Underthe Bushadministration, abstinence-onlyprograms have expandedrapidly.While$170 millionin federalfunds have been slated for FY2005, PresidentBushhas allocatedan additional education $39 millionforabstinence-until-married programs,bringingthe total requestfor FY2006 to $205.5 million.Thisrepresentsa 50 percentincreaseinfundingsince 2004 ("NewStudies"2005;Yoder2005). Despitethe decliningteen pregnancyratesduringthe 1990s,34 percentof teenage girls get pregnantat least once beforethey reachage 20, resultingin morethan850,000teen of whichareunintended. Whatcriticsare questioningis how abstinence-until-marriage programscame to masqueradeas educationin publicschools.
