Ms. Britta Ayers, AICP, PMP, is the Manager of
Comprehensive Planning for the Newport News Department
of Planning. Britta received her B.A. in Architecture from the
University of California at Berkeley and Master’s in Urban
Planning from San Jose State University. She has more than
20 years of broad land-use planning, environmental planning
and project management experience and has conducted comprehensive master
planning, programming support and environmental compliance studies at sites within
the United States and overseas. Britta currently serves as the City’s project manager for
both the Choice Neighborhoods Initiative Planning Grant and the Joint Base LangleyEustis Joint Land Use Study.
Garrett Morgan

Mr. Garrett Morgan is a Senior Planner on the
Comprehensive Planning team. Before relocating to Virginia
for a planning position in Shenandoah County, he spent three
years in Toronto completing his masters where he also
worked as a Research Assistant at an urban and economic policy think tank and served
as Executive Director at a non-profit. He is interested in work that addresses areas with
declining populations and investment, helping communities become more accessible to
all users and age groups, and planning waterfront and port redevelopment. Garrett
completed his undergraduate studies at Vanderbilt University and earned a Master’s
Degree in Urban Design and Social Policy from the University of Edinburgh in Scotland,
as well as a Masters of Urban Planning from the University of Toronto. He completed
field work in the Scottish Highlands, Cassablanca, Morroco, New York City, and
Montreal.
