International Champions Cup
In these Rules those words and expressions defined in the document shall have the
meanings ascribed to them herein.

The Event
1.1
The Event shall be called :
“2016 International Champions Cup”
1.2
The Event will take place in the Host Venues from Saturday 23rd July to
Saturday 13th August 2016 (“Event Period”).
Management
The Management Committee will have control over all operational and onfield/football matters working in conjunction with the relevant National
Associations of the Host Venue in relation to the Event in accordance with these
Rules.

Rules
3.1
Matches shall be played in accordance with The Laws of the Game as set
by FIFA and these Rules.
3.2
These Rules shall be binding on all Participating Clubs.
Compliance with Instructions
All players, officials, directors and employees of any Participating Club shall
comply with any lawful instruction given to them by a Match Official officiating at
a Match.
Management Committee due dates for materials requested from the teams will
be adhered to. Listed due dates for documents are:
June 17, 2016 – FIFA Authorization to Compete Document
June 17, 2016 – Preliminary Team Technical Staff and Player Roster
June 30, 2016 – Rule Review Acknowledgement Document
June 30, 2016 – Final Team Technical Staff and Player Roster

Event Format
5.1
The Event shall be a single table format guaranteeing each team three (3)
games taking place in multiple venues across North America and Europe.
The Matches shall be scheduled during the period set out in Rule 1.2
above. Scoring system will be as follows: 3 points for a win, 2 points for a
Penalty Kick Win, 1 point for a Penalty Kick Loss and 0 points for a loss.

The Management Committee shall determine all arrangements for the
Matches in accordance with these Rules. The above Match dates shall not
be subject to any change without the prior written consent of the Club and
will not to be unreasonably withheld or delayed. An Acknowledgement of
the Rules document shall be signed and returned when specified.

Participating Clubs
6.1
The Event shall consist of the following A level professional Clubs (subject
to each Club having obtained the relevant consent from their respective
National Football Associations):

FC Bayern Munich – German Bundesliga
Chelsea FC – English Premier League
Celtic FC– Scottish Premier League
FC Barcelona – Spanish La Liga
FC Internazionale Milano – Italian Serie A
Liverpool FC – English Premier League
Leicester City FC – English Premier League
Paris Saint-Germain – French Ligue 1
Real Madrid CF – Spanish La Liga
Players
7.1
Each Participating Club shall play to its full available playing strength in all
Matches in the reasonable judgement of the Club Manager.
7.2
A list of not more than thirty (30) players in the Club's squad for the Event
shall be submitted to the Management Committee. Any changes to this
list of players may only be made with the prior consent of the Management
Committee or for one of the Permitted Reasons set out below. For the
purposes of this Rule, the "Permitted Reasons" allowing a player to be
added to or removed from such list are:
(i)
the retirement or bereavement of a player: or
(ii)
the injury or illness of a player which has been diagnosed and
certified in writing by a Club doctor; or
(iii)
a player being selected for or having to play in another football
match for his national football team on a FIFA approved
international date at a time and location which conflicts with his
ability to play in the Event; or
(iv)
a player leaving the Club at any time prior to or during the Event
due to his transfer to another football club during the Summer 2016
transfer window; or
(v)
the marriage of a player, the expected birth of his child or the
serious illness or bereavement of the player’s partner, spouse or
child or any immediate relative; or

(vi)
a player is subject to a playing ban or disciplinary sanction issued
by the Club, any regulatory or other applicable body or authority; or
(vii)
the Club secures the registration of a new player from another club
and such player joins the club as a member of the first team squad
.
Players shall only be selected from those registered with the Participating
Club by its National Association.
Stadium
8.1
Each Match shall be played at the Stadiums listed in 5.2.
8.2
The Stadiums shall have trained emergency medical staff at each of the
stadiums listed in 5.2.
Field
The field must measure one hundred and five (105) meters in length by sixty
eight (68) meters in breadth exactly, unless for technical reasons of a
construction related nature it is impossible to achieve the required dimensions, in
which case the pitch shall be a minimum of one hundred (100) metres to a
maximum one hundred and five (105) metres in length by a minimum sixty four
(64) metres to maximum sixty eight (68) metres in breadth. The Management
Committee shall use its reasonable efforts to ensure that the playing surface of
the field must be of no worse standard than the field of an “A” level professional
club from the respective National Associations of the Participants of this Event
that play on natural grass, and must be maintained in such condition throughout
the Event.

Tournament Training Facilities
9.1
The training facilities will be secured by the Management Committee for
the tournament and be allocated for team use exclusively. In-Stadium
training times and locations will be assigned and will not be
exclusive to one team.

11
Duration of Play
With respect to each Match:

11.1
the duration shall be ninety (90) minutes;
11.2
the half-time interval shall be fifteen (15) minutes;
11.3
both teams shall be in the tunnel nine (7) minutes before kick-off and shall
enter the field of play together seven (5) minutes prior to the kick-off along
with the Match Officials; Failure to be ready for field entry procession will
result in a team fine to be determined by the management committee.
11.4
if the match is tied at the end of regulation (90 minutes), the match will be
decided by a penalty kick shoot-out in accordance with the rules of FIFA.
Team Sheets
At least seventy five (75) minutes before the kick-off time of any Match, each
Participating Club shall hand to the Match Commissioner, which will be given to
the other Participating Club, Referee and the media, a team sheet in the form
required by the Management Committee.

Kick-off
Matches will kick-off in accordance with schedule set forth in 5.2 and TV
schedule. The Management Committee will consult with the Participating Clubs
prior to scheduling the kick-off of Matches outside these times.

Technical Area
Either the Club Manager or an assistant coach of any Participating Club may
convey tactical instructions to the players of that Participating Club during a
Match from the edge of the technical area, returning to the trainer’s bench
thereafter.
15
Trainer's Bench
15.1 A suitable designated area alongside the pitch used for any Match shall be
made available with respect to each Participating Club for the sole use of
substitute players and a maximum of ten (10) officials whose names
appear on the team sheet.
15.2 Any player who is dismissed from the field of play shall proceed
immediately to the dressing room and shall not occupy the trainer’s bench.

16
Substitutes
Not more than Thirty (30) players shall be included on the team sheet for any
Match (subject only to pre-existing disciplinary proceedings) consisting of eleven
(11) selected players and nineteen (19) eligible bench players of which eleven
(11) substitutes may be used at any time during the Match. At the discretion of
the referee a 12th substitute may be allowed. Substitutions will be allowed a
maximum of three times during the match. Substitutions made at halftime will be
counted against the three allowed opportunities. Subject to the conditions set out
in Law 3 of the Laws of the Game.

Official Ball
In all Matches and open training sessions, Participating Clubs shall only use the
Under Armour Desafio, the official tournament ball.
18
Registration of Uniforms
18.1
The Club shall register first, second, and third choice colours (shirts,
shorts, stockings) as registered for their 2016/17 domestic league season.
18.2
The Management Committee, at the discretion and consultation with the
club secretaries, shall determine which uniforms shall be worn for each
match.
18.3
The goalkeeper’s jersey must be distinguished from that of other players
of any Participating Club taking part in a Match, including the other
goalkeeper.
18.4
When playing in the Event each player shall wear a shirt on the back of
which shall be prominently displayed his shirt number and above that his
name. The player’s shirt number shall also appear on the front of the left
leg of his shorts.
18.5
Each Participating Club who will be participating in a match in Europe as
part of the 2016 Event shall provide to the Match Commissioner, upon
arrival to the stadium for their match, eleven (11) player escort replica
team kits (to include short, sock and shirt) for use at that match; Clubs will
not need to provide player mascot replica team kits for matches taking
place in North America.

19
Pre and Post Match Procedures
Prior to the commencement of a Match at which a referee has been appointed to
officiate, the referee of that Match shall:
19.1
together with the other Match Officials arrive at the ground not less than
ninety (90) minutes before the kick-off time;
19.2
decide on the condition of the field for the playing of the Match and:
19.2.1
19.2.2
if the referee considers it to be unfit, instruct that the Match be
abandoned or that the kick-off be delayed while the Management
Committee shall attempt to improve the quality of the field to
make it fit for playing the Match; if the field shall still be unfit after
such period, the referee shall abandon the Match; or
if the referee considers it to be necessary, instruct that the field
be re-marked;
19.3 receive the team sheets of the Participating Clubs in accordance with Rule
12;
19.4
check and approve any football to be used in the Match;
19.5
ensure that the players’ uniform complies with the provisions of Rule 18;
and
19.6
decide the position of assistant referees for the kick-off and their direction
of patrol and ensure that each carries a flag; and
19.7
manage the cooling break if determined pre match to be implemented for
that game – procedure to be supplied under separate document.
At the conclusion of each Match the following activities shall take place
either on the field or in the tunnel area:

An award to the Man of the Match; An award for the Most Valuable Player
in the tournament to be selected by the press following the conclusion of
the tournament.
19.8
post Match interviews with the Manager or another senior member of the
Club's coaching team and a player that has participated, and actually
played, in the Match; and
Appointment of Match Officials
Registered FIFA referees and assistant referees shall be appointed by the Host
Associations – United States Soccer Federation and European FAs – through the
Management Committee for each Match

21
Rules binding on Match Officials
Match Officials shall be bound by and shall comply with:
21.1
the Laws of the Game; and
21.2
these Rules.

Abandonment
If for any reason during the Match the referee deems it necessary to withdraw the
players from the field, the decision to abandon the Match will be made jointly by
and between the referee and the Management Committee. The Management
Committee in consultation with the referee, at its sole discretion, may deem that
sufficient time had been played and the result at the time of abandonment will be
the final result.

Reporting of Results
The referee in each relevant Match shall be responsible for notifying the Host
Association – United States Soccer Federation and European FAs - of the result
of that Match at its conclusion.

Fees and Expenses
The United States Soccer Federation and European FAs shall decide the fees
and expenses of the Match Officials. No Participating Club or official director,
officer or employee of any Participating Club or employee of any organization
represented on the Management Committee shall either directly or indirectly
make or offer to make any payment to or confer or offer to confer any benefit
upon any Match Official.

Grievance Procedure
25.1
All questions of eligibility, qualification of players or interpretation of Rules
relating to on field play shall be considered by the Management
Committee. No objection relative to the dimensions of the field or other
appurtenances thereon with respect to any Match shall be considered by
the Management Committee unless a protest is lodged with the referee
before the commencement of the Match in question.
25.2
All protests and complaints in relation to any particular Match shall be
made in writing to the Management Committee and must be received
within 60 minutes of the completion of the said Match, failing to comply
with said protests or complaint shall not be considered by the
Management Committee.

Discipline
26.1
The Management Committee shall deal with any disciplinary matters
involving players and/or officials, directors, officers and employees of any
Participating Club arising at Matches and it shall be the responsibility of
the referees with respect to any Match to provide a written report on all
disciplinary matters coming to his attention in the course of that Match.
26.2
No cautions or sending offs will carry forward into other competitive
matches outside of this Event. Send offs for violent conduct or serious foul
play during this Event will be carried into the next Match played by the
Club in this Event only.
Insurance
27.1
The Club shall procure its own travel insurance policy with respect to its
participation in the Event.
27.2
The Organizers warrant and undertake that there shall be in full force and
effect, at all times during the Event Period, such liability insurance as
would be required of a reasonable and prudent host of an event in the
nature of the Event. The Organizers shall procure that written evidence of
such policy being in full force and effect is made available to the Club
upon request.
