Up to t h e p r e s e n t t i n e P e r s i a n s g o i n g to
B a h r e i n have o n l y been f u r n i s h e d w i t h t h e n e c e s s a r y
p e r m i t s e n a b l i n g them to t r a v e l from one P e r s i a n p o r t to
a n o t h e r , and no d i f f i c u l t i e s have b e e n p l a c e d i n t h e way
o f su ch j o u r n e y s .
My Government has j u s t l e a r n e d t h a t i n s t r u c ­
t i o n s have b e e n i s s u e d r e q u i r i n g P e r s i a n s g o i n g to
B a h r e i n to be f u r n i s h e d w i t h p a s s p o r t s , as. i f B a h r e i n
were s i t u a t e d o u t s i d e P e r s i a .
The a l t e r a t i o n t h u s made i n a l o n g - e s t a b l i s h e d
p r a c t i c e by which the B r i t i s h a u t h o r i t i e s t h e m s e l v e s
r e c o g n i s e d the i n d i s p u t a b l e r i g h t s o f P e r s i a o v e r B a h r e i n
c a n n o t be r e g a r d e d as w eakenin g t h e f o r c e o f t h a t
r e c o g n i t i o n , more e s p e c i a l l y as the change has t a k e n p l a c e
a t a moment when a s e t t l e m e n t o f t h e whole q u e s t i o n may be
e f f e c t e d by t h e League o f N a t i o n s „
