MINUTES OF THE ORDINARY PARISH COUNCIL MEETING HELD ON TUESDAY 8th NOVEMBER 2011 IN THE VILLAGE HALL, TWYFORD ROAD, BARROW UPON TRENT AT 7.00PM. Present: Councillor Mrs Anne Heathcote – Chairman Councillor Keith Slater – Vice Chairman Councillor Mrs C Blackmore Councillor Ken Atkin Councillor Clare Vintner District Councillor Peter Watson County Councillor John Harrison Mrs Alison Hicklin – Clerk 9 Members of the Public Public Participation: a) Members of the Public: One parishioner spoke on behalf of those present and asked for an update on the Chellaston Academy Bus Service as it has been proposed that this service will be stopped in April 2012. County Councillor John Harrison replied to this question by telling the meeting that a “Safe Walk route assessment will be taking place. He has drawn up a map of the route the children would walk and he believes it wholly un-safe, not only do the children have to cross very busy roads at least 8 times there are no footpaths in places. The County Council has now agreed to review the situation and a “Safe Walk” will take place in the near future. This safe walk will be done by a number of people from the County Council and Parish Councillors and parents will be invited. It will take place at the same time as the children would be expected to walk along the road. It will be well publicised to give anybody a chance to join in the walk. Councillor Harrison told the meeting the Village Voice Newspaper have covered this story extensively on their front page this month. Councillor Harrison offered his continued support for this issue. The Chairman Anne Heathcote thanked Cllr Harrison on behalf of the Parish Council and concerned parents, for giving this matter so much of his time. District Councillor Peter Watson offered to help in any way he could including joining the “Safe Walk” if required. b) Police Liaison Officer, County Councillor and District Councillor There were no representatives from the police present. Reported Crimes A 4.15am on Sunday 6 November a burglary took place on Twyford Rd, Barrow-on-Trent. CR/57605/11. Offender gained access to the garage and stole a PlayStation, WII, T.V. They then tried to force entry through a rear door but unsuccessful, damage was caused. Reported Incidents None Councillor Harrison then went on to inform the meeting that a burglary had taken place on Twyford Road where the offender had gained access to the garage and stole a PlayStation, WII, TV. b) Donington Park Race Track have been given permission to increase their race days from 40 to 60, this will be on a two year trial basis. 84 District Councillor Peter Watson reported that in the coming few months the District Council have got to buy all their remaining council houses from the government. This will cost in the region of £60million and they will be borrowing the money in order to do this. They will also be reviewing the rent on all council houses to bring them into line with other social housing. 2) The District Council are still working with Severn Trent water on the flood maps that are used, Severn Trent’s maps seem to be very out of date. 3) Cllr Watson asked if the Clerk will in future, send him minutes of the previous meetings once they have been approved. This will be done. No amendments were requested and the minutes were approved by the Council and signed by the Chairman as a true record. 301/2011 Items on Part 1 of the Agenda to be taken with the public excluded. None 302/2011 The Chairman’s Report The Chairman reported that:a) Lots of comments had been received regarding the possible cessation of the Chellaston Academy School Bus Service. b) A letter had been received in relation to planning application ref 9/2011/0301 c) A letter had been received about the stones at the Village entrances. These stones have now been removed d) A letter had been received from a Parishioner complaining about the amount of dog fouling on Green Lane. It was resolved to put a message in the Parish News and the Clerk will contact Mr Cunningham Gardiner from the clean team and ask him if he can patrol the area. 85 e) The Chairman and the Clerk will be spending Thursday morning opening all the envelopes that have been received from the land registry in relation the Parish Assets. Once the documents have been checked they will be taken to the Solicitor for safe keeping. 303/2011 The Clerk’s Report The report had been circulated to the Councillors and noted. A few points required discussion:The Clerk had been in contact with Formarke School regarding the Christmas tree that the Council usually receives from them. Formarke have decided that they will be keeping it themselves this year. It was resolved that the Clerk would look into the purchase or hire of a tree for this year. 304/2011 Reports from representatives on outside bodies Cllr. Ken Atkin attended the South Derbyshire Area Forum Meeting on Thursday 27th October 2011 and reported that: - the meeting was well attended; Sergeant Steve Todd from the police informed the meeting that Crime was down in the area by 1.8%. The meeting discussed the Chellaston School Bus service and the proposals being put forward. Aston on Trent Parish Council reported to the meeting that they were in the process of purchasing portable speed signs for their Parish. The Police announced that there is now a new number to call when reporting crimes - this is 101. Canal Bridge 16 was discussed, to date no repairs have taken place and the meeting was told that there were no plans for repairing the bridge in the current financial year. It was agreed to print the new contact information for the Police and the Clerk will action this. 311/2011 Risk Assessment Inspections. Cllr Atkin had completed the inspections for October and reported that mostly things were in order apart from the fencing at Greenacres which was becoming slack in a couple of places; this will be watched for further deterioration. Also there has been an increase in the amount of rubbish being dumped down Green Lane. At the Cemetery the broken headstone remains un-safe so the Clerk will write again to the family. 312/2011 Queens Diamond Jubilee It was resolved that the Clerk would order 220 commemorative Medals to be given to the children during next years’ celebrations. 313/2011 Greenacres The Clerk reported that the contractor had fixed the breach in the fencing and was due to start work on the final phase of the pruning this week, with all pruning’s being put over the fencing as a deterrent against further breaches. 314/2011 Deepdale Lane & Canal Bridge 16 It has been brought to the Parish council’s attention that Canal Bridge 16 still remains un-repaired and the metal fencing put up as a safety barrier has become very dangerous. The fencing has been bent and contorted and now sticks out into the road. It was resolved that the Clerk will contact British Waterways and inform them of the dangerous state of the fencing. It will also be mentioned to the local Police. The Clerk will also inform British Waterways that the Gypsies have moved in to the car park at Deepdale Bridge 17. 315/2011 New Year Lunch 2012 The Clerk has had 31 people book in to date. Maximum no is 48. It was resolved that Cllr Anne Heathcote and the Clerk will get the drinks for the event, this will be Red & White Wine, Sherry and also some soft drinks. 316/2011 Community Response Plan This was reviewed and updated; the clerk will send copies of the updated version to the relevant bodies on completion 317/2011 First Responders A letter had been received from a parishioner asking if the Parish Council would consider buying a defibrillator machine to be located somewhere in the village at a cost of approx. £800. This is part of the First Responders scheme and would require volunteers in the Parish to be trained to use the machine. It was resolved to put a small article in the Parish News and see anybody in the Parish was willing to volunteer to be trained and become a first responder. Planning applications will be available for consideration from 6.45pm The Chairman closed the formal part of the meeting and opened the floor for a period of not more than five minutes per person to enable members of the public and Members of the Council to comment on any matter that has been discussed by the Council in the Non Exempt Section of the meeting today. A member of the public suggested we plant a Christmas tree in the Brookfield Club Grounds for future years. A concerned parishioner suggested the Parish Council put the latest information regarding the Chellaston Academy Bus Service on the village notice boards to keep everyone informed. This suggestion was taken up by the Parish Council. It was RESOLVED that, in accordance with Section 100(A)(4) of the Local Government Act 1972 (as amended), the press and public be excluded from the remainder of the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined under the paragraphs of Part I of Schedule 12A of the Act. No amendments were requested and the minutes were approved by the Council and signed by the Chairman as a true record. 321/2011 Clerk’s Report The report had been circulated to the Councillors and noted. A few points required discussion:A quote had been received for the work required on the Door to cottage No 4. This will cost £120.00. This quote was accepted by all the councillors. The Clerk had spoken to Edbro Ag services regarding the outstanding work on the Gantry at the Village Hall Car Park; this will be done in the next week weather permitting. 322/2011 Correspondence Action Required A Fencing Repair quote for Greenacres had been received £140.00 from V.C.V. Landscapes. It was resolved to accept this quote. The Quote for the repairs to the fencing behind the Cottages had been clarified and the contractor will replace all rotten timber and concrete and uprights that required. This will all be painted when complete. The Quote was for £700 approx. It was resolved to accept this quote. Information Only The Tenant from Cottage No 2 had replied to say she was living alone. 323/2011 Cottages It had been brought to the attention of the Parish Council that a couple of tenants had been parking on the pavement in front of the cottages. As this is a breach in the tenancy agreement it was resolved that the Clerk will write to all the tenants and ask them not to park on the pavement. Letters will not be sent to Cottage No’s 4, 6 & 8 as these tenants don’t have cars. There is Ivy growing up the wall of cottage No 4.
