Background
SA Health comprises South Australia's public health services which consist of the Department for Health
and Ageing, SA Ambulance Service and the local health networks, namely Central Adelaide Local Health
Network, Southern Adelaide Local Health Network, Northern Adelaide Local Health Network, Country
Health SA Local Health Network and Women’s and Children’s Health Network.
As outlined in South Australia's Health Care Plan, SA Health is working to improve our health care system
to deliver quality services to all in our community. South Australia's highly regarded public health system
is facing challenges in providing health care in light of an ageing population with growing health care
needs and a rise in chronic diseases.
Procurement and Supply Chain Management
Central to responding to this challenge of making the health service more efficient is a strategically led,
responsive and adaptive Procurement and Supply Chain Management Service.
The Procurement and Supply Chain Management Service performs both a state-wide strategic leadership
and operational role in sourcing, contract management, commercial advice, supply chain and logistics
and fleet management to support the delivery of public health services in South Australia.
With a large and diverse workforce the Service provides specialist and critical functions to ensure SA
Health can meet its objectives. These functions include : setting and promoting the procurement and supply chain management and policy position for SA
Health;
 developing, implementing and maintaining procurement and supply chain management
technology and systems of work;
 identifying and leading reform projects to continually provide value for money and improve health
care services;
 building capacity within SA Health to undertake effective procurement activities and manage
provider and supplier contracts;
 developing and implementing procurement strategies and leading tenders for large, complex and
commercially/politically sensitive items which range from service arrangements with the not for
profit sector, ICT goods and services, health consumables and equipment, (e.g. biomedical) and
other services;
 developing and implementing contract management strategies and managing complex and critical
contracts;
 managing the procurement, storage, replenishment and distribution of items to public hospitals,
dental clinics, pathology laboratories, ambulance stations, and primary health care centres;
 undertaking an emergency management role in supply chain and logistics;
 managing SA Health’s Travel Services;
 managing SA Health's fleet of vehicles; and
 leading and participating in cross agency and cross jurisdictional initiatives.
Direct Reports
The Chief Procurement Officer has direct line management responsibility for a senior management team
and provides leadership, management and performance monitoring of a large directorate of staff located
across South Australia.
Key Relationships/ Interactions:
Internal
The Chief Procurement Officer reports to the Deputy Chief Executive, Finance and Corporate Services and
is accountable to the Chief Executive, SA Health in the capacity of Principal Officer as per the State
Procurement Act 2004.
The Chief Procurement Officer provides specialist and highly technical advice to the Minister, Chief
Executive, Chief Executive Officers, Executive Directors, senior Executives and Clinical staff across SA
Health.
External
The Chief Procurement Officer is required to build effective working relationships, networks and
partnerships with internal and external bodies at all levels. This includes the Department of Treasury and
Finance, State Procurement Board, other government and non-government agencies, private sector
suppliers and community stakeholder groups (both at a State and national level).
Challenges associated with Role
As a Senior Executive within SA Health, the Chief Procurement Officer will promote and provide effective
leadership, vision and strategic initiative to ensure the delivery of quality services in line with South
Australia's Strategic Plan and SA Health reform objectives and priorities.
With major reforms taking place including the opening of the new Royal Adelaide Hospital, Transforming
Health and the roll out of EPAS there is a need for nimble leadership
The position works closely with the Local Health Networks.
As Chief Procurement Officer you would be the management and administration of the services provided.
This involves ensuring the establishment and implementation of strategies and delivery of services in
compliance with SA Health, SA Government and national guidelines, legislation and reporting obligations.
SA Health represents approximately one third of SA Government expenditure.

Information Act 1991, Schedule 1 on behalf of the Minister for Health and the Minister for
Mental Health.
Financial Accountability
 Operational budget: $15M+ per annum.

Direct Reports - 6 (1x SAES1, 4x MAS3, 1xAS04).
Indirect Reports - 348 (Public Sector Act 2009 and Health Care Act 2008) across 37 sites statewide.
Scope of Service Provision
 Up to 700 SA Health sites state-wide.
 Approximately 1,900 fleet vehicles.
 Procurement of both capital and recurrent funded:
o
Consumables (medical and surgical, pathology, dental, ambulance);
o
Equipment (biomedical, office and !CT);
o
Services (facilities, !CT, professional services, community services and consultants);
and
o
Minor works.

Special Conditions







The position is offered as a contract appointment for a term up to five years
The incumbent may be required to work out of hours and domestic and international travel will be
required
Appointment is subject to a satisfactory Background Screening and National Criminal History Check
obtained through the Screening and Licensing Unit, Department for Communities and Social
Inclusion to be renewed every 3 years thereafter from date of issue
The incumbent may be required to participate in Counter Disaster activities including attendance,
as required, at training programs and exercises to develop the necessary skills required to
participate in responses in the event of a disaster and/or major incident
The incumbent may be assigned elsewhere within the Department subject to the relevant
provisions of the Public Sector Act 2009
The incumbent will uphold the values of SA Health as reflected in the SA Health Strategic Plan

Educational/Vocational Qualifications
Relevant degree and/or post graduate qualification in economics, finance, business, procurement or
related discipline.
Personal Abilities/Aptitudes/Skills: (related to the job description and expressed in a way which allows

4. Experience successfully negotiating outcomes in a politically/commercially sensitive context and at
senior levels of government and private industry.

Department supports the delivery of public health services, formulates health policy, facilitates public and
consumer consultation on health issues, and monitors the performance of South Australia’s health system
by providing timely advice, research and administrative support.
PSCM
The Procurement and Supply Chain Management Service performs both a state-wide strategic leadership
and operational role in sourcing, contract management, commercial advice, supply chain and logistics and
fleet management to support the delivery of public health services in South Australia.
