When news broke that a former teacher was arrested on misdemeanor charges of contributing to the delinquency of a minor and providing alcohol to a person under 21 years of age, some of the commenters on our Facebook page came to the suspect’s defense. In the process, some criticized the paper for reporting on his arrest. Our news article, which each of the commenters presumably chose to click on and read, contained little more than the information present in the sheriff’s office press release. Yet we were accused of slander, insensitivity and dragging the accused’s name through the mud. Because this man was, by those accounts, a popular and caring teacher with a local family, the Fluvanna Review ought to have exercised sensitivity and quashed the story – or so many of the commenters said. The danger behind this perspective is too immense to be ignored. Transparency What if the Fluvanna Review showed preference to popular or upstanding members of society by choosing to ignore their arrests? Would Fluvanna residents feel pleased at our discretion? My guess is they would eventually balk at the obvious double standard the newspaper would show toward suspects occupying privileged places in society and against those less fortunate. The Fluvanna Review doesn’t show favoritism when it reports on newsworthy arrests. Over the years we have reported on the arrests of those occupying all niches of Fluvanna society, including those at the top. Free American newspapers speak out even when the story con- cerns government officials and beloved citizens, not just those at the bottom of the social structure. Class and race There is often a difference in how commenters respond to an arrest depending on the class, and sometimes race, of the accused. If the accused is popular, public opinion rushes to the defense. Commenters praise the suspect and heap criticism on those who entertain even the possibility of his guilt. But if the accused is less privileged, the public has a different opinion. Race can play a role as well. The most common comment we get on the story of the arrest of a young black man is, “Great job, sheriff’s office. Thanks for keeping us safe.” The contrast is so glaring that I am unsure any words of mine can possibly illuminate it further. All suspects had enough evidence against them to warrant their arrests. All suspects are innocent until proven guilty. The Fluvanna Review does not discriminate against people based on class or race. What constitutes news Some commenters took issue with the idea that this former teacher’s arrest was news. Though news probably ought to be defined as important information affecting the daily lives of Fluvanna residents, it is more accurately defined as information people care about. Sometimes we see a comment along the lines of, “This is news? Find something real to report on.” Anyone who makes this sort of comment has a) found the story’s head- line to be interesting, b) clicked on the story, c) presumably read the story, and d) taken the time to leave a comment. The story is clearly news to them. In the case of the accused former teacher, his arrest was newsworthy in that he was a man entrusted with the safety of juveniles yet ended up charged with contributing to the delinquency of a minor and providing alcohol to a person under 21 years of age. Fluvanna residents who claim they would prefer not to know of these alleged happenings in the school system have my doubt. But stated more simply, the story gathered 28,000 Facebook hits (Fluvanna County has 26,000 residents), was shared over 200 times, and generated about 75 comments. This is news. When we report A couple of commenters made the assertion that the Fluvanna Review reports on “things like this” yet leaves supposedly more obvious crimes alone. A couple of commenters made more specific allegations of flagrant crimes that they said went unreported. I will point out that this sort of allegation-hurling is precisely what the community wishes us to avoid. We share that commitment to factual reporting. I was well aware of the allegations against the former teacher long before a story ever appeared in the Fluvanna Review, having spoken off the record with people who had information about what supposedly transpired. Yet not a word showed up in the newspaper. We don’t print rumors. If a law enforcement agency has found enough evidence to prompt it to seek an arrest warrant, and a magistrate has found it fit to grant that warrant, and the law enforcement agency has succeeded in arresting its suspect – then we will report. Meaningful reporting The Fluvanna Review strives to keep you informed of meaningful happenings within the county. Some readers may prefer feature stories, but hard news is the heart of what we do. I believe the county appreciates when we illuminate controversial political situations or report on local crime. If we ran only features, I suspect our readership would decline. Good news reporting generates emotions in the people who read the story. We are pleased to see that our reporting has done just that. Civility online Those emotions were apparent in the number of people who chose to comment on the story and the intensity of their comments. One of the core missions of a newspaper is to preserve free speech and information. Given that belief, we don’t stifle online comments – even those that criticize us. We do, however, believe in decency online. The respect you would show a human being face to face is the same respect you should show someone online. With that in mind, we delete comments containing racially-charged language, obscene language or abbreviations for obscene language. We also delete comments that smear someone else’s reputation or call people names. An occurrence like this shows us all how tightly we are bound to one another as members of the same community. We reserve the right to limit quantities SALE DATES JANUARY 10, 11, 12, 13, 14, 2017 6 | FLUVANNA REVIEW | Jan. 12, 2017 County sets equalized tax rate BY CHRISTINA DIMEO EDITOR The completion of the 2017 reassessment shows that real estate values increased across Fluvanna by an average of 3.5 to 4 percent, the Board of Supervisors learned at its Wednesday (Jan. 4) meeting. With this key piece of information, county staff has been able to calculate that the equalized real property tax rate is 88.2 cents per $100 valuation. The 2016 tax rate is 91.7 cents per $100 valuation. Supervisors will decide on a 2017 tax rate in April as part of their budget negotiations. Whatever rate they choose will go into effect retroactively for calendar year 2017. What is an equalized tax rate? The equalized tax rate is a concept that protects residents from suffering a tax increase by means of a reassessment. For example, Fluvanna homeowners paid a certain amount of taxes on their homes in 2016. Suddenly most have found that their homes are worth 3.5 to 4 percent more. Since they pay taxes on the value of their homes, they would find themselves paying 3.5 to 4 percent more in taxes were it not for the equalized rate. The reassessment itself, therefore, would raise their taxes – not the vote of elected officials. Virginia law protects against this by mandating that counties determine an equalized rate after a reassessment. The equalized rate is whatever rate brings in the same amount of money on the new home values. Though taxes may vary slightly for individual homeowners, the average tax bill remains the same after the reassessment. Of course supervisors are free to raise or lower taxes, or keep them level. But their decision is based on the applesto-apples comparison provided by the equalized rate. Consider that the 2016 tax rate is 91.7 cents, but the equalized tax rate is 88.2 cents. If supervisors were to set the 2017 tax rate at, say, 90 cents, they would actually be increasing taxes. On the surface it may look like a tax cut, but a more in-depth comparison would show that taxes in fact had increased. This has happened many times in Fluvanna history. The Fluvanna Review analyzed Fluvanna’s tax rates dating back to 1978, adjusting for reassessments and putting all tax rates into easily comparable 2015 dollars. The results were published in the May 7, 2015, edition available online at www.fluvannareview.com. The analysis showed that tax rates have only declined in Fluvanna three times since 1978, despite rates that fluctuated wildly from 90 cents in 1980 to 43 cents in 2007. Since 2000 taxes have increased every year but two – in 2003 when they held steady and in 2013 when taxpayers saw a 2.3-percent cut. What does “a penny on the tax rate” mean? The new reassessment has also led to an increase in the “penny on the tax rate” calculation, supervisors learned. Often during budget negotiations supervisors and staff speak of needs, wishes or dollar amounts in those terms, which can leave observers can scratching their heads. A supervisor might say, “I’m not cutting a core service for a penny.” The county pulls in a significant amount of money through its real estate tax. The higher the tax, the higher the amount of money it generates. How much more money would the county bring in if it increased the real estate tax rate by a penny – say, from 91.7 cents to 92.7 cents? The answering figure is the “penny on the tax rate.” Now that the reassessment is done, a penny on the tax rate generates $293,504, supervisors learned – up about $10,000 from last year. So as supervisors consider potential expenses for the upcoming fiscal year, they will often think of them in units of $293,504, or pennies on the tax rate. Given that the equalized tax rate is supposed to neutralize the effects of a reassessment, it can be confusing to contemplate why the penny on the tax rate amount has risen since the reassessment. Seemingly it ought to stay neutral. Eric Dahl, finance director and deputy county administrator, explained after the meeting that public utilities, such as Tenaska and Dominion, generate dollars for the county through their real estate taxes, but are not included in the calculations that set the equalized rate. The intent of the state law demanding an equalized rate is to shield regular county residents from a tax increase by virtue of a reassessment. Public utilities are not the intended beneficiaries of this law. So when the value of their real property increases, the taxes they pay increase as well. That extra money boosts the amount of revenue generated by one penny on the tax rate. Supervisors officially commissioned the Broadband Access Task Force, which will spend about seven months studying broadband in the county, including its current reach, underserved areas, options for increasing service, and funding methods. According to Jackie Geer, MOW Board of Directors secretary, the operation’s achievement could never have happened without the selfless men and women who assist “out of the kindness of their hearts.” “We currently have 71 clients we are delivering to right now,” she said. “We deliver meals for seven days a week.” Volunteer drivers average about 200 miles a day over six separate routes that include recipients from Troy to Lake Monticello to Scottsville, serving freshly-prepared foods to 10 to 14 homes apiece. “We’re not hitting Kents Store right now but we are working on it as a possibility. The problem is getting volunteers,” she said. He could have died that night.” The meal deliveries can give comfort to an older person’s child or spouse who can go to work with the knowledge that their loved one is going to be checked on. It can be relieving to know that, in some instances, drivers have been able to identify when something is wrong. Geer told of another client who could no longer be helped into and out of a wheelchair, but whose recliner had become unserviceable. “Within 24 hours, [MOW volunteers] were delivering a brand new recliner so that client had a place to stay for the last eight months of their life,” she said. “We allow the elderly person to stay in their house longer. We celebrate birthdays by giving birthday bags full of necessities and small gifts,” Geer said. Fluvanna MOW keeps emergency bags on hand should someone homebound have a sudden need for food and supplies as well. Not only that, Geer said, but “We partner with the FSPCA and if any of our clients have dogs or cats, the SPCA supplies food for us and we help take care of their animals.” Everything is done with a budget of just over $120,000 per year that Fluvanna’s many church groups, social organizations, businesses and individual donors help to comprise. “Sheriff Eric Hess did a ride-along with one of our volunteers and he was so moved that, whenever schools are closed and we can’t deliver, every one of our clients is visited by a deputy to make sure they are okay, that they have enough food, and to see if they are in need of medicine,” Geer said. In the county that claims to be the heart of Virginia, Fluvanna MOW demonstrates how people come together to do great things – like serve 100,000 meals – through love. “Without those volunteers at every level, we absolutely could not do this,” Geer said. As a boy, Dr. Fred Lang grew up in Vallejo, Calif., next to the Mare Island Naval Shipyard where they built submarines. The submarines fascinated him as did the many wartime stories their commanders told. The stories he heard and his interest in politics were shaped by his early experiences and influenced his career choices later in life; from getting his bachelor’s degree in political science from the University of California at Santa Barbara to a master’s degree in public administration to his Ph.D. from the California Institute of Integral Studies in San Francisco. Lang became a professor for the University of Phoenix in its online doctorate program in the ‘90s. He had difficulty transitioning from the brick and mortar classroom to a virtual one, he said. His doctoral dissertation focused upon distance learning and how to teach in a virtual classroom. Today he teaches leadership seminars online for Bellevue University. For seven years he was the director of training and chief learning officer for the U.S. Department of Commerce in Washington, D.C., before retiring from the federal government. He also founded and chaired the federal interagency Chief Learning Officers Council. The council was composed of the highest-ranking chief learning officers in the federal government. Lang continues to consult for various federal agencies in Washington, D.C. With all that behind him, one would expect a professorial type who glances over the rim of his glasses with serious pomp and circumstance, surrounded by piles of university journals and dry and dusty books. Lang is not someone who talks above everyone’s head from an erudite ivory tower, but is relaxed, charming, and grounded in his thoughts. “My passion has always been about leadership development and the mark it can leave on our institutions and organizations,” he said. After four and a half years of research and writing, he just completed Leadership Lessons from Great World Leaders. A timely book with a provocative title, it profiles 10 well-known leaders from world history. Lang’s motivation for writing this book comes from his passion on the subject of leadership, and his own management background, positions, and experience teaching others to lead. “I rated their leadership skills, providing insight and lessons for reflection as to how they applied leadership in their lives and their places in history,” Lang said. Although the book is not yet available, the manuscript is now being used by Bellevue University in its doctoral program. “I always felt that the teaching of leadership theory in colleges and universities should be reinforced by instruction about how real people in history applied these theories in practice. I wanted to write this book for 20 years,” he said. Lang picked the following to profile: Alexander the Great, Elizabeth I, Peter the Great, George Washington, Winston Churchill, Golda Meir, Napoleon Bonaparte, Catherine the Great, Martin Luther King, Jr., and Margaret Thatcher. He selected leaders from multiple countries for international appeal as well as diverse categories, including kings and queens, the military, presidents and statesmen, and reformer-activists. “I selected leaders from ancient and contemporary history that represent many countries and both genders. I have always felt that the female gender is underrepresented in leadership discussions and I wanted to be more inclusive in this work,” Lang said. “While conducting research for this book, I never discovered a consensus on the attributes of a good leader,” Lang continued. “After examining the number of times an attribute appeared, I discovered six major themes of great leaders. They are: integrity, risk taker, communication, passion, vision, and resiliency.” Lang tried to measure those leaders against the six major themes he discovered. “No one leader that I researched maximized all six leadership characteristics,” he said. “In my opinion, any leader who aspires to great societal goals that improve the lives of all followers is considered a great leader.” The difference between good leaders and great leaders is “the passion and intensity those leaders convey to their followers about their commitment to significant issues” and the extent to which those followers are therefore mobilized, Lang said. “Martin Luther King, Jr., summed it up nicely when he said: ‘Ultimately a genuine leader is not a searcher for consensus but a molder of consensus,’” Lang said. Lang’s purpose in writing his book was not to replace traditional leadership training, but to “complement it with how leadership is actually being applied by great leaders who made their mark in history,” he said. “Readers of this book will learn how an unremarkable student, Winston Churchill, became a great leader. They will learn how a student was bullied in school and rose to become one of the greatest leaders in history – that was Napoleon Bonaparte. Or how a poor American-Russian girl – Golda Meir – through her passion, became the first female prime minister of a European country.” Published by American Press Publishers, the book will be available for colleges and universities, training associations, leadership institutes, and traditional retail outlets. Lang also said it was a great opportunity to partner with his talented artist wife, Susan, who did the illustrations for the book. He said he is excited about its imminent release. Danny is survived by his wife of 18 years, Aubrelyn; children Danny; Krystal and her husband Chris; Derik and his wife Emma; Aubreanna; granddaughter Freya; sister Gina and her husband Troy; along with numer- ous nieces, nephews, and good friends. Small, 51, of Fork Union, was arrested Thursday (Jan. 5) on misdemeanor charges of contributing to the delinquency of a minor and providing alcohol to a person under 21 years of age, according to a press release from the Fluvanna County Sheriff’s Office. Small was a history teacher at Fluvanna County High School. Small was released on bond pending court. Golf Course Superintendent Jim Prucnal said that he found a fake alligator head in the Lake supply closet, so he pulled it out, cleaned it up and gave it a try. He anchored it in a realistic location in one of the golf course ponds and looked to see if it would scare the geese away. It seemed to work, so Prucnal got out a catalog (apparently there are a bunch of items available for scaring off waterfowl) and ordered a couple more of the menacing alligator heads. There are now three on duty in the golf course ponds. Prucnal said he intends to move them around so that the geese do not catch on when the alligators stay in one place. So if you are playing the course, or walking it on off hours, don’t be frightened by the alligator heads in the water. Gators are not coming to get you. The alligators may be moving north but they are not anywhere near here yet. To advertise email: [email protected] Fluco swim and dive team competes BY DUNCAN NIXON CORRESPONDENT The 2017 sports year began early for Fluco athletes when the boys’ and girls’ swim and dive team traveled to Woodberry Forest on Jan. 2 and to the University of Virginia Aquatic and Fitness Center on Jan. 3 to participate in the annual Ben Hair event. This is the largest high school swim meet of the season in Central Virginia. Eleven teams competed in the boys’ competition and 10 teams competed on the girls’ side. This event was named for a 2006 graduate of Albemarle High who was a top student and swimmer. Girls’ Coach Feda Morton said that the girls’ team achieved its goal at this meet, which serves as the Jefferson District winter swim and dive meet. The girls’ team was aiming for a third place finish and they achieved that result by nudging out Monticello. It has been several years since the Fluco girls have bested Monticello in this event. Albemarle and Western Albemarle are real powerhouse teams, and as expected they finished first and second. In the diving event, held at Woodberry Forest School in Orange County, the Fluco girls did very well, as Lydia Reynard placed third and Anna Hurdle took sixth. Both of these divers have qualified for the state swim meet at the end of the 2017 season. The girls’ team also had some high quality performances in some of the swim events held at the University of Virginia facility. Caylyn McNaul excelled for the Flucos. She turned in strong performances in both the 100-yard breaststroke event and the 200-yard event. Her time in the 100 was a state qualifying time, and her time in the 200 missed the state qualifying time by a mere two seconds. Stephanie Nardone also posted a state qualifying time in the 100-yard butterfly event. With the season still young, the girls’ team already has four athletes qualified for the state swim meet, which will be held at the end of the season in February. The Fluco boys’ team did not do as well as the girls did at the Ben Hair event, as they finished in sixth place. However, the boys’ team has one swimmer who already is qualified for the state event in two disciplines. Mike DiFazio has qualified in the 100-yard backstroke and the 100-yard butterfly. “Both teams have a lot of fast swimmers and we are having a very good season,” said Morton. The swim teams were scheduled to swim at Spotswood High on Jan.7, but that meet was postponed due to inclement weather. On Jan. 13 the swimmers will be heading to Harrisonburg. The next day they will compete here in Fluvanna County at the Fork Union Military Academy (FUMA) pool. The Fluco home pool is at FUMA, as there is no pool at the Fluvanna County High School. On Jan. 17 the Fluco teams will swim at Charlottesville and on Jan. 19 they take on Turner Ashby. In February the Flucos will be hosting the conference and the region swim and dive events at the FUMA pool. These will be followed by the state meet.
