Leslie A. Stemmons Elementary School
Traffic Management Plan
Introduction:
Leslie A. Stemmons Elementary School was constructed at its present location in
the late 1960’s. The facilities have been expanded throughout the years. The
school has approximately 730 students in 36 homeroom classrooms. At this time
the District is proposing to construct a new two-story classroom addition in order
to eliminate the need for modular classrooms. The number of students will
remain the same.
Overview:
Blair is presently served by four buses. The school day is from 7:55 a.m. to 3:00
p.m. Classes begin at 8:00 a.m. Buses arrive between 7:30 and 7:55 a.m.
The Site:
The school is surrounded on all four sides by streets, including Knoxville Street,
Larkhill Drive, Wyoming Street and Forrestal Drive, a further description of the
surrounding streets follows. Three of the adjacent streets have a minimum of 56
feet of right of way and at least 36 feet of pavement. The pavement width allows
either queuing or parking in the outside lanes and a free travel lane. Knoxville
has a School Zone and there are Stop signs at Larkhill and Wyoming with their
intersection with Knoxville. The pavement width on Forrestal, behind the school
is approximately 20 feet in width and does not allow queuing or parking.

approximately 50% of the remaining students walk to the campus, with a large
percentage of those being assisted by a parent or other caregiver. Taking into
account the number of students arriving by bus (160 students) and approximately
50% of the remaining, (340 students) arriving as pedestrians, leaves
approximately 500 students using parent drop off/pick up

pick up/drop-off loops
According to the above chart the remaining student population would require a
stacking length of a maximum of 1,200 feet.
The school district in conjunction with the Department of Public
Works/Transportation has developed a system of No Parking and Bus Zones on
the streets in order to accommodate the pick-up and drop-off of students.
The school is surrounded on four sides by existing streets. The four buses that
serve the school currently queue along the front of the school on Knoxville in an
area designated as a Bus Zone to allow pick up and drop off of students riding
the bus. Knoxville also has an existing School Zone from north of Larkhill to
south of Wyoming in front of the school. Three are two cross walks in front of the
school at Silversprings Drive which are manned with crossing guards in the
morning and afternoon. Vehicles traveling south on Knoxville are prohibited from
turning left (east bound) onto Silversprings during the morning and afternoon
peak school times. This facilitates the movement of traffic on Knoxville and
eliminates conflict points with the two crosswalks. The three streets with wide
pavement width, 36 feet or greater, are striped for four travel lanes. This extra
width and striping allows queuing on the outside lanes with two thru travel lanes.
There is more than adequate queuing on the adjacent streets and the District is
not proposing any change to the existing queue patterns for the school.
