Minutes of a meeting of the Board of Commissioners of the Mokena Community Park District
held on the 24th day of February 2015 at 6:00 p.m. at The Oaks Recreation and Fitness Center,
10847 LaPorte Road, Mokena, IL 60448.

CALL TO ORDER
President Bagdon called the meeting to order at 6:00 p.m.
ROLL CALL
President Bagdon requested that Jim Romanek call the roll.
PRESENT: President Dennis Bagdon; Commissioners Steve Curran, Jim Richmond, Kevin
Brogan, Mike Bartos, and George McJimpsey; Steve Kirschsieper joined the meeting at
6:03 p.m. Jim Romanek, Executive Director; Patti Parli, Supt. of Finance/HR; Jim Van Gennep,
Supt. of Parks/Facilities; Rachel Bauer, Facility Manager, The Oaks Recreation & Fitness
Center; Mary Beth Windberg, Supt. of Recreation; and Gina Madden, Legal Counsel.

Mary Beth Windberg read the announcements.
Hip Hop Hooray! Our huggable, loveable bunny is bound to please children and adults
alike at our Annual Bunny Brunch. Come join the bunny at Aurelio's Restaurant, 9901
W. Lincoln Hwy., Frankfort. A buffet lunch of pizza, mostaccioli, salad, garlic bread, and
soda is sure to make every bunny's whiskers twitch. $12R/$14NR per person includes
lunch, entertainment, face painting and a special gift. (Children under 2 are free but do
not receive lunch or gift.) All attendees, regardless of age, must be pre-registered, and
under age 8 must be accompanied by an adult. There are no refunds for this event.
G2 Volleyball Club and the Park District are teaming up to conduct an instructional
volleyball league focusing on the basic skills for the beginning and novice youth
players, 1st - 4th Grade. The program focuses on maximum ball touches and
participation for the player, both of which are instrumental for player development. This
program consists of eight professional training sessions with the G2VBC staff and
games on Saturdays.

Registration deadline is Wednesday, February 25, 2015. G2VBC training sessions are
on Wednesday evenings (5:00-6:00 p.m.). Players are placed onto teams by Park
District staff and coached (on game days) by volunteer parents. Each team is
guaranteed to play 8 games. Games are played on Saturdays (9:00 a.m.) at The Oaks
Recreation & Fitness Center. Fee of $85 for residents includes jersey.
Come to Sunrise Power Hour on Tuesdays and Thursdays from 7:00-8:00 a.m., and
improve your fitness level while working on sports agility training, plyometrics, explosive
power drills and basic interval training all-in-one packed calorie burning total conditioning
class! Session includes being measured at the beginning and at the end of the eight
weeks for overall body fat reduction and improved cardiovascular endurance. This class
is suitable for individuals who have been exercising on a consistent basis who are at
least an intermediate level of fitness with no current injuries or major health concerns.

IV. STAFF REPORTS
President Bagdon noted that the BOC had all reports over the past several days to review
and asked if anyone had any questions or comments on each one.
A. Executive Director Report
Commissioner Richmond asked why Olivieri was conducting the bid process for the
Archaeological Study of Yunker Farm. Director Romanek said that it would fall under the
engineering of the project. He also noted that it was suggested to get a survey of the
land to locate any of the drain tiles that would be in the scope of the project.
Mr. Romanek had no comments or questions for the BOC.
B. Supt. of Parks/Facilities
Commissioner Bartos asked for additional information on the quotes for the backup
generator for the administration building. Mr. Van Gennep had no comments or
questions for the BOC.
C. Supt. of Recreation
Commissioner Richmond asked Mrs. Windberg if a survey was conducted on referees
similar to the one done for coaches. She will check with Duane Smith. It was noted that
he does receive feedback on the referees and does act on it. Mary Beth had no
questions or comments for the BOC.
D. Supt. of Finance/Human Resources
There were no questions or comments for Mrs. Parli, and she had no comments or
questions for the BOC.
E. Facility Manager
There were no questions for Rachel Bauer. Rachel commented that there were 111 new
memberships in January, which was an increase of 11 over January of 2014.

V. ATTORNEY’S REPORT
Gina Madden told the BOC that she has been working on language changes to the
current Affiliates Contracts. One suggestion was to change the title of the contract to
“Community User Contract”, or something similar. She will work with Jim Romanek to
update the form contract from PDRMA. The goal is uniformity, conformity with other
Park Districts, eliminating any discriminatory language, and avoiding the possibility of the
suggestion of favoritism. Waiver language needs to be broader to include a code of
conduct, and she also suggested that it be signed by parents and guardians of the
participants. Once the draft document is ready, the BOC will discuss at a Workshop
Meeting.

1. Yunker Farm Improvements/The Oaks Expansion
Jim Romanek proposed to add some additional community garden lots to the Yunker
Farm Improvements. A discussion of how many additional lots, possible fees, and
deposits was held. The consensus was reached to not add lots at this time.
Commissioner Brogan made a motion to approve the schematic plan for
improvements to the Yunker Farm and approve Scheme 3 for the expansion of
The Oaks Recreation and Fitness Center as they were presented.
Commissioner McJimpsey seconded the motion.

Required bid documentation including references, Certificate of Compliance, Illinois
Human Rights Act on Sexual Harassment, Drug-Free Workplace Act, Equal
Employment Opportunity, and 5% bid security were received. A short discussion
was held.
Commissioner McJimpsey made a motion to award the contract for the
provision of turf cutting services for the years 2015 and 2017 to Mid America
Tree & Landscape in the amount of $68,768, and for the year 2016 in the
amount of $71,148, which includes mowing of the Grasmere Linear Strip.
Commissioner Bartos seconded the motion.

3. IAPD Board Member Code of Conduct
Copies of IAPD documents regarding Board Member Code of Conduct were included
in the BOC’s binders. A discussion was held, and the item was tabled until a future
meeting.
4. Mokena Youth Athletic Association Agreement
President Bagdon reminded the Commissioners that a copy of the Agreement signed
on February 12, 2015 was included in the BOC’s binders.

VIII. COMMISSIONERS’ COMMENTS
Commissioner Brogan noted that if the cost of the additional lots for the community garden
is within the budget, it would be a great thing for the community. He is glad that it will be
discussed at a workshop. He also noted that next weekend is the Business Expo to be held
at The Oaks.
Commission Richmond said that several residents have again approached him to express
their pleasure that MCPD installed the Ice Rink. It is being enjoyed immensely.
Commissioner McJimpsey once again thanked all of the staff on the wonderful jobs that they
do.
EXECUTIVE SESSION
A. Meeting to Review the January 27th and February 10th 2015 Executive Minutes,
Personnel, Property and Potential Claims and/or Litigation.
Commissioner McJimpsey made a motion to go into Executive Session at
7:22 p.m. for the purpose of reviewing Executive Minutes of January 27, 2015 and
February 10, 2015 Executive Sessions, Personnel, Property, and Litigation.
Commissioner Brogan seconded the motion. All in favor voted “AYE”.

PUBLIC ANNOUNCEMENT
The next meeting of the Mokena Community Park District will be a Regular meeting to be held
on Tuesday, March 24, 2015, at 6:00 p.m. at The Oaks Recreation and Fitness Center, 10847
LaPorte Road, Mokena, IL 60448.

Commissioner Brogan made a motion to adjourn the Regular Meeting at 7:32 p.m.
