Climate and Weather The difference between weather and climate is a measure of time. Weather is what conditions of the atmosphere are over a short period of time. Climate is how the atmosphere "behaves" over relatively long periods of time . Salem, Oregon is on the 45th parallel. We have students attending from Eastern Oregon who live just north of the 45 th parallel in Condon and just south in John Day. Their weather is NOT the same as Salem.
