The Common Metrics Initiative Goals • Work more effectively as a network to generate better results together than hubs can do individually. • Implement a set of Common Metrics that the PIs and NCATS will use for hub and consortium strategic management and to define and gauge the impact of the CTSA Program. • Balance operating as a unified network with enabling hubs to be individually innovative. • Approach this process as an experiment so we can learn how to improve the usefulness of the Common Metrics for increasing the impact of the CTSA Program. Development of the Common Metrics PI and evaluator groups identified common functions across hubs customers served desired impact of those functions on customers Working groups included Workforce Development Resources and Services Collective Impact of a Hub CTSA consortium 2.0 For additional information about metric development visit https://ctsacentral.org/wp-content/uploads/CTSA-Common-Metrics-Booklet-12-16-2015.pdf The First Set of Metrics – DRAFT • IRB Duration - the median number of calendar days from the official IRB application receipt date to the official date of IRB final approval granted for all protocols from the CTSA primary institution (hub). • Pilot Funding Publications and Grants - number and percent of research projects that used any hub pilot funding that resulted in additional funding or in a publication. • Sustainable Careers - the percent of graduates of TL1 and KL2 programs, respectively, who are currently engaged in research. • *Study Start Up - the median number of calendar days from the official IRB final approval granted for all protocols from the CTSA primary institution (hub) to the enrollment of the first study subject. Results-Based Accountability™ (“RBA”) is an approach to decision-making used to collaboratively develop and implement strategies that will produce measurable impact for customers and communities. Building your Implementation Team • Project Leader - strong project management skills, will be primary contact (attends RBA training) • Project Champion – ensures everyone is on board • Metric Data Collector – oversees the collection of metric data (attends CM trainings) • Metric Topic Expert – involved in making management or operational decisions intended to improve the metric (attends RBA training) Hub Implementation Team Activities • Select first metric to use during training • Gather your team and clarify roles and timeline • Participate in training, coaching and learning collaborative sessions • Collect metric data • Develop RBA plan to “Turn the Curve” – Milestone • Begin collecting remainder of metrics (12 weeks from start of training) • Disseminate RBA to others at hub Timeline Detailed Training Calendar – Group 1 • PI Training – Option 1 – (June 21st, 2016 10:30am – 11:30am) • RBA Training – Module 1 – (June 22nd, 2016 1pm – 3pm) • RBA Training – Module 2 – (June 29th, 2016 1pm – 3pm) • PI Training – Option 2 – (July 12th, 2016 1:00pm – 2:00pm) • RBA Training – Module 3 – (July 13th, 2016 1pm – 3pm) • Final Webinar (Full Hub Team) – (July 14th, 2016 2pm – 3pm) • Proposal for a potential launch per site (trained teams disseminate with PI’s and colleagues at hub, inviting Tufts CTSI trainers for Q&A) Scorecard Software • Cloud-based software designed to facilitate use of the Results Based Accountability framework in the management and improvement of programs and services.
