SOCCER BY-LAWS

1.
INTERPRETATION
1.1
Day to day interpretation of these by-laws shall be the responsibility of the most senior official
present at the time. Appeals against interpretation shall be lodged in writing with the
Management of Swan Park.
2.
NOMINATION
2.1
Teams will be required to pay three (3) game payments on your first game night ($150). This
will cover the fee for the first game and allow for two games to be allocated in credit for each
team. No premiership points will be awarded to unfinancial teams after the third playing
date. Lost premiership points are not redeemable. Fees must be paid by week three of
playing.
Teams must remain two games in credit for the duration of the season.
All players must have current names, addresses and contact numbers registered on official
team nomination form.
In the event of a player, fill in or guest player not having sufficient information on team
nomination form to cover official correspondence, including the processing of tribunal or
discipline notices, the designated team contact will be required to take the responsibility of
identifying and informing that player of the situation.
Failure to assist in these matters may result in action against the team which may include
withdrawing the team from the program.

FORFEIT FINES

If no match is played, then forfeit fines will apply with 1 games fee (incl. GST) to be paid.
In the event of a forfeit and no match conducted, the non-offending team shall receive a
credit for the following weeks game. No forfeit fines will be applied if a scratch match occurs.
A scratch match is defined as a „friendly‟ game between the two fixtured sides. All members
from both teams must still pay their admission fee to cover court/umpire costs incurred by the
centre. Once a scratch match is played, no „credit‟ will be given to either side.
Any team forfeiting twice in any one season may be replaced without notice at the discretion
of the Management of Swan Park.
No further premiership points will be awarded to forfeiting teams until such time as the forfeit
fine has been paid in full. Lost points are NOT redeemable.
Nominations for new seasons will not be accepted from teams with outstanding debts.
4.
TEAM UNIFORMS
4.1
All players in each team are required to present themselves in conforming uniforms for each
match. If players are not in correct uniforms after this time, a one (1) goal penalty will be
enforced for each offending player.
Three weeks grace will be allowed from the commencement of a season for players to
produce conforming uniforms. If players are not in correct uniforms after this time a one goal
(1) penalty will be enforced

A player replacing another player at any time during the season in progress shall be allowed
three weeks grace to comply with conforming team uniform.
Team shirts must be complete with numbers, identical in colour, tone and pattern
Player‟s shoes must be leisure based, non marking and not contain steel caps.

ELIGIBILITY OF PLAYERS

A team is required to ensure that the full name of players present and ready to play in the
match is written on the official match score sheet before the commencement of play.
Penalty for including the names of players who are not present and ready to play in the match
is a loss of all premiership points accrued for that season.
Late arrival players who are ready to play, may have their name included on the official match
score sheet before half time. Should it be discovered during the course of a match that the
name of an on-court player does not appear on the score sheet, the players name may be
added without penalty.
A substitute player who is present and ready to play but does not actually participate in the
match shall be considered a legal player as long as they are financial (ie. paid their game fee)
and have their name on the score sheet.
No player who has played four or more minor round matches in a higher grade shall be
eligible to play in a lower grade.
Whilst we recognise the right to introduce new players during the season, we observe the
right not to allow teams to increase their playing strength beyond the capability of the grade
in which they play by the introduction of such players.
A player is not permitted to play more than one game per night at the same venue.
Minimum age for players participating is 16 years.

FINAL MATCHES

To qualify for finals matches, a player must have played at least four minor round matches for
that team during the season.
Centre Management has the right to ask for proof of identification for any player believed to
be playing under another name.

TEAM RESPONSIBILITIES
7.1
All teams must provide their own scorer for the duration of the game. Failure to provide a
scorer will leave the offending teams no recourse to challenge the score.
A team shall be held responsible for the conduct of its members and spectators. Umpires
have the capacity to penalise offending teams and teams from which offending spectators
come from.
All players must ensure, to the satisfaction of the senior match official that fingernails, rings
and other apparel do not present a hazard to themselves or other players. (This may include
cutting, taping, removal or making safe the hazard).

TRIBUNALS AND MANAGEMENT ENQUIRIES

PLAYER REPORTS BY OFFICIALS
8.1
Players and team officials shall be subject to report by any official of the centre for any form
of misconduct.
Misconduct shall include abusive language, unsporting conduct, undue rough play, resisting,
striking and attempted striking.
The official shall complete an Official‟s Report From which shall be lodged at the centre.

Any player or team official that has been reported for any form of misconduct shall receive
the following:
1.
A copy of the Official Report Form relating to their incident of misconduct.
2.
A notice of the date, time and venue of the Swan Park Misconduct Tribunal
(“Tribunal”) hearing.
The tribunal shall consist of one to three members appointed by the centre. The number of
tribunal members sitting at the hearing will also be determined at the centre management‟s
discretion.
Non attendance at a Tribunal hearing by the reported person without prior written notification
to the centre shall be interpreted as an admission of guilt and the Tribunal may hand down
any penalty they consider appropriate in that person‟s absence.
A player or team official found guilty by the Tribunal has the right of appeal.
The appellant player or team official shall tender written grounds for his or her appeal
together with the appeal fee of $33 within 21 days from the date of the Tribunal decision to
the management of the centre.
The appellant player or team official will be notified in writing of the date, time and venue of
the appeal hearing.
All appeals will be heard by the Centre Manager of Swan Park or his nominee sitting alone.
All appeal decisions will be final.
9.
PLAYER AND TEAM REPORTS BY CENTRE MANAGEMENT

A team shall be held responsible for the conduct of its members and spectators.
If the manager of the centre receives a written complaint about any player, team, team
official or spectator reporting any team for misconduct or if the manager deems it necessary,
they may tender a complaint about any player, team, team official or spectator reporting any
team for misconduct to the Management Inquiry of the centre.
Misconduct shall include abusive language, unsporting conduct, undue rough play, resisting,
striking and attempted striking.
Any player, team, team official or spectator who has a complaint lodged against him, her or
them shall receive the following:

A copy of the written complaint
2.
Notice of the date and time of the hearing of the Management Inquiry of the centre.
The Management Inquiry consists of one to three members appointed by the centre.
Non attendance to the Management Inquiry by any player, team, team official or spectator
shall be interpreted as an admission of guilt of the acts complained of and the Inquiry may
hand down any penalty they consider appropriate in his, her or their absence including
suspension of any player, team, team official or spectator for life from playing or attending
the centre.
Any player, team, team official or spectator found guilty by the Management Inquiry has the
right of appeal.
The appellant player, team, team official or spectator shall tender written grounds of appeal
together with the appeal fee of $30.00 within 21 days from the date of the Management
Inquiry decision to the centre.
The appellant player, team, team official or spectator will be notified in writing of the date,
time and venue of the appeal hearing.
All appeals will be heard by the General Manager of Swan Park.
All appeal decisions are final.

10. ABANDONED MATCHES
10.1
In the event of misconduct by players, substitutes, coaches or spectators, the most senior
match official has the authority to abandon matches. Decisions in relation to the outcome of
abandoned matches will be determined by Management of Swan Park.

11. ILLEGAL PLAYERS

The penalty for playing illegal players is the automatic forfeit of the match or matches in
which the offences occurred.
Illegal players are defined as follows:
a. Playing more than one game per night
b. Failing to pay the appropriate game fee.
c. Playing under an assumed name.
d. Non- observance of the qualifications criteria for finals matches.
e. Playing while under suspension from any City Of Swan leisure centre
12. PREMIERSHIP POINTS

Points shall be awarded on the following basis

Teams joining the competition after the commencement of the season will receive premiership
equal with the last team, nil for or against scores
13. PROTESTS

Protests from teams or players are to be lodged in writing to the Management of Swan Park
within 48 hours of the incident.
14. COMMENCEMENT OF MATCHES

A match cannot commence until both teams present the team fee ticket to the match official
and full names appear on the score sheet.
A match cannot commence with less than 4 players.
When a team has 4 players ready to play, the match must commence.
If a team does not have 4 players ready to start, a penalty of 1 goal per minute or part
thereof will be awarded until 4 players are on the playing field ready to start.
The final score awarded for a forfeit will be 5 goals to nil.
15. DRAWN MATCHES

In the event of an equal score at the conclusion of full time of any non final match, then the
match will be considered a draw and each team will be awarded two premiership points.
In the event of a draw in any finals match at the conclusion of full time, the match will be
continued by one period of five minutes. If the scores are still tied after this extra period of
time then the match will be decided by sets of five (5) penalty kicks.
16. TIME CLOCK OPERATION

In final matches play shall only be stopped for an injury at the umpires discretion for a period
not exceeding three minutes after which the match shall be recommenced.
In minor round matches time can not be held for injury.

Any player who cannot be moved from the court should not do so. If due to injury the game
is abandoned, the Centre Manager shall decide the outcome of the match.
Games shall commence and finish on the centre timing sirens.
17. LENGTH OF MATCHES
17.1
All matches shall consist of the following times unless indicated otherwise by Centre
Management. 2 fifteen minute halves with no interval at half time.
18. TROPHIES

Trophies shall be awarded to winning premiership teams and runners up to a maximum of 7
players.
19. TEAM WITHDRAWAL

Teams withdrawing from the competition prior to the end of the season will be subject to a
withdrawal fee of $55.00(incl. GST) plus any outstanding fines occurred prior to withdrawal.
Grading and regrading of teams will be the sole responsibility of the Centre Management.

Yellow Card
Shown to a player indicating a recorded foul on the score sheet and a warning for
misconduct. A player may be removed from the court for two (2) minutes at discretion of
umpire. If a player accumulates three (3) yellow cards in any one season the penalty will be
automatic suspension of one game.
Red Card
Shown to the player indicating suspension from the game for misconduct for that night. The
player will receive an automatic one (1) week suspension. A player who receives three (3)
red cards during the season will be required to attend a management enquiry.
Player Reports
It is not necessary for a player to be shown a red card prior to being reported. Players can be
reported by any Centre official for any form of misconduct. A referee may report a player
without first issuing a yellow or red card.
Disqualified Player
In the event of a player being expelled from the game a substitute player is not permitted to
replace the expelled player.
