Detailed description of the project:
The aim of the project is the establishment of a countrywide multi-functional, geo-referenced cadastre and land registration system that is the basis for the economic recovery of the country. In addition, soil data are analysed, land management plans are established, and land reorganisation is prepared.
For the first time the establishment of a cadastre and land registration system in Georgia will make a significant contribution to the improvement of development opportunities in the private sector. The verifiable land property rights will improve the basis for investments and access to credits for agricultural and other small and non-agricultural enterprises.
In addition, an efficient multifunctional cadastre and land registration system on national and local level constitutes a
source of revenue that should not be underestimated, as it directly contributes to household incomes.

The poor population in the project region and countrywide benefits from the macroeconomic effects of the project,
which creates the basic conditions for the use of productive potentials and thus contributes indirectly to poverty reduction and the improvement of living conditions of the poor population.
The primary target group of the project are the owners of about three million plots of land in rural and urban regions
of Georgia. Intermediary beneficiaries of the project are the public and private experts employed by the cadastre and
land registration system.

Training of 420 surveying technicians and 180 registration experts;
Management and supervision of the registration of about 3 million parcels in the economically active
regions of Georgia (urban and rural);
Quality control of aerial coverage and production of aerial photographs, orthophotographs and cadastral
maps as well as survey of land plots by means of GPS;
Establishment of three training centres;
Procurement of all equipment (surveying technology, geodetic reference net, aerial photographs,
orthophoto mosaics);
Set up of the state and private infrastructure to ensure the development of a client oriented cadastre and
landaministration;
Preparation of the reorganisation and/or reallocation of land;
Supervision and control of the disposition fund (30 million DM);
Conception and implementation of an information campaign for land registration and land organisation.
