ROR – Register(I-B):
This register is maintained in Mandal Revenue Office for every village separately. This
contains 14 columns. Which include Name of the khatadar /father name of the khatadar,
khata number, survey number, classification of land, extent held by khatadar Land
Revenue. The records are arranged on the alphabetical order of khata number under
which survey number wise details are indicated. Mutation order details are recorded in
10, 11, 12 columns. Registered and un-registered encumbrances regarding lessee,
tenant, loans given by various agencies are also recorded in remarks columns.

ASSAM
Jamabandi: Jamabandi is a record of rights, as sanctioned by proper authority, to the
owner of the land and / or the tenant of the land. The rights are mentioned in section 8,
9 and 11 of the ALRR 1886. Jamabandi is prepared in alphabetical order of the name of
the land owners. The jamabandi also indicates the name of the village, mouza, circle
and district information. All plots of land owned by the person are indicated together in a
single page, along with the type of patta land (Annual patta land or Periodic patta land).
Annual patta land is leased to the land owner for a year and the patta has to be
renewed every year. The Periodic patta land is leased to the land owner for a longer
duration of time (e.g. 30 years). Both these types of patta land carry different rights of
land (e.g. the annual patta land cannot be sold, whereas the Periodic patta land can be
sold). There are 4 types of Jamabandi registers maintained.

In Gujarat VF7 and 12 is known as 7/12 which is combination of two village forms.
Subject to approval from the competent authority in village form no.6 (Mutation
Register), talati makes changes in VF7.
VF7 has the details of survey number, tenure, farm name, land use, land type and its
area, waste land portion, assessment, owners names, borrowings and other rights
details, tenants details, conditions imposed by government etc.
VF7 is known as Record of Right (ROR) if clubbed with VF12 (Cultivator and crop
details year wise season wise)
From the details of land and its area Village Form 1 (Kayam Kharado) can be regenerated.

Nakal Jamabandi:
It is a document prepared as part of record of rights in every revenue estate.It contains
entries regarding ownership, Cultivation, rent & revenue & update record of various
rights in Land.It is revised every five year when a new Jamabandi is prepared by the
Patwari & attested by the revenue officer. Two copies of the revised Jamabandi are
prepared. One copy consigned to the District Record Room & other copy remains with
the Patwari.
In Haryana state Jamabandi (ROR) has 12 columns.

Pensioner Details
It is prepared quinquenially in duplicate for every estate on the basis of entries existing
and changes recorded on the Mutation Register, Khasra Girdawari Register and Fard
Badr over a period of 5 years. It is the document to which a presumption of truth is
attached. The form of the Jamabandi has 12 columns and gives Khewat / Khatoni
number-wise information of total holding of each owner of land in a particular revenue
estate. It also indicates cultivation, rent and revenue and other cesses payable on land
and constitutes an up to date record of various rights in land. The new Jamabandi is
prepared by the Patwari and is attested by the Revenue Office in a public meeting of
local villages. Two copies of the revised Jamabandi are prepared, one copy is filed to
the District Record Room and other copy remains with the Patwari. All changes in
title/interests of the revenue estate coming into the notice of Revenue Authorities are
duly reflected in the Jamabandi according to set procedures.

JAMABANDI
It is a document prepared as part of record-of-right (ROR), under sections 23(2) and 33
of the Jammu and Kashmir Land Revenue Act, 1996 (Samvat) in every revenue estate.
It gives entries regarding Ownership of land holdings with the details of fields contained
in each, rent paid by each tenant, revenue due from each land holder, cultivation and
up-to-date status of various rights of land. It is revised every four years when a “Chahar
Sala” (Quadrennial) Jamabandi is prepared by the Patwari and attested by Tehsildar.
Two copies of revised Jamabandi are prepared. One copy is consigned to the Director,
Land Records office at Jammu or Srinagar (depending upon which division the village
falls in) and other copy remains with the Patwari for the currency of the Settlement. All
changes of rights in land coming to the notice of the Revenue department are reflected
in the Jamabandi according to a set procedure after the Tehsildar has verified these. It
comprises statements mentioned in clause (a) of sub section (2) of section (21) of the
Jammu and Kashmir Land Revenue Act, 1996 (Samvat). It contains columns like:

1. Thandapper Account : This register records land owners details including details
of all land in his possession. Any transaction gets recorded in this. Each land
owner occupies 2 pages of the register, one page contains land details and the
next page contains the tax remittance particulars (Date of remittance, Receipt
Book no., and receipt number, Name of remitter, Survey / Subdivision number,
amount remitted and remarks). For whole transaction, no entry is made in ARegister, instead changes are directly brought into Thandapper Account. For
partial transaction, a new subdivision is created and depending on the case, new
thandapper account may / may not be created

KHATAUNI (JAMABANDI):
This is a register of all persons cultivating or otherwise occupying land in a village. It is
prepared in Form B1. All holders are arranged in alphabetic order according to Devnagri
script and the land held by each in one or more rights are shown at one place. All land
held under one right and separately assessed to land revenue, will however form one
holding. The holder will thus also have as many holdings as there are rights in which he
holds the land. Each holding will have a separate number. All the holdings held by one
person will occur at one place against his name one below the other. The rights will be
arranged in the order a. Bhumiswami b. Government lessee, c. Gram Nokar d. Bhudan
Holder. Khatauni is prepared in the order, based on classification of total land holdings
under one right i.e. Chota Khata (less than two hectares) Bada Khata (greater than or
equal to two hectares). Land Revenue is not charged on Chota Khata. The Patwari will
go round all the survey numbers in the month of November and fill in the first 8 columns
of the Jamabandi for each village in his circle. This must be completed by the 30th of
September.

Record of Right is called Khatian is the only basic land records document.
It is mouza or village based. Each land owner shall have a Khatian having
unique khatian number in the Mouza. The document contains the details of
the owners like his/her name, Address, Status of Ownership, details of plots
he owns, physical characteristics of the plot. Land Reforms rules applicable
are also recorded. Other interested groups like Share-croppers, Exchange
Possessers, Adverse Possessers are also recorded against each plot. A Plot
is defined by its plot number which is an 5 digit integer and unique in the
mouza, by a unique area. Plots are depicted in the cadastral map of the
Mouza which are normally prepared ubder 1:3960 scale. Area of the plot is
extracted out from the map itself.

Location Code
Location code uniquely identifies a land parcel in the administrative boundary of
the Survey and Settlement Department.
The prime scope of the field is to identify the location of the land parcel.
Register General & Census Commissioner, India is the nodal agency for
conducting the census in India. One of the major initiatives taken in the Census
2001 was the allotment of Permanent Location Code Number (PLCN) to each and
every village within the State and not within a tehsil as in the earlier censuses.
PLCN was thus assigned as one continuous number from the first village in the
first district to the last village in the last district. PLCN is an eight digit unique
location code number with the first six digits representing the code number of the
village and the last two digits depicting two zeros '00'. These zeros are reserved as
buffer to be used for coding any new village(s) that may come up between two
villages in future. For example, if a new village comes up between two villages
with PLCNs 01254600 and 01254700, the new village will be allotted PLCN
1254601 and so on.
The State/Union Territory is represented by two digits each in the code. In the
State level data, the first two digits denote the district. The next four represent
taluk, tahsil, Police Station, development block, circle or mandal as is relevant to
each State. The towns as well as the villages are represented separately through
Permanent Location Code Numbers consisting of eight digits for villages and four
for wards. Beginning with the first village of the first district to the last village in
the last district, there is a continuous running number code for each village. The
eight digits provided to represent the village will help addition of new villages in
future without disturbing the overall scheme.
NOTE:
At present effort is made to adopt coding for four layers like State/District/Sub
district/Village
As per RGI census each village has been uniquely assigned village code which is
not dependent on the higher level formations like State and District. Keeping this
in mind it is proposed that uniform codes as available as per census will be taken
up as the standard location code for land records also.

The sub district code is in four digits and the same represents the taluk, tahsil,

present since all the analysis on land records is based on the tehsil, the State/UT,
District and Sub district code are adopted for standardization in land records
computerization.

In existing Land Record databases, attribute “area” is used to capture information about
the area of a land parcel. Different traditional units like Kanal, Marla, Cents, Guntas,
Bigha, Biswa, Biswansi, Sarsaai are used for recording the area of a land parcel. Area
units are different within the state and sometimes same unit may have different
conversion factors when used in different states. For example, Bigha is used in practice in

both Assam and also in some states like Delhi, Rajasthan, Haryana etc. Both the Bigha
units have different conversion factors to hectares. At present, it is represented as a
numeric data type up to three decimal places. It is now recommended to have the area
only in Metric Units as depicted in Table 2.7.1. The various area units in practice in land
records are shown in Table 2.7.2. Conversion factors are locally available from different
unit to metric system and it is depicted in Table 2.7.3. The area conversion service is
available in the website www.dolr.nic.in under revenue village directory.

Rights and Liabilities(Mutation types)
“Mutation” refers to a procedure or process in land revenue administration system which
results in changes in records for land holdings arising due to various transactions such as
inheritance, contracts of sale and mortgage, court decree, registration, gift etc. The same
would always involve transfer of “ownership”, but may or may not require changes in
pilot/parcel identification and plot details. Under this function, the Mutation transaction
gets updated to the main land database once the former are officially completed and
legalized.
The process of affecting change in ownership, land holding, land acquisitions etc are of
prime importance from Land Resource Management perspective. Accordingly, it was
envisage to study “Mutation process” of various states and create a classification scheme
based on digital codes, which could be used as “base document for reference” for design
and development of various land management information systems. It would greatly
facilitate collaboration; interoperation of information and data among various databases
of land domain. For example, if all the LR_databases are mapped to uniform coding
scheme, it would be possible to learn about sale; purchase; registration; acquisition of
land at State and National level. It would also simplify replication of software modules
from one place to another and facilitate technology transfer within the domain.
Based upon information, all “mutation-transaction types” have been classified in major
23 categories. Each of these major categories has their sub-types. Under each major
category, each state may have several sub-categories or procedures, which are currently
prevalent. Each major and minor category has been assigned a digital code of 4
characters “0000” such as “0102”. Code 0102 refers to major category of “Inheritance”
and sub-type of “inheritance for daughter”. Table 2.10.1 shows the list of standard codes
for mutation transaction types adopted in Land Records.

Till 1949-50, the land area in India was classified into five categories known as the fivefold land utilization classification. These categories were:

This five-fold classification was, however, a very broad outline of land-use in the
country. The states were finding it difficult to present comparable data according to this
classification owing to the lack of uniformity in the definitions & scope of classification
covered by these five broad categories. To remove the non-compatibility & to break up
the broad categories into smaller constituents for better comprehension, the Technical
Committee on Co-ordination of Agricultural Statistics (TCCAS), set up in 1948 by
the Ministry of Food & Agriculture, recommended a nine-fold land-use
classification replacing the old five-fold classification, & also recommended
standard concepts & definitions for all the states to follow. The Table 2.6.1 gives the
nine-fold classification & its relationship with the old five-fold classification. The nine
fold classification of Land use has been adopted by all the states since 1950-51, except by
West Bengal which is still following five fold classification.
It may have some local variants in different states. It is recommended that information
regarding “usage of land” should be captured as “Land Use” in PLOT_MASTER table.
The nine fold classification scheme shall be followed with corresponding digital codes as
mentioned in Table 2.6.1 for Land Use. Botanical names were used for the tree crops
grown along with their common names to arrive at unique codes.

Gender
In existing Land Record databases, attribute “Gender” is used to capture information
about the gender of the owner. The Table 2.14.1 shows the list of standard Gender codes
in Land Records.

Encoding
Since Land Records data is available in the local language, there is need for a standard
encoding scheme. At present, some states are storing data in 7 bit ISCII, ISFOC and 8 bit
ISCII. Unicode and its standards fonts as available for a specific language may be
adopted. The system shall enable transliterated outputs in English in respect of
vernacular data for integration of state level data at the national level.
