Introduction:
Severn Associates, LLC, provides turnkey construction service solutions for commercial,
industrial, retail, institutional and residential clients. Severn Associates has performed
Tenant Improvements, Deferred Maintenance, Repairs, and Replacements, for a host of
clients in Maryland, Virginia, The District of Columbia, and Delaware.
The company provides scheduling and project supervision, quality control, project safety
implementation as well as craftsmen skilled in demolition, construction of footings and
foundations, framing, MEP, drywall, trim carpentry, painting and wall covering, flooring,
glazing, and acoustic ceilings. Severn Associates has a data and electrical division in
house, and ready access to skilled plumbing mechanics and roofing and siding installers.
Severn Associates’ list of clients includes: The Smithsonian Institution, the National Park
Service, Naval Facilities Engineering Command (NAVFAC) at the U.S. Naval Academy,
Picerne Military Construction at the U.S. Military Installation at Fort Meade, U.S. Census

Severn Associates is proud to have completed recent “green” projects for the Smithsonian
Environmental Research Center (SERC), which utilized pervious concrete in sidewalks
and parking areas. Pervious concrete is a new environmentally friendly technology that
allows rainwater and runoff to re-enter the water table instead of draining in the
Chesapeake Bay and its’ tributaries. We have also recently completed an 800ft eco
friendly raised walkway for the Smithsonian, and Historic Annapolis’ first LEED
Specified commercial design and remodel.
Severn Associates is a Registered Maryland Home Builder, a U. S. Small Business
Administration 8(a) participant, and a registered Maryland MBE/DBE General
Contractor.
Mr. Morris (Mo) Lewis, the company’s majority owner, has more than two decades of
experience in construction and development, both as owner/operator of construction and
development oriented companies, and as Director of Construction and Development for a
nationally recognized Restaurateur. Projects under Mr. Lewis supervision have ranged
from $5K, to a five-city restaurant initiative totaling more than $8.5M.

Mr. Todd Hirsch, minority owner, has over 15 years of business experience, including
more that a dozen years in telecommunications, managing network installations, across
the U.S.
Severn Associates is a minority business enterprise with certification under the Small
Business Administration 8(a) Program. Severn Associates is also certified as MBE/DBE
by the Department of Transportation for the State of Maryland and registered as a
Maryland Home Builder by the State of Maryland Office of the Attorney General.
Severn Associates has been awarded and is performing construction services under both
an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, and a Job Order Contract with
the Smithsonian Institution. The construction services performed under this contract

Severn Associates is currently performing plumbing, mechanical, carpentry, flooring,
painting, road repair, pool repair, major building renovations, data, low and medium
voltage electrical, and demolition for NAVFAC at the United States Naval Academy in
Annapolis, Maryland.
Severn Associates completed work for the National Park Service at Kenilworth Park in
the District of Columbia. The work consisted of design and engineering of a new
structural steel footbridge, demolishing the old footbridge and installing the new
footbridge.
Severn is currently underway with a $3M demolition and power distribution (medium
voltage) project, Contract N40080-09-C-0513, for NAVFAC.
Severn is currently underway with $3M in repairs at the National Zoo in Washington,
D.C., under Contract NF09CC00287 and 1.5M in repairs to The Freir Gallery also in
Washington, DC.

Severn is also underway with the replacement of the entire audio system at Alumni Hall
Arena at USNA in Annapolis, MD.
We seek to increase our presence as a construction management firm, as well as a general
contractor, and specialty subcontractor, with a large data and electrical practice.
Project Management Experience:
Mo Lewis cut teeth in one of the most pressure intensive project management arenas,
constructing fast food restaurants. While working for a nationally recognized
restaurantor, Mo was responsible for all phases of the erection of 14 Burger King
restaurants in a period of 27 months. The restaurants were not only built on a tight time
table, they were constructed in economically challenged areas.
Mo also has extensive experience in managing all aspects in the construction of high end
homes. Severn Associates has constructed many homes, some of which have sold for
more than $2.5M. Building high end homes requires coordination of subcontractors for
each phase of work as well as painstaking attention to detail.
Todd Hirsch got his start in bringing telecommunications products to market for some of
the largest phone companies in the world. These product development efforts required
the management of a multitude of organizations including sales, operations, and
accounting in order to successfully bring competitive products to market.
Todd also has experience in building wireless networks. In the late 1990’s, Todd was
tasked with building and managing high speed wireless networks. In a 2 year period,
Todd managed the erection of networks in 5 cities.
Severn Associates uses the latest Project Management tools to manage it’s projects. Our
Project Managers and Field Supervisors have extensive training with the latest Project
Scheduling Tools, and certifications that include Army Corp of Engineers Quality
Control, OSHA 30 Hr. Safety Training, and Red Cross First Aid and CPR Training.
Corporate Structure:
Severn Associates is structured to take advantage of each individual’s strengths. Mo
Lewis uses his extensive experience to act as the company’s general manager and head of
field operations, including, selection and management of architects, engineers, permit
expediters, subcontractors, and project managers.
Todd Hirsch runs the back office systems including material procurement, invoicing,
accounts payable, accounts receivable, bonding, insurance, and all finance related
activities including payroll and certified payrolls.
