Grant Based Programs
Community Development Block Grants (CDBG)
Mobile Kids Meals provides evening snacks
and dinner to school aged youth 4-18 years of
age Monday-Friday from now until June 2017.
The program incorporates tutoring/homework
assistance, athletics, fitness and recreational
activities. This program supports the Recreation Centers, afternoon
activities at schools and the 6 TO SIX aftercare program. The program
will operate now through Friday, June 10, 2017 with the an evening
snack and dinner. This program is supported by the Child and Adult
Care Food Program (CACFP) under the auspices of the Virginia
Department of Health.
The Senior Transportation Program provides transporta-
tion to Portsmouth seniors daily to and from the Senior Station (3500
Clifford Street) for activities and socialization. In addition, there is
transportation to medical appointments, pharmacy, business appointments (bank, post office, social security office etc.), monthly grocery
shopping, visits to sick/shut-in, bereavement services, cultural events
and to special senior programs in other Hampton Roads cities. Many
of our seniors would not otherwise be able to meet these needs due
to inadequate transportation. To participate, you must be a registered
participant with a valid facility I.D. and daily transportation is based
on space availability. This is an ongoing program.
Health and Wellness Program
serves youth 4-17 years and seniors using
traditional and trend-style fitness activities to
get participants to be more active. The program
focuses on the problem of childhood obesity through
aerobics, yoga for kids, Zumba for kids, sports drills,
fitness boot camp, obstacle courses and motor
skills drills. The Surgeon General’s report
on Physical Activity and Health recommends that children aged 6 years and
older participate in activities for muscle
strength and endurance. The Health and
Wellness program will offer activities
targeted towards addressing issues of physical
fitness and proper nutrition. This program will be
offered in the Recreation Afterschool schedule now
through June 2017.

Other Federal Grants
Commit To Health Nutrition Literacy Grant The City
of Portsmouth received grant funds from the National Recreation
and Park Association (NRPA) for an
Out-of-School Time Program to be administered by the Department of Parks,
Recreation & Leisure Services.
The grant will be used to increase the number of healthy meals children
in low-income communities receive through the Summer Food Service
Program (SFSP) and the Child and Adult Care Food Program (CACFP)
during out-of-school hours. In addition efforts will be
made to reduce food waste.
The program will provide evidence-based, ageappropriate nutrition literacy to children that create
behavior change by teaching the importance of
healthy eating and implement nutrition and physical
standards that increase access to healthier
foods and increase opportunities for physical
activity with OrganWise Guys equipment.
Youth Leadership Development This is a mentoring
and empowerment program for families. The program will
support high school to graduation. It is intended to increase the
number of youth that graduate from high school and increase
parental involvement in school matters related to their children.
The program will also seek to decrease the number of children
involved in criminal behavior by redirecting the families to more
constructive programs or events. This program will continue in
the Recreation Centers through June 2017.

Food Program (CACFP) provide the
funding that allows for the purchase
of the food for the Mobile Kids Meals
program. The program is under the auspices of the United States
Department of Agriculture (USDA) and is administered through the
Virginia Department of Health (VDH).

The Umoja Festival entertainment is a
unique combination of contemporary and
ancient art forms. In African tradition,
permission from the elders of the village is
sought because of their wisdom, knowledge
and experience. The Umoja Festival has
always observed this tradition in seeking
permission to begin the festival from the
elders of the Portsmouth community.
Nationally acclaimed musical guests
perform jazz, reggae, gospel, and rhythm
and blues. Children’s area contains games,
crafts, and workshops with origins in several
African countries. The Festival’s closing
activity features a gospel jubilee of musical
talents from throughout Hampton Roads.
Ethnic foods such as jambalaya and curried
chicken, and a marketplace of sculptures,
paintings, prints, baskets, quilts and other
assorted hand-crafted wares contribute to
the ambiance of the Festival.

with programming designed to learn through experiential education and
character development. 4-H camping is a cooperative group living in a natural
environment which focuses on the individual’s social, spiritual, mental, and

Provide the Spark and become a 4-H Volunteer today!
4-H volunteers are essential to help youth make the most of a wide variety
of learning experiences. Volunteering is an opportunity for you to share
your personal interests by demonstrating expertise in subjects as varied as
robotics, food and nutrition, public speaking, agricultural science, community
service and more. In 4-H, you can leverage your experience and skills to help
a young person find their own passions and interests. And with a variety of
options, you can decide on the level of involvement that fits your skills and
schedule: Lead youth within school-based, after-school, and camp settings,
or through a community club; Serve as a chaperone, board member, judge or
camp counselor; Develop and support service opportunities for youth in your
own community, teach using curriculum developed by land-grant universities
from across the United States; Work with other adults to create fun and
exciting programs.
4-H volunteers receive training and support from local extension agents,
state specialists, and other volunteers. The Virginia Association of Adult
4-H Volunteer Leaders (VAA4-HVL) supports volunteers through hands-on
training, conferences, and networking opportunities.
Airfield 4-H Center Specialty Camps
Date: Now through August 2017 Location: Airfield 4-H Education
Center in Wakefield Target Age: 5-19 years old Description: Airfield 4-H
Education Center serves youth 5 – 19 in the Tidewater service area of
15 counties and cities and traditionally has nine weeks of summer camping.
Additionally, in the spring and into the first part of the summer, the Center
also hosts special weekend camps. All interested individuals should
contact the Airfield 4-H Center at 757-899-4901 during business hours
to discuss accommodations 30 days prior to the event.

Senior Station Programs
Senior Station is the Hub for Senior Activities! Whether it is our daily activities, weekly trips
or special events, this is the place to be for anyone 55 and over. Here are a few of our Trips and

In a commitment to maintain a healthy
environment for our citizens and promoting
fitness, the following programs and facilities are available for adults 18 and over.
Introducing the Recreation
Center Membership Card
All recreation center participants will
receive a yearly membership card good for
all City of Portsmouth recreation centers
(Neighborhood Facility, Cavalier Manor,
Cradock, J.E. Parker, Port Norfolk, Senior
Station). Participants will be required to
present their membership card each time
they use one of the recreation centers. The
membership will grant adults and seniors
access to the gymnasium, game room, fitness
center and other adult programs (excluding
adult classes). Youth membership will grant
access to all youth programs including: homework assistance, active games, arts and crafts,
sports, special events, and much more

Kayak Tours of Paradise Creek!
Join us for a guided tour of Paradise Creek Nature Park’s 11-acre wetland
and Paradise Creek during a guided tour led by local outfitter Adventure
Kayak Tours. Learn about the history of the park and river, wildlife supported
by this vulnerable habitat, and more! First paddler to sign up earns a

Turtle Time with Garland Butler and Creek Critters with
Dr. Jessica Thompson
Saturday, May 6: 10:30am-2pm~ Join us for two great wildlife programs
in the same day. Start at our pavilion that day where Churchland’s own
‘Turtle Man,’ Garland Butler will be joined by his box turtles for an educational program about these half-shelled creatures. This is a great way to
get up close with some of Hoffler Creek’s favorite residents.
Then head to our Oyster Pier where Dr. Jessica Thompson, a biologist
from Christopher Newport University, will open up habitat cubes from
the creek. She will help us explore the little critters that support the
diverse ecosystem of our salt marsh! Participants can expect to see
blue crabs, sea squirts, snails, fish, shrimp, worms, and other aquatic
creatures usually out of sight. Don’t miss your chance to catch some
of the most elusive critters in Hoffler Creek!

Spring/Summer Early Bird Walk
Saturday, May 13, June 10, August 12: 8am-10am ~ Take a stroll
around Lake Ballard and beyond with local birding experts to identify birds
in the area by sight and sound before the preserve opens to the public.
Bring binoculars or spotting scope for best viewing. Gates will open at
7:30 a.m. and check-in will occur at Hoffler Creek’s Headquarters before
the walk. Late arrivals cannot be accommodated. Gates close at 8:10 a.m.
This walk is free but a small donation is encouraged to help us continue
providing similar programming.
Volunteer Work Day

present the saga of the ship and her local
