Minutes of the Meeting held on Tuesday 7th February 2017 in the Village Hall

463. Approval of Minutes
The minutes of the meeting held on Tuesday 6th December 2016 have been circulated and
approved by all and were signed by JA.
464. Policing Report No report
465. Presentation by Mr Phil Crawley
Mr Crawley presented details of the recent planning application number P/16/2800/2 by
Sunrise Poultry Farms Ltd – of which Mr Crawley is a Director – for the erection of new
poultry sheds on land to the east of Black Lane, Walton on the Wolds. Significant detail has
been supplied in the application to issues including: suitable and appropriate construction
materials, landscaping and tree planting, traffic management, visual impact, pest control and
hygiene. A very significant element of the design is that all waste will be removed weekly
from the sheds, effectively eliminating any possibility of flies becoming a nuisance. Vehicle
movements to the new facility will be restricted to five per week; one feed delivery, one
waste removal, three egg collections. It is anticipated that under normal circumstances, there
will be no lorries through Walton. The two sheds proposed will each measure 120 metres by
25 metres in a side by side arrangement and each will house 16,000 birds. After a thorough
and informative question and answer session, Councillors thanked Mr Crawley for his
presentation.
466. Borough Councillor’s Report
JB reported a potential development in the area of Six Hills golf course – a “garden village”
of 1500 to 3000 residential properties. Details are on Melton Borough Council’s website.
Wymeswold Parish Council have submitted comments. Six Hills Hotel – planning application
for change of use to a drug and alcohol rehabilitation centre (see item 469 below). Following
a review by an independent body the Local Plan is to be updated with a growth plan
element. The review has determined that the Plan does not provide for sufficient residential
units and so new potential sites for development will have to be identified. The implication for
the Wolds villages is that further development applications are likely.
467. County Councillor’s Report
A meeting with Stuart Bullen of LCC Highways took place in Walton village hall on February
1st 2017. The meeting was attended by RS, JA, DP and BJ. Encouraging progress was
made regarding options for traffic calming and speed limit reductions in Walton. Due to
recent accidents at the Walton Lane / Nottingham Road junction, LCC Highways are to
consider changes to the junction which may well include speed reductions on the
approaches. This in turn might yield the opportunity to reduce the speed limit through Walton
to 20mph. LCC will start this appraisal in March 2017 with any changes deemed appropriate
coming within a year. In addition the Parish Council is considering a horizontal deflection
scheme at the western edge of the village, designed to make incoming traffic yield to traffic
leaving the village. JA will seek quotations for this installation.
RS has attended day one of a Public Enquiry into an undetermined application for a further
195 houses on the Seagrave side of Sileby. The result of the enquiry is expected in
approximately six weeks. RS reported a press release stating that speed cameras should
replace speed humps as the main deterrent to speeding. A speed camera may only be
installed where there have been three serious injury or fatal accidents within three years or
where there has been a certain percentage of speeding above a set level. More on this in
the near future.
468. Matters arising from the minutes of the last meeting The new tree for the North
Green will be delivered this week. Planting to take place on Friday 10th February.
469. Correspondence The Clerk has received an email – distributed to Councillors at the
meeting – from Mrs Hollingshead, regarding the intention to create a rehabilitation centre for
drug and alcohol related offenders at the Six Hills Hotel. Although not in Walton parish, the
location is close to properties which are in Walton. Mrs Hollingshead expressed concern that
Walton on the Wolds Parish Council had received no notification from Charnwood Borough
Council regarding the application. Furthermore, Mrs Hollingshead expressed concern that, in
her opinion, the location is most unsuitable for such a facility. A discussion followed, during
which Councillor Bokor confirmed that Burton on the Wolds Parish Council had listened to a
presentation by the applicant at a recent meeting and concluded that there are no planning
issues on which they see reason to object to the application. On this basis and given that the
site is in Burton parish not in Walton, Council concluded that no representation would be
made to Charnwood Borough Council regarding this application. Clerk to reply to Mrs
Hollingshead to report this conclusion.
LJ has received an email – distributed to Councillors at the meeting – from Mrs C Thomson,
Chair of Trustees, Burton on the Wolds Playing Fields Association. Mrs Thomson asks
Council to consider making a financial contribution towards the replacement cost of
playground equipment in Burton. Council discussed the request and asked the Clerk to
ascertain the overall cost of the project before making a final decision on any contribution. LJ
has received an update regarding the adoption of the footpath from Black Lane to Poplar
Hill. Lack of resources are delaying this but it is still in process.
470. Planning Applications
P/16/2710/2 Works to trees -50% thinning of copse - Manor Farm New Lane
P/16/2800/2 Erection of poultry sheds and silos, off Black Lane (Sunrise Poultry)
No objections were raised by Councillors to either of the above applications.
471. Village Maintenance
A date has been agreed – March 10th 2017 - with Matt Porter to reduce a major branch and
balance the horse chestnut tree on the South Green. Planning permission has been granted.
The cost of the work will be £220.00 as approved by Council on December 6th 2016.
The unsightly broken pallets have been removed from the bonfire pile at the cricket ground.
Fenton’s charge for the allotment field and burial ground hedge cutting has increased from
£144.00 in 2015 to £168.00 in 2016. For the three years prior to 2015 the charge was
£90.00. Council asked the Clerk to request no further increase for two years.
Council agreed to purchase a replacement litter bin for the old bin on the green near the
Anchor. This is a budgeted item. The design will be a more suitable metal type with a door to
access an inner bin. LJ agreed to progress the ordering of the new bin.
472. Cheques and Finance
One cheque was approved at the meeting.
 £168.00 R.J. Fenton – hedge cutting, allotment field and burial ground.
Income: There has been no income since the meeting held on December 6th 2016.
The balance of the current account – including the above cheque -is £5980.31
The Clerk has recently submitted a VAT reclaim to HMRC for the period 01.01.16 to
31.12.16. If accepted, the BACs credit to the current account will be £551.21
The Parish Council laptop computer requires a service and new anti-virus software.
Expenditure approved by Council. The allotment field is currently being advertised for rent
(under the terms of the Trust, the field must be offered for rent by tender after two
consecutive years of rental by any one party) for the period March 31st to December 31st
2017. The Clerk has received two expressions of interest but no bids.
473. Members Points of Information
GF commented that a car is parked partly on the central green. LJ commented that cars are
being parked in a manner which completely block the footpaths.
Villagers are reminded to be more considerate when parking in the village centre.
DP asked if the village welcome pack is available on the website. Clerk to check
