HISTORY ABOUT POPPY CULTIVATION

First poppy cultivation was noticed in India in
the 15th Century at Malwa(Punjan/Haryana)
and Cambay (Jaipur)
During Moghul Empire’s period Poppy was
grown and was an important article of trade
with China & other Western Countries.
In 1757, the East India Company after
assuming the power of collection of revenues
in Bengal and Bihar, took the control of this
trade
¾ After Independence, Govt of India took step to
unify and rationalize the system of control over the
production of Opium through out the country by
setting up a Central Organisation known as
CENTRAL BUREAU OF NARCOTICS (C.B.N)
¾ Single Convention on Narcotics Drugs held at
New York on 30.03.1961 - decided that member
countries shall establish a Govt Agency to
control this cultivation within limited areas and
cultivators to be licensed by such dept. and the
licensed cultivators will hand over the total
opium to them to be used for medical and
scientific purposes

It is a milky type substance obtained from a poppy by making
incisions into the unripe seedpod of the poppy.
The incisions are made in the late afternoon. Then milky
substances oozes out which turns to reddish brown upon contact
with air. The exuded substance is collected the following morning.
Contains - Morphine(4-21%), Codeine(0.7–3%), Thebaine (0.21%)
Orally administered or smoked.
It is a depressant.

rigorous imprisonment for a term which
shall not be less that 10 years and
maximum up to 20 years with a fine not
less than 1 lakh and may extend to 2 lakh
rupees.

9 “Duty of land holder to give information of
illegal cultivation”9Every holder of land shall give immediate
information to any officer of the Police or of any of
the departments mentioned in section – 42 of all the
opium poppy, cannabis plant or coca plant;
9 every such holder of land who knowingly neglects
to give such information, shall be liable to
punishment.

illegal cultivation
9every officer of the government and every panch,
sarpanch and other village officer of whatever
description shall give immediate information to any
officer of the Police or of any of the departments
mentioned in section 42;
9 every such officer of the Government, panch,
sarpanch and other village officer who neglects to
give such information, shall be liable to punishment.

¾ To conduct continuous destruction operation
during the month of January and March.

INVESTIGATION OF CASES OF
ILLICIT POPPY CULTIVATION.
1. Survey & detection of areas of illicit poppy cultivation
(i) Survey & identification of the cultivated plots;
(ii) Other law & order problem may be assessed
(iii) The photographs of the land may be obtained
showing the nearest identification mark, if feasible.
2. Jurisdictional Land Revenue Officer.
(i) Presence of Land Revenue Officer on the
day of destruction;
(ii) Certificate of the Land Revenue Officer
regarding the ownership of the cultivated
land to be obtained;
(iii) The details of the cultivated land to be
mentioned in the Destruction
Destruction Certificate separately.
