Topic B: Tax Reform
Director: Alejandra Villarreal Martinez
Moderator: Héctor Arredondo
I.
Committee Background
Established in Article ll, section ll in the United States constitution, the U.S.
Presidential Cabinet is a body of high-ranking state officials, it consists of the top
leaders of the executive branch with a total of 15 members. The cabinets main job is to
advise the President of the United States on any subject he may require. The tradition
of the cabinet goes all the way back to President George Washington when he elected
four people to advise him. His cabinet included Thomas Jefferson, Alexander Hamilton,
Henry Knox and Edmund Randolph. Currently, Donald Trump´s cabinet will replace
Barack Obamas as soon as it is confirmed by the United States Senate. So far he has
been confirmed by, James N. Mattis (Defense), John F. Kelly (Homeland Security),
Mike Pompeo (C.I.A) and Nikki R. Haley (U.N).
II.
Introduction to the Topic
Tax reform management is very imperative to a good economy. It is the way the
government revises how tax laws are imposed. The government chooses how taxes are
collected in order to provide social or economic benefits. Donald Trump plans on
reducing taxes for the middle class, simplify tax code and grow the American economy.
Trumps plans on ending income tax if single and earning 25,000 or less a year, or if
married and earning 50,000 or less a year. According to Trump this will decrease
income tax from 39.6% to 33%. As well as simplifying tax code to three brackets of
12%, 25% and 33% instead of seven.

The Polemic Problem
Under Donald Trump's tax plans there are many issues. His tax plans could hurt
the economy instead of making it great. One of the main problems is that business
expense is very limited. This meaning only manufacturers will be able to fully deduct the
expense of capital equipment. Trump also plans on removing the 3.8% surtax, which is
an additional tax on something already taxed, by repealing all the affordable health
care. Another issue is that President Trump plans on increasing corporate taxes 35% on
business in the United States that want to expand in other countries. That is a very high
raise comparing to other countries such as Switzerland (8.5%) and Ireland (12.5%).
V. Key Elements
It’s evident taxes are very important in an american citizen's life. A survey was
done on what Americans want the most from tax reforms. Tax reforms are needed over
the years to see what works best for the United States. Without them the economy
would not benefit and socially it would be a negative result as well. Each president has
a say and a view, in this case those were all president Trumps views.
IV. Possible Solutions
It is clear that Trumps main focus is on tax reforms. He has informed the world
about his future plans and visions. Not many people are quite sure how exactly all the
tax reforms will turn out. Financial advisors are advising clients to be prepared for the
future changes. Currently individual and business tax rates are very high, a solution
would be to lower them to improve the economy’s incentive to save, work and invest.
For a better economy it is important to support saving and investing by removing double
taxation. The tax system is complex and a helpful solution to that would be to simplify it
and make it more clear so that each individual is aware of what exactly they are paying.
