Master Plan Oversight Committee
The purpose of the Master Plan Oversight Committee (MPOC) is to provide assurance to the public that
all phases of the School Facilities Master Plan (SFMP) for Orleans Parish will be completed on time and
on budget, and to review the progress of the OPSB and BESE in the effective implementation of the
SFMP for Orleans Parish.
The MPOC’s oversight responsibilities are:
•To review the annual capital budget as it is submitted to OPSB and BESE
•To review progress of RSD and OPSB implementation of SFMP and annual capital plans,
including expenditures, timelines and internal control procedures to assure that the SFMP is
being implemented on time and on budget
•To review needed changes to the approved Master Plan, if any; building life-cycle costs,
sustainability and cost trends and suggest ways that capital projects may decrease operating
costs
•To review demographic changes in the parish, compare them to projections in the SFMP, and
recommend any needed changes to the plan at the end of the two (2) year cycle. For the MPOC
to carry out its responsibilities,

The OPSB and RSD superintendents shall assure that the committee has timely access to
necessary briefings, documentation and staff of the OPSB, RSD and BESE
The committee shall meet quarterly to review progress and budget against the SFMP.
The committee shall issue a quarterly report on capital projects to the public and to BESE
and OPSB Boards
The membership of the MPOC shall consist of five (5) members as listed below, to be approved by OPSB
and BESE.
•An individual experienced in construction management and value engineering nominated by
local universities
•A representative nominated by the local chapter of the Associated Builders and Contractors
•A certified public accountant or financial auditor familiar with construction nominated by the
local chapter of the American Institute of Public Accountants.
And one nominee per organization from:
•The Urban League of Greater New Orleans
•The New Orleans Business Council
The member from the Urban League of Greater New Orleans shall convene the first meeting, and
committee members shall select a chairman at that meeting.
Members of the MPOC shall not have had any financial interests in RSD or OPSB capital projects-related
contracts or subcontracts as of December 1, 2008; nor shall they seek or acquire such interests while
serving on the committee.
Members shall serve two-year terms, and shall be limited to two terms. For the purpose of staggering
terms, one of the initial five members shall serve for one year, two members shall serve for two years;
and two members shall serve for three years. Those staggered initial terms of service shall be decided
randomly. When a member’s term of service is completed or upon resignation, his or her replacement
shall be nominated from the category or organization from which that member was nominated, and
approved by BESE and OPSB.
A committee member shall be removed by the committee upon failure to attend three consecutive
meetings unless excused by the board chair for good cause. A committee member shall be removed by
the committee for failure to comply with any conflict-of- interest and/or ethics provisions applicable to
MPOC members. When a member is so removed, his/her replacement shall be nominated from the
category or organization from which that member was nominated, and approved by BESE and OPSB.
All MPOC meetings are subject to the Louisiana’s open meetings law.

reinforced concrete foundations; steel and concrete sheet pile structures; timber, steel
and concrete pile foundations; design and analysis of earth levees and embankments;
layout of grading, drainage and site work; design of drainage, sewerage and water
systems; and application and layout of surveying data. Utilized and programmed
computer systems for design and analysis of structures and pile foundations;
application and determination of storm wave loading on structures, slope stability
analysis of soils, determination and p lotting of fabrication tem p lates for pipe structures;
and layout, plotting and calculation of surveying information. Supervised and directed
drafting personnel and other engineers on various design tasks and projects. Work
included such projects as petroleum chemica l, and manufacturing plant facilities;
dock facilities; offshore platforms; aircraft hangars; steel mill facilities; and subdivisions,
roads and highways. Last year of employment served as Assistant Manager of Civil
Engineering and had overall technical supervisory and personnel respo nsibilities for a
staff of 40 engineering, drafting and survey personnel.

Project manager responsible for all aspects of civil engineering projects. Als 0
responsible for hiring and supervision of all civil engineering staff. Assistant in entire
branch office operation including marketing, management. client relations, business
and finance. Projects include general c ivil engineering; master drainage study for a
major municipality; waste treatment facilities for various petrochemical plants; Corps of
Engineers, E.P .A. and state permits for industrial and docking facilities; design of
expansion and new drainage pumping facilities.

Project engineer for design of buildings. Was responsible for structural design and
organization of complete project, including specifications and job site supervision.
Januarv 1982 - December 2008- Avegno, Bailey, & Associates, Inc. (formerly Jeffrey,
Thomas, Avegno, Inc.)
Principal and project engineer in the design of municipal, military, commercial and
industrial projects. Structures include low to medium rise buildings, hotels,
condominiums, apartments, residences, hospitals, schools, training facilities, airport
facilities, hangers, shopping centers, office buildings, banks, historic buildings. Design
and supervise all phases of projects working with concrete, steel and timber structure;
pile-supported and soil-bearing type foundations; drainage, sewerage, grading and
site work. Utilize and program computer systems for management, invoicing, cost
analysis, engineering design, engineering analysis, specifications, drafting, and
detailing. Also perform engineering investigations and prepare engineering reports .
Provide expert testimony on lawsuits dealing with the design a nd construction of
various types of buildings, structures, and foundations . Responsibilities also include
business, administrative and personnel management of the firm, marketing, and client
relations.
In addition to the above consulting work Mr Avegno has served on the faculty of the
Tulane University School of Engineering as an Adjunct Associate Professor of Structural
Engineering.
Januarv 2009 Present Semi-retired, expert witness and investigation work as a
structural engineering expert in litigation.

Background Information: On July 17, 2012 the OPSB Purchasing Department released Invitation to
Bid (ITB) no. 2012-0523-0001 for the office space conversion at Mahalia Jackson School. The ITB was
advertised in the Times-Picayune and posted to the OPSB website. A pre-bid conference was held on
August 1, 2012 and there were twelve (12) contractors represented.
On August 21, 2012 at 2:00 P.M. a public bid opening was conducted at the OPSB offices by the
Purchasing Department.

That the Orleans Parish School Board accepts the lowest
responsive bid from One Construction in the amount of
$219,447.00 and authorize the OPSB General Counsel to prepare
a contract. In addition, OPSB Administration requests that the
OPSB approve a 10% contingency for any unforeseen
conditions. Additional work will not be performed until
approved by the OPSB Executive Director of Operations by way
of a field change order.
Authorization to Execute Purchase Agreement on South Rendon Property
OPSB administration seeks approval to execute a purchase agreement with the Archdiocese of
New Orleans or their designee for a gymnasium and empty lot located in the 200 block of S
Rendon. This property is adjacent to Fisk Howard which is slated for a new school in the master
plan. Purchase of the gym will provide savings from master plan specifications that provides a
gym in all K-8 schools. In addition, the gym plus the empty lot will provide additional space for
a school that is landlocked.
The purchase shall be at no more than appraised value. In the event there is a difference between
the value determined by OPSB’s appraisal and the Archdiocese appraisal, the purchase will be
set at the average of the appraisals or the parties may request a third appraisal.
Recommendation: That the Orleans Parish School Board approves execution of a purchase
agreement for the purchase of the South Rendon property reference above.
Authorization to Execute Letter of Intent for Property at 1212 S Roman Street
The school facilities master plan sets forth provision for the ideal acreage needed for school sites.
The provision includes a desire for up to 15 acres for a high school. The new high at Booker T
Washington is slated to be built at its existing sight, which falls short of the minimum
requirements. OPSB has identified vacant property owned by Xavier University located at 1212
S Roman Street. This property is directly across the street from Booker T Washington and
would provide an additional 53,000 sq footage (1.2 acres) of much needed space.
The Orleans Parish School Board wishes to enter into negotiations and draft a non-binding
purchase agreement with the property.
Recommendation: That the Orleans Parish School Board approves dialogue and negotiations
for the 53153 sq feet of property located at 1212 S. Roman in accordance with terms and
conditions allowable for the purchase of property.
