1921 – Immigration Act (Emergency Quota Act)
1924 – Updated Immigration Act
The 1921 Act limited immigration to 3% of immigrants that currently lived in the U.S., but
according to the 1890 Census. Severely slowed all immigration, but specifically targeted Arabs,
Indians, and most Asians. Also targeted Jews via the slowing of numbers from Eastern and
Southern Europe (75% of all Jews in America came from Russia)

Ended with the 1965 Immigration and Nationality Act, which pretended to balance overall racial
immigration numbers.

1890 Census looks like 80% North and West Europe.
The “threat” started in 1891, and quickly “worsened” through 1910, before slight
improving from 1911-1921. Then the emergency act skewed the numbers back quickly and
quite effectively.
