PIER 62/63 SCHEMATIC DESIGN
1.4 PIER 62/63 SCHEMATIC DESIGN
The existing 1.7-acre Pier 62/63, which is in need of structural retrofitting, will be demolished
to make way for a new 1.5-acre Pier 62/63. The new pier will be reshaped and will contribute
1.5 acres to the largest contiguous public open space within the Core project Area. Pier 62/63
will be surrounded by water on its southern, western, and northern sides. Neighboring sites
include the future promenade and Overlook Walk to the east, the Seattle Aquarium to its south,
the Waterfront Landing condominiums to its northeast, and Bell Harbor Marina to its north. A
gangway and floating dock is proposed to connect to the southern edge of Pier 62/63 which will
support direct boat access, as well as serve as moorage for a future pool barge (refer to the
Pool BargeSchematic Design Report, January 2014).

SITE PLAN
The proposed Pier 62/63 site will be a wide open pier with a slightly smaller footprint than the
existing pier. The northern edge of the new pier aligns with the existing northern edge, while
the southern edge is re-configured to align with the future Overlook Walk. The alignment of the
southern edges of Pier 62/63 with the Overlook walk is to draw a site line out to this very open
part of the Central Waterfront. The features of Pier 62/63 include:

36,000 square feet of flexible open space adjacent to the promenade;
5,800 square feet of flexible open sapce on the western end of the pier;

Canopy structure along the pier’s northern edge.

Details of the site grading, program, and architecture are discussed in the subsequent sections.

PROGRAM: ON PIER
Pier 62/63 is a “blank canvas” allowing maximum flexibility, accommodating maximum weight
loads, with the ability to introduce large footprint rotational elements programmed through
the year. The piers’ peninsula-like quality lends itself to temporary, partial or full fencing off
for events. Below is a summary of the areas and their programmatic potential:
Promenade The promenade, 16 feet wide in this location, will serve as the entryway for
pedestrians and any maintenance or event vehicles into the pier. Because it is one of the
narrowest parts of the waterfront promenade, the eastern edge of Pier 62/63 is kept free from

Festivals

obstructions, to allow pedestrians to spill over into the pier.
Aquatic Habitat Interpretation The underwater area between the Aquarium and Pier 62/63
will be one of the aquatic habitat improvements areas being built as part of the Seawall Project.
Therefore the area between Pier 62/63 and Overlook Walk are envisioned as sites for education
and learning about the aquatic habitat beneath. Details of these elements are discussed in the
next section.
Central Flexible Floor The upper level of pier 62/63 will be kept relatively open and flat to
enable a wide variety of programs (i.e. roller skating, beer garden, movie screenings, concerts,
food trucks, etc.). See Appendix B for scale comparisons for various program types.
Get-Down/Grandstand A long edge of bleacher seating will flank the southern and western
edges of Pier 62/63, which will serve as a wonderful place to sit and watch the sunset, fireworks,
boats, etc. At the western end of the pier, which looks out onto the expansive Elliott Bay, a
larger space lends itself to small performances, fishing, informal play, etc.
Canopy A linear canopy structure is proposed for the north edge of the pier, which will have
several functions: 1) Covered ciculation & seating spine, 2) Flexible Covered space for “plug
and play” activities, utilities, lighting, storage, and program support, 3) Roof acts as viewing
platform to view the pier, pool barge, Elliott Bay, and the City. Further programmatic functions
of the canopy structure is discussed in the Architecture section.

PROGRAM: OFF-PIER
The north, west, and southern edge of Pier 62/63 is an open water edge, flanked by a railing
along which visitors can lean and view the water and Elliott Bay beyond. Boat moorage along
the pier will likely occur on the southernside of the pier. The northern side of the pier faces Bell
Harbor Marina, is an unlikely location for boat moorage, as all existing boat traffic in and out of
the marina is already constrained by the 105-foot wide throat between Pier 62/63 & the marina
docks. The western edge of the pier is 138 feet long and could accommodate boats up to that
length, however it is the only unobstructed view across the Bay. Along the southern edge of the
pier, a boat launch - consisting of a gangway and floating dock held in place by mooring piles

- is proposed. The gangway and mooring piles would also service the proposed pool barge (a
separate project). The pool barge will be seasonal and would be brought to another location in
the off-season, allowing the southern side of the boat launch to be used for other uses (tall
ships, seafood sales, etc.).

HABITAT WALL & INTERPRETATION
The underwater area between the Aquarium and Pier 62/63 will be one of the aquatic habitat
improvements areas being constructed as part of the Seawall Project. At low tide an aquatic
“bench” will be exposed, as well as the custom-made seawall texture, which clads the face
of the seawall, beneath the promenade. To celebrate these habitat enhancements features,
the railing immediately adjacent to the habitat area is proposed to be mounted with habitat
interpretation signage, as well as a seating area for gathering. Across the promenade, along
the retaining wall which follows the seam between Pine Street and the Overlook Walk, the
custom-made seawall texture will be mounted to the face of the retaining wall to make visible
what is happening beneath the promenade.
* Note the railing and interpretive signage is included in the Pier 62/63 project limit, but the
Retaining Wall w/ Tideline Habitat Wall is within the promenade project limit.

PAVING & FURNISHINGS
PAVING The upper and lower Pier 62/63 deck surfaces will be constructed of pre-cast concrete
panels, with a concrete topping layer into which the baseline patterns established as part of
the Main Corridor paving concept will be expressed. Concrete is a relatively low maintainence
non-slip surface. Maintenance of the pier surface will be especially important after large
events which may create excessive dirt and debris. A non-slip surface is important during
large storm events which can cause seawater spray, as well as “wet” off-pier uses such as
kayaking, swimming, and fishing.
FURNISHINGS The primary seating area will be the seating steps area along the southern
and western edges of Pier 62/63. The bleacher seating, as well as the free-standing benches,
will be made of wood, with detailing similar to that of the Promenade. A small cluster of
seating stools will line the interpretive habitat railing at the southeastern corner of the pier.
A fish cleaning table/sink is proposed for the northwestern corner of the pier, which will be
connected to potable water. Finally a railing similar to Union Street Pier will surround the pier.

ARCHITECTURE
OVERVIEW The architecture on Pier 62/63 has evolved from Concept Design, which proposed two
distinct and separate kiosk structures on the pier, to a single, continuous structure along the north
side of the pier, presented in this Schematic Design report. The canopy structure will comprise
three separate and distinct elements: (1) the structural frame, (2) a continuous viewing platform,
and (3) the program enclosures.
STRUCTURE The open steel frame allows for views though the structure, and is comprised of a
12-foot long by 12-foot wide by 12-foot high structural module repeated over the entire length of
the structure. Layering of structural members is expressive of post & beam construction. The
light masts are steel pipe columns integrated with the structural frame, and occurring every 24
feet for the length of the structure.
VIEWING PLATFORM The upper level viewing platform will be accessed from stairs at the east
and west ends of the canopy structure, or from a vertical platform lift near the east end. The
