Last week I discussed battle lines being drawn, and drawn they are. I attended the meeting in Bandon regarding proposed sanctuaries off our coast within the three-mile limit. There were none proposed to the north and none to the south of us. Just off Bandon and Charleston. It would appear that we are the heart of the snake, with proposed "no trawl" protected areas in the center of Oregon's coast. Once the state waters are divided then they can make the move toward the south incorporating a few more protected areas to ensure that a large percentage of our coast would be under Federal protection. That would leave the north part of the state waters from Newport to Astoria open to recreation for the enjoyment of Portland, Eugene, etc. The Green Group "OCEANA" and others must glean a large portion of their donations from the I-5 corridor because of their insistence on adding more and more restricted areas to OUR prime fishing grounds and none to the north. It looked like the usual bait and switch tactic. Make a dozen outrageous proposals then force the population to agree to the least obnoxious, but still a more restricting settlement. Although this closure only affects the Trawl Fleet at this time, you can bet the recreation fishermen will be excluded from the areas within the next few years. It's called divide and conquer. This closure is a spoke in the wheel that over the next few years may crush our way of life on the Oregon Coast. The battle over aquaculture in Alaskan waters has so far been thwarted by their elected officials. The Governor and others have just said no. Our Governor and elected representatives in the Nations Capitol are strangely silent on this whole subject. There's a Government publication, although boring as they all are, that has some informative subject matter. The following are sidebars and not taken out of context. "NMFS clearly needs further Congressional Support to implement this broad-based initiative for Marine aquaculture and build its foundation in stone". And another, "NOAA has already drafted offshore legislation but it has not been vetted to the new administration. It gives the Secretary of Commerce authority to grant long-term leases for development in the EEZ, subject to specific environmental standards. Such legislation is identified as a key need for the aquaculture industry and vital for sustainable offshore development". This looks like the fast track. Again a quote: "NMFS should streamline and simplify the federal process for permitting in the EEZ, and create pre-permitted Aquaculture Development Zones". "NMFS should enhance its capabilities to advance aquaculture technologies with a focus on production systems for new species and new practices". This has been shopped around for two years and as yet, has derived no traction. The driving force behind this is the growing trade deficit and America's escalating consumption of seafood. The silent invaders mentioned in part 1 are the Government agencies that very quietly are changing our way of life. Now we come to the questions: Can we continue to harvest the sea's bounty at a sustained rate? Are we using the best science? It seems that yellow eye and canary rockfish are showing up in numbers and of a size that would suggest that they were misrepresented in the original studies. Is there enough room for our fishers to survive along side of aquaculture? I only have one answer to a question that I didn't ask. I only want to eat "wild caught" fish from our ocean, not pen raised mush full of dye and chemicals. The choice is yours whether you're involved in the fishing trade or a house wife raising children. This subject is important to the health of you and your family. Please check the origin of your seafood and try to buy locally. Ed.
