. James), would
require a minimum of 64 members:









Although the minimum number of meetings required under the Board’s
Boundary Review policy is two, a BRC of this size, representing a variety of
differing school communities, would require many more meetings to
adequately review data, explore options, and form consensus
recommendations. This process could take many additional months and
delay actions currently required to accommodate students at Our Lady of
Sorrows in a timely fashion.
19.
The School Accommodation Review process will take several months to
complete, and any resulting actions could require additional time to reduce
enrolment at Our Lady of Sorrows. The construction of new schools and
additions will take several years to complete. During the short-term, it may
be necessary to redirect some new students to neighbouring schools. As
there are accommodation pressures in the wider area, staff are investigating
the feasibility of additional portables to be placed at larger school sites as
follows:

20.
The area of central Etobicoke has been approved for a boundary review and
a School Accommodation Review. These approved reviews, in addition to
proposed capital construction, will help to “right-size” all the schools in the
area, including Our Lady of Sorrows in the shortest time possible. For this
reason, staff do not recommend the addition of All Saints, Father Serra, Our
Lady of Peace, St. Gregory, and St. James to the approved School
Accommodation Review cluster.
