A Message from the Chancellor
As Chancellor of Charles Darwin University it is an honour and a privilege to congratulate
the graduands of 2010.
Based on 50 years of education tradition, Charles Darwin University was formed through
the merger of the Northern Territory University, Centralian College, the Northern Territory
Rural College and the Menzies School of Health Research. This state of the art institution
has grown into a place of learning for an increasing number of Territorians and people from
across our nation and the world.
Charles Darwin University offers a fresh approach to education, with a wide range of study
options, excellent standards of teaching and an engaging learning environment. This is a
university that aims to inspire its students to acquire the skills and knowledge to change
their world for their own good and the good of the community.
As well as being a celebration of knowledge, graduation ceremonies allow students to
share their pride and satisfaction in achieving their goals with their family, friends, and the
University staff who have supported and encouraged them throughout their studies.
Graduation should not be a farewell to Charles Darwin University. We look forward to
welcoming back graduates as members of the Alumni or through continuing formal studies
and to the many symposia, lectures, concerts and events held at the University each year.
Congratulations again to the graduates of 2010. We have no doubt we will be hearing of

This is a very important evening in your life as you graduate from Charles Darwin University.
You will have grown in knowledge and understanding during your time as a student at the
University and, by making the most of your university experiences will make a difference not
only to your own future and that of your family but importantly to the Northern Territory and
the community in which you live and work.
You are part of a dynamic and rapidly changing world particularly in the generation of
new knowledge and innovative approaches to solving complex globally relevant problems
– ongoing change is quite simply part of life. Change also provides opportunities and
challenges that I hope you will embrace and as a result make a real contribution to the
adaptive and evolving society that we live in. Remember Charles Darwin, the namesake
of our University once said, “It is not the strongest of the species that survive, not the most
intelligent, but the one most responsive to change.”
We live in an age where information on any subject is growing at an ever-increasing rate and
technology is rapidly changing the way we live, work and enjoy ourselves. To respond to this
changing environment, and to be a successful contributor to it, you must continue to learn
and to strive to apply what you have learned to the challenges you face. I hope your time
at Charles Darwin University has given you a thirst for life long learning and that you will be
open to new ideas, and to doing things differently and for the better in the years ahead.

Thesis title: Effects of exotic pasture grasses on
biodiversity in the Mary River Catchment, Northern
Territory.
The Mary River catchment, NT, is a multiple-use
region which has significance as highly productive
pastoral land, but also for conservation values. My
research involved comprehensive field surveys of
terrestrial vertebrate fauna in the floodplain and
savanna woodland habitats within the catchment,
and provided the first quantitative evidence on the
ecological effects of two invasive exotic pasture
species (para grass and gamba grass). The key
finding of my work was that the conversion of native
vegetation to communities dominated by dense para
grass or gamba grass, is likely to lead to a substantial
loss of plant and animal biodiversity (particularly small
reptiles and birds). In order to realise conservation
goals for the region, the eradication of para grass and
gamba grass on conservation reserves, and improved
control of these exotic pastures on neighbouring land,
must become a high priority for land managers within
the Mary River catchment.
Christopher David Haynes
Thesis title: Defined by Contradiction: The Social
Construction of Joint Management in Kakadu National
Park
Kakadu has come to be regarded as one of the best
examples of a national park where management
is shared between the state and the Indigenous
people who ‘own’ the land. This now-idealised model
of joint management comprises vesting the land in
the traditional Aboriginal owners, leasing it back to
the state, an active board of management with an
Aboriginal majority, and regular consultation between
the partners – traditional owners and white officials.
I show that, whilst these conditions are technically
met, contradictory forces at many levels constantly
threaten their actual fulfilment – and that most
members of both partner groups find the experience
of joint management deeply disturbing and failing
to meet their expectations. I also show that simple
social structures and activities already in place could
be effectively boosted to relieve some of the tensions
that have developed over the three decades of the
park’s life.
William Michael Francis Ivory
Thesis title: Kunmanggur, Legend and Leadership: a
study of Indigenous leadership and succession focussing
on the northwest region of the Northern Territory of
Australia
This thesis explores how Indigenous leadership
in Australia is constructed and maintained by
undertaking a case study of the Port Keats region,
the people and its history. The thesis investigates
how Indigenous people have recast their leadership
forms in order to perceive, interpret and relate to
contemporary political, social and economic issues. It
examines and describes the way in which community
members interact with mainstream society and most
importantly, get things done, often under extremely
difficult circumstances. Detailed individual and
group accounts of lives and events, which occurred
in areas such as the pastoral industry, augment and
enhance the analysis. The adjustments made by
Indigenous people to changes in their lives since
first contact have been acted out in various forms,
including resistance and hostility, but in most cases
have occurred through constructive engagement.
The research indicates ongoing opportunities to
further understand, interact and work positively with
Indigenous community leaders.
Megan Langeveld
Thesis title: Nutrient Status in a Polluted, Tropical,
Macrotidal Environment-Buffalo Creek, Northern
Territory, Australia
Buffalo Creek, Darwin, Northern Territory, was
studied to determine the key factors influencing
nutrient cycling in wet dry tropical systems subject
to large tidal inundations and high nutrient loads
from a sewage treatment plant. Key processes were
investigated by studying nutrients in situ under a
range of tidal and seasonal conditions, exploring the
interactions between the water column, sediment and
porewater, determining nutrient release rates after
exposing sediments to intense mixing (representative
of tidal and seasonal flooding) and establishing a
chronology of nutrients in sediment using dating
techniques. This study revealed that in these wet
dry tropical, macrotidal systems it is often physical
processes (such as mixing from tide and seasonal
flooding) that play a central role in nutrient status
rather than biological processes which dominate
in temperate and subtropical estuaries. The study
found that although nutrient levels in the water
column often exceeded environmental limits, in
general nutrient levels in the sediment were typical of
unimpacted mangrove sediments.

Thesis title: Development of the Greater Sunrise Gas
Field in the Timor Sea

Thesis title: ECG and APG Signal Analysis during Exercise
in a Hot Environment
The focus of this research is the Greater Sunrise
gas-condensate field located in the Timor Sea, a
valuable natural resource that remains untapped due
to various political, economic and legal challenges. The research aims to identify the most salient
of these issues to inform policy, where possible,
to expedite future development of Australia’s
hydrocarbon endowment. The research utilises an
actors (stakeholder) and factors framework to assess
the influence of these various issues. The dynamic
and complex nature of the project environment
is highlighted, along with the imperative for legal
and fiscal certainty as a prerequisite for commercial
development. The paramount role of politics within
the politics-economics nexus is also identified, and
a collaborative government-industry approach to
policy development is recommended. In increasing
understanding about the hydrocarbon project
environment this thesis enhances the opportunity
to realise future nationally beneficial environmental,
social, and economic outcomes.
The aim of this research is to examine the effect
of heat stress on selected biological signals: the
electrocardiogram (ECG) and the acceleration
plethysmogram (APG).
ECG and APG data were collected during a heat
stress test which was carried out in a hot and humid
environment.
One of the findings is that the heart rate continued
to increase, although the exercise intensity and the
environment remained the same.
The APG showed clear shape changes during heat
stress, which were different from the abnormal
APG shapes associated with illnesses. This indicates
that the effect of heat stress is different from the
abnormalities due to the illnesses. The changes were
found to correlate with the heart rate and body core
temperature.
Although the research was still at a preliminary stage,
the biological signals mentioned above have shown
potential to be the indicators for analysing the heat
stress effect on the body.

Thesis title: The Commonwealth Government and the
Northern Territory Pastoral Industry, 1911 – 1978
Ariati Ni Wayan Pasek
Thesis title: The Journey of the Goddess Durga: India,
Java and Bali
The thesis concerns the Commonwealth
Government’s administration of the Northern
Territory’s pastoral industry from 1911 to 1978.
It argues that corporate pastoralists occupied vast
tracts of land, too large to be effectively managed.
They resisted all attempts by the Commonwealth to
resume their land, and blamed the Commonwealth
for the losses they sustained, losses which were
often caused by their own actions. Smaller, family
pastoralists likewise blamed the Commonwealth for
their misfortunes; refused to acknowledge their own
contribution to those misfortunes; and relied on the
Commonwealth for financial support to the extent
that it became a substitute for good management.
The thesis is essentially a defence of the
Commonwealth. It does not absolve the
Commonwealth from blame, as mistakes were made
during the industry’s administration; however, it
is argued that failures were as much the fault of
pastoralists and their representative associations.
This thesis examines the demonization of images
of the goddess Durga in Indonesia, viewed first as
a long-term historical process that appears to have
begun in East Java sometime during the first half of
the second millennium CE. An attempt is then made
to show how this long-term process reflected largely
in mythology may be related to the demonization
of images of women of the Indonesian Women’s
Movement (Gerwani) during the transition from
the Old Order of President Soekarno (1945-1966) to
the establishment of the New Order by Indonesia’s
second president, Suharto (1966-1998). In this view,
images of Durga and the women of Gerwani have
shared a similar fate, moving from a state of being
considered attractive and beneficial, but later being
understood as terrifying, demonic figures feared by
the community.

Thesis title: Contact Zones: Sport and Race in The
Northern Territory, 1869–1953
Birut Irena Zemits
Thesis title: ETHNO-ECO DIALOGUE: Filmmaking for
Environmental Sustainability
Sport and sports fields the world over are hotly
contested social and political terrain. Contact Zones
set out to explore the history of sport and race in the
Northern Territory to understand how and why it was,
and remains, an active and powerful social agent and
an important barometer of changing values.
The study drew upon and analysed diverse sources,
challenging the conventional White history,
challenging myths, interrogating the social memory,
and highlighting dialectical contradictions.
Contact Zones concludes that the obstacles of
poverty, oppression, bigotry and discrimination
that confronted non-White participation in sport
throughout Australia were not different in the
Northern Territory but that the social, political
and physical environment meant that they were
more extreme and prolonged. At the heart of this
history from sporting exclusion and segregation to
integration and liberation for the Territory’s non-White
sportsmen and women is the struggle for human
rights and recognition
This visual arts research project explores how different
styles of documentary film can extend dialogue
about our identity in natural places. It also examines
how this identity links to actions for environmental
sustainability, considering diverse cultural views.
Interviews, visually interpreted surveys, documented
events and short films from filmmaking workshops
with international and local participants, provided
the content for two main films. The first film, ‘There
we Were, Here we Are’, is bilingual in English and
Latvian and explores cultural and generational shifts
in affinity to natural places. The second film, ‘Sharing
Vision’ depicts many actions people have taken to
promote environmental sustainability in Darwin
from 2008-2009. The written exegesis provides an
explanation of theory and methods used in research
alongside a discussion of the way films can be used to
promote actions on a local and global level.
Kayli Janine Wild
Thesis title: Maternity waiting homes and the shaping of
maternal health policy in Timor-Leste
This research used maternity waiting homes as a
case study to examine the factors that influenced
the development of maternal health policy and
use of maternity services in Timor-Leste. Drawing
on the anthropology of policy, 124 interviews were
conducted with policy-makers, health workers,
women and families in 2006-2007. An analysis of the
policy process revealed complex power relationships
favoured the role of national elites when setting the
policy agenda. Despite strong national leadership,
maternity waiting homes were transformed during
implementation indicating ‘street level bureaucrats’
such as health managers and midwives had more
control over implementation than expected. An
alternative model of policy is presented, one which
frames implementation as a process of adaptation.
This model illustrates the importance of considering
women’s needs and health system capacity when
developing interventions. It advocates for the
participation of street level bureaucrats and rural
women in setting a rural health policy agenda.

Australian Federation of University Women Inc
Northern Territory
The Australian Federation of University Women (Northern Territory) Inc (AFUW-NT) provided
assistance in gowning for the Graduation ceremony this evening.
This is a fund-raising activity providing scholarships for Northern Territory, and now East
Timorese, women students. We offer three $1000 scholarships annually in the Northern
Territory – one each to an undergraduate, a postgraduate and one identified for an Indigenous
woman student. Three scholarships are offered to women studying at the Universidade
Nacional Timor Leste, Dili. For images of presentation ceremonies in Darwin and Dili, please

The AFUW NT Scholarships are offered in association with the CDU Foundation.
AFUW-NT is a member of the Federal Council of the Australian Federation of Graduate Women
Inc (AFGW Inc). AFGW Inc joined the International Federation of University Women (IFUW)
in 1924. IFUW has NGO status with the United Nations, and is a voice for graduate women,
promoting the advancement of women worldwide and their equal opportunity through
initiatives in education, welfare, friendship, the environment and peace.
Membership in AFGW Inc is open to all women who hold an undergraduate degree or its
equivalent from a University anywhere in the world. Employment in a University or any other
location is not a requirement.
AFGW Inc administers some $400,000 in scholarship funds nationally, and has Standing
Committees on education, youth, international issues, the environment and peace. AFGW Inc
is a member of the Women’s Alliances established by the Federal Government to advise on
women’s perspectives on rural, economic, human rights and health issues.
