The Common Metrics Initiative
A strategy the CTSA Program is using to help achieve
innovations in research translation
and workforce development that will get
more and better treatments and cures
to more patients faster and at less cost.
The Common Metrics Initiative Goals
• Work more effectively as a network to generate better results together than hubs
can do individually.
• Implement a set of Common Metrics that the PIs and NCATS will use for hub and
consortium strategic management and to define and gauge the impact of the
CTSA Program.
• Balance operating as a unified network with enabling hubs to be individually
innovative.
• Approach this process as an experiment so we can learn how to improve the
usefulness of the Common Metrics for increasing the impact of the CTSA Program.

The First Set of Metrics – DRAFT
• IRB Duration - the median number of calendar days from the official IRB
application receipt date to the official date of IRB final approval granted for all
protocols from the CTSA primary institution (hub).
• Pilot Funding Publications and Grants - number and percent of research projects
that used any hub pilot funding that resulted in additional funding or in a publication.
• Sustainable Careers - the percent of graduates of TL1 and KL2 programs,
respectively, who are currently engaged in research.
• *Study Start Up - the median number of calendar days from the official IRB final
approval granted for all protocols from the CTSA primary institution (hub) to the
enrollment of the first study subject.

Results Based Accountability
• What is Results-Based Accountability?
Results-Based Accountability™ (“RBA”) is an approach to decision-making used
to collaboratively develop and implement strategies that will produce measurable
impact for customers and communities.
Building your Implementation Team
• Project Leader - strong project management skills, will be primary contact (attends
RBA training)
• Project Champion – ensures everyone is on board
• Metric Data Collector – oversees the collection of metric data (attends CM trainings)
• Metric Topic Expert – involved in making management or operational decisions
intended to improve the metric (attends RBA training)
Hub Implementation Team Activities
• Select first metric to use during training
• Gather your team and clarify roles and timeline
• Participate in training, coaching and learning collaborative sessions
• Collect metric data
• Develop RBA plan to “Turn the Curve” – Milestone
• Begin collecting remainder of metrics (12 weeks from start of training)
• Disseminate RBA to others at hub
