ELECTRICITY TARIFF REVISION FOR THE PERIOD 1 OCTOBER TO 31
DECEMBER 2012
1. For the period from 1 Oct to 31 Dec 2012, electricity tariffs will decrease by an
average of 2.9%. This follows the drop in tariffs by 2.5% for the quarter from 1 Jul to 30
Sep 2012. The tariff reduction is due to lower power generation costs arising mainly
from lower natural gas prices. Over the last three months (1 Jul to 15 Sep 2012), the
average fuel oil price dropped by 4.5% from S$130.10 per barrel to S$124.19 per barrel.
This resulted in natural gas prices also falling by 4.5%, as the price of natural gas in
Asia is pegged to fuel oil price.

The electricity tariff for households will decrease by 2.9% (or 0.81 cents per kWh)
from 28.08 cents per kWh to 27.27 cents per kWh. The average monthly electricity bill
for families living in four-room HDB flats will decrease by $3.24. (please see Appendix 4
for the average reduction for different household types)

SP Services reviews the electricity tariffs quarterly, based on guidelines set by
the Energy Market Authority (EMA), the electricity industry regulator. The latest tariffs in
Appendix 1 have been approved by the EMA.

Breakdown of Electricity Tariff
1. The electricity tariff consists of the following four components:
a)
Energy cost (paid to the generation companies): This will decrease by
0.81 cents per kWh from 23.03 cents per kWh to 22.22 cents per kWh in Q4
2012. This component is adjusted quarterly to reflect changes in the cost of
power generation.
b)
Network cost (paid to SP PowerAssets): Remains unchanged at 4.78
cents per kWh. This fee is reviewed annually and was last reduced by 2.8% in
April 2011.
c)
Market Support Services Fee (paid to SP Services): Remains unchanged
at 0.22 cents per kWh. This fee is reviewed annually and has been reduced by
21% since July 2009.
d)
Market Administration and Power System Operation Fee (paid to Energy
Market Company and Power System Operator): Remains unchanged at 0.05
cents per kWh. This fee is reviewed annually to recover the costs of operating
the electricity wholesale market and power system.
