of the Development Assessment Panel of Mount Barker
District Council held in the Council Chambers of the Local
Government Centre, 6 Dutton Road Mount Barker on
Wednesday 8th March 2017 commencing at 9.30 am.

Moved by Roger Irvine that the Development Assessment Panel:
RESOLVE to GRANT Development Plan Consent to the application by Studio Nine
Architects for the Alterations, Additions and Refurbishment of a Hotel (Local
Heritage Place - Callington Hotel ID 183368) including Partial Demolition of Internal
Walls, Alterations to Managers Residence, New Alfresco, Lounge Area and Car Park
at 2 Montefiore Street, Callington (Development Application 580/833/16) subject to
the following conditions and advisory notes:
(1)
The development herein approved to be carried out in accordance with the
plans and details accompanying this application, including:

Existing / Demolition Floor Plan 910-354-PA01 (Revision C), Proposed
Floor Plan 910-354-PA02 (Revision D), External Elevations 910-354-PA03
(Revision D), Site Plan 910-354-PA004 (Revision D) prepared by Studio
Nine Architects.
Reason
To ensure the proposal is established in accordance with the submitted
plans.
(2)
All stormwater captured by structures shall be directed to the street water
table or connected to a rear of allotment drain (if available) immediately
upon the roof cladding installation to the satisfaction of Council.
Reason
To prevent stormwater damage to buildings on site and adjoining property.
(3)
The proposed removal of paint to the c1850 portion of building, being of
stone and render construction on the northern elevation only, shall be
undertaken using a non-invasive proprietary pH neutral paint removal
system, method and product to the satisfaction of Council. The use of power
or pressure assisted water, sand or grit blasting and/or acid or alkaline
chemical products, which could potentially damage the underlying
construction, is not acceptable.
Reason
To ensure the existing heritage fabric is not detrimentally impacted upon
through this process.
Reserved Matter:
(1)
Full construction details (including a Stormwater Management Plan) of the
proposed car park shall be provided to the satisfaction of Council. The car
park shall be designed in a manner consistent with the relevant Australian
Standard AS/NZS 2890.1:2004.

Notes
(1)
Any person proposing to undertake building work within the Mount Barker
District Council is reminded of their obligation to undertake the development
in accordance with the approved plans and documentation. Council staff will
monitor the development and undertake a dilapidation survey prior to works
commencing on site, to ensure the heritage fabric of this Local Heritage Place
is preserved.
(2)
Any person proposing to undertake building work within the District of Mount
Barker is reminded of their obligation to take all reasonable measures to
protect Council infrastructure. Any incidental damage to the infrastructure pipes, footpath, verge, street trees etc, must be reinstated to a standard
acceptable to Council at the applicants’ expense.

Limited for a NBN Telecommunications Facility (comprising of a 40 metre high
monopole, antennae & associated infrastructure) at Lot 2 in D82787, CT 6054/107,
83 Anderson Road, Echunga subject to the following conditions and advisory notes
and concurrence being gained from the Development Assessment Commission.
Development Plan Consent conditions:
1.
The development herein approved to be carried out in strict accordance with
the stamped plans and details accompanying this application, including (but
not limited to):

Statement of Effect by Adam Pfitzner of Aurecon for the Proposed Fixed

Effective measures are to be implemented during the construction of the
development and on-going use of the land in accordance with this consent
to:

prevent silt run-off from the land to the environment;

control dust arising from the construction and other activities, so as not
to, in the opinion of Council, be a nuisance to residents or occupiers on
adjacent or nearby land;

ensure that soil or mud is not transferred onto the adjacent roadways
by vehicles leaving the site;

ensure that all litter and building waste is contained on the subject site
in a suitable bin or enclosure; and

ensure that no sound is emitted from any device, plant or equipment or
from any source or activity to become an unreasonable nuisance, in the
opinion of Council, to the occupiers of adjacent land.
Reason
To ensure that the activities on the whole site, including during construction,
do not pollute the environment in a way which causes or may cause
environmental harm.

A Soil Erosion and Drainage Management Plan (SEDMP) must be prepared
and submitted to the reasonable satisfaction of the District Council of Mount
Barker and must be implemented in accordance with the Code of Practice for
the
Building
and
Construction
Industry

and pollutants leaving the site during the construction phase.
Reason
To ensure the proposal and its construction would not result in any impact to
the water quality within the Mount Lofty Ranges Water Protection Area.

The applicant is reminded of its general environmental duty, as required by
section 25 of the Environment Protection Act 1993, to take all reasonable and
practicable measures to ensure that the activities on the whole site, including
during construction, do not pollute the environment in a way which causes or
may cause environmental harm.

The applicant is advised that the Environment Protection (Water Quality)
Policy 2015 came into effect on 1 January 2016 and all reasonable and
practicable measures must be put in place to prevent or minimise
environmental harm during the construction process. The Environment
