Therefore tenders are invited in sealed bids ( in two cover system viz technical bid and financial bid ) from eligible bidders subject to the following specifications. (i) The area of land should be 2 ( two) acre ( 8094 sq mtrs) plus or minus 10% . The location of offered plot shall be within the area of consideration (AOC) . The boundaries of AOC are shown in the enclosed sketch which are (a) North side: Road connecting Raksha shakti circle to Sabarmati river . (b) South side: Mind space IT SEZ Road (c) West side: Road connecting Koba to Raksha shakti circle. (d) East : Sabarmati River. The proposal which is offered beyond AOC boundaries will be rejected. (ii) The shape of plot should approximate to be rectangular to a reasonable extent. If a rectangle of maximum possible size is drawn inside plot, the area within the rectangle so drawn must be 90% or more than total area of the plot and none of side of this rectangle should be less than 70 meter in length. The bidders must prepare a Plan showing that the rectangle of 90 % or more can be accommodated in the plot and same should be submitted along with the application. (iii) The land should have motorable access and should not be more than 300 meters from a tarmac road. (iv) The land should be non agriculture, free from encroachment, squatters or any litigation whatsoever. (v) Owner(s) of the land in person or through their authorized representative/power of attorney holder authorized for this specific purpose should submit the bid. If any bidder intends to offer more than one plot than he should submit tender separately for each plot. A bid submitted by an estate agent or any person other than owner(s)/ authorized representative will be rejected. (vi) The land should be non agriculture and use of the land should be residential. (vii) Plots with easement in or for the plot shall not be considered. 1. The 5 tenders submitted after stipulated date and time shall not be accepted. The tenderer should study the tender documents carefully and understand the conditions, specifications etc. before quoting. If there are any doubts, he should obtain clarifications, but this shall not be a justification for late submission or extension of opening date/time of the tenders. The tender should be strictly in accordance with the requirement /specifications mentioned in the Tender Documents. 3. The tender should be submitted in the prescribed tender format as detailed in the tender document. 4.The tenderer should quote as per the tender terms. The rate quoted should be expressed both in figures and words, where discrepancy exists between the two; the rates expressed in words will prevail. 5.All Tenders and subsequent communications relating thereto, if any, should be submitted in cover (sealed) boldly super scribed on the outer cover, Tender Number, Closing Date/Time to be dropped in the tender box kept in the concerned authority's office before closing date/ time . 6..The rates should be quoted in the same units as mentioned in tender schedule. 7. All entries in the Tender Documents should be in ink/typed. Corrections, if any, made while filling the tender, must be attested by dated initials of the tenderer. Over writing of figures and use of white fluid shall not be permitted. Every page of the tender document shall be signed by the Tenderer or his authorized signatory at the end of last entry thereon. 8.The quoted rates shall be valid for a period of Six months from the due date of opening of the technical bids. No upward revision of rates will be accepted after opening of the tender. 9.The tender should be submitted by the owners only. And in case of non individual owner, the person submitting the tender should have proper authority to do so. Copy of such authority should be submitted along with the tender. 10.Tenderers who resort to canvassing shall be liable to rejection. 11..Tenders containing additional conditions will be rejected. 12.Tenders which do not fulfill all or any of the conditions or are incomplete in any respect will be rejected. 13.The acceptance of the tender will rest with State Bank of India. SBI reserves the right to reject any or all the tenders received without assigning any reason or accept the whole or any part of the tender received and the tenderer shall be bound to perform the same at the quoted rates. 14.Incomplete tenders, conditional tenders, tenders received late or tenders not conforming to the Terms and Conditions prescribed in the Tender Documents will be rejected. 15.The technical bids will be opened by the authorized committee of the bank on the prescribed date and time. The bidders can remain present if they want to do so. Bidders or their duly authorized representatives shall be allowed to participate in the tender opening after 6 submission of appropriate documents in support of their identity and authority. 16.The financial bids of all the bidders shall be segregated after opening of main covers and financial bids shall be kept in a separate sealed cover in presence of committee and authorized representatives. 17.The payment will be made only for actual area of land. Built-up/ super built up area shall not be considered for payment The amount of Income Tax to be deducted at source as per Income Tax act provision from the sale price. 18.When the Party signing the tender is not the sole Proprietor, the necessary Power of Attorney authorizing the party to act on behalf of the Proprietor or the Organization should be produced before signing the Agreement. 19.Tenderer should specially note the following. i. Rates quoted by the Tenderer shall be valid for a period of Six months from the due date of opening of the tender ( technical bid) . ii. No upward revision of rates will be accepted after opening the tender. iii. The Technical / Price Bid shall be unconditional. The conditional Tender shall be rejected. iv. On completion of the technical evaluation, the commercial bids of only those bidders whose bids are technically acceptable will be opened in presence of bidders who choose to remain present . The commercial bids will be opened in the presence of the bidders whose bids have been technically accepted. The technically qualified bidders shall be informed in advance the date/time of opening commercial bids. v. Preference shall be given to Central / State Govt. organizations and Govt. Public Sector undertakings. In case we do not get suitable technical / commercial bid from the Central / State Govt. organizations and Govt. Public Sector undertakings, then the bids of the private parties / private companies or any other agency will be considered as per the suitability criteria mentioned in the tender documents. 20.EMD: A sum of Rs 2,00,000.00 ( Rupees two lakhs only) by way of banker’s cheque / DD/payorder favouring State Bank of India, payable at Ahmedabad be deposited with the technical bid. The offer without EMD will not be considered. In case the bidder will fails to handover the peaceful possession of the plot or will withdraw the offer in between, their EMD will be forfeited. 21.SBI reserves the right to accept or reject any or all tender at any stage without assigning any reason whatsoever. 7 Tender Terms and Conditions 1. The sellers shall represent and assure SBI with necessary documentary proof that they are the sole and absolute owners of all the rights, title and interest in the said property and no person has or can have any claim on title or interest in the said property and the said property is not subject or any charges mortgages, liens, encumbrance, prior sale, acquision/reservation, stay order attachment and there is no dispute, litigation or proceedings pending and that vendor has full and unrestricted right to sell and transfer the aforesaid property to SBI. The seller should submit title search report / ownership letters of the property along with technical bid in the prescribed format. 2. The seller shall from time to time and at all times hereafter shall keep SBI harmless and indemnified for the amount paid by SBI and received by the seller and also from and against all actions, losses, damages, claims and demands whatsoever in respect of the said property for which SBI may be liable by reason of defect in the title of Seller or restriction in his right of sale and in such cases, vendor on demand by SBI shall be bound to pay the whole amount of consideration so received by him along with interest at the bank rate and all the amount of expenses incurred in this connection by SBI. 3. The seller confirms that all statements made by them and documents enclosed are true and correct and no information in concealed. 4. If the offer of the seller is accepted, SBI shall independently investigate the title of the offered plot of land. The decision of the SBI shall be final and binding. 5. The Seller shall make out marketable title of the property in favour of SBI. If SBI finds any issue other than title of the seller to the above mentioned premises, the same will be intimated to the seller to rectify such issue within a period of 2 months from the date of intimation. In spite of the above, if the sellers fails to resolve the issue in such an event the offer of the Tenderer shall be treated as cancelled and EMD shall be forfeited. 6. If the title of the premises is accepted / treated as accepted by SBI, the Deed of Conveyance shall be executed in the format approved by SBI. 7. The sale shall be completed upon execution of conveyance deed and handing over the plot to the SBI. The seller shall also handover all the title deeds and documents in the chain of title in respect of the said plot and SBI shall simultaneously hand over the sale price . 8. All the taxes, cess or any other charges payable on the land till the date of sale shall be borne by the seller. In case bank receives any notice for arrears in future the bank will intimate to the seller and seller shall pay the same forthwith. 9. The Transfer Fees or any other charges or contributions and other expenses demanded by and/or payable for transfer of plot of land shall be borne by SBI (like stamp duty, registration charges,etc). 8 10. In all disputes and/or differences arising out of or relating to or concerning this offer and the contract, if any, between the Seller and SBI concerning and/or relating thereto and/or relating to the above mentioned plot of land, the Civil Courts of Ahmedabad/ Gandhinagar shall have exclusive jurisdiction. 11. The tender documents can be downloaded from the Bank’s Web Site www.sbi.co.in under “Procurement News” from 22.08.2016 to 26.09.2016. Separate tender documents are to be submitted for each proposal. The bidders may also collect copy of blank tender from Premises and Estate Department, State Bank of India, Local head office, Bhadra, Ahmedabad , free of cost on any working day within office hours till the last date of submission of tenders. 12 The proposal will be evaluated on the basis of techno-commercial analysis. The discretion of Bank will be final and binding to all in respect of finalizing parameters on which technical bids will be analyzed . 70% weightage which will be allocated for technical part and 30 % weightage will be allotted to commercial/financial part. The Bank reserves the right to reject any or all the tenders without assigning any reason there for. Canvassing in any form will disqualify the tenderer. No brokers please. 13. All the offers received will be screened and shortlisted by the In-house Committee of the Bank based on the requirement specified and the details submitted by the bidder, by carrying out inspection of the offered sites. All such shortlisted offers will be further inspected and examined by the Building Committee of the SBI and will be further evaluated on the qualitative aspects in various parameters as per following details. 14.The bank will make technical evaluation of all the offers meeting eligibility criteria and bank shall select top four offers for the purpose of opening of financial bid. The pooling of land by different owners shall not be permitted. 15.The weightage for technical part shall be 70% and weightage for financial part shall be 30%. Surveyor shall be engaged by the bank. No claims shall be entertained by the bank for on account of super built up area.
