Background
The licensee, Palfab Limited, operates a purpose built sawmill on an eight acre site which
uses robotic technology and produces 37,000 cubic metres of sawn timber per annum on a
double shift basis under EPA licence Reg. No. PO338-01. The main production processes
are debarking, primary sawing and resawing. In addition to the primary sawing facility,
Palfab has also installed sawdust burning kiln-drying facilities, machining facilities and
vacuum impregnation treatment facilities. The current licence activity class is 8.3, for the
treatment or protection of wood involving the use of preservatives with a capacity
exceeding I O tonnes per day.
The licensee has requested a technical amendment of IPPC licence PO338-01 with
reference to changing the installation boundary indicated therein.
The Agency received this request by letter on 03/06/08. The request included a
revised boundary drawing.
Requested Amendments
The licensee requests that the installation authorised by IPPC licence PO338-01 is
changed to the area of land outlined in red on the revised map submitted as part of this
technical amendment request (Plot Ref. No. 1232149-1-1).
The above requested change requires the divestment of a triangular plot of land (ca.
0.38 ha) from the licensed activity boundary, in conjunction with the addition of
smaller triangular plot of land (ca 0.08 ha) to the licensed activity boundary.

Assessment
Having consuited with the OEE inspector as part of this application, I have made the
fo’ollowing assessment.
The proposed portion of land to be divested from the licensed activity boundary has
not caused environmental pollution in the past and is not currently causing
environmental pollution. OEE has sent written communication to this effect, and
therefore, no exit audit is necessary, Also, the removal o f this land would not affect
the activity within any revised licensed installation boundary.
The proposed portion o f land to be added to the licensable activity boundary is not
bound by any other environmental licence or permit and will not affect the activity
within any revised licensed installation boundary.
I, therefore, recommend that the requested revision to the licence be granted.
I am satisfied that the requested changes to the conditions of IPPC licence Reg.
No.
D0338-01 are reasonable and acceptable, and would not result in the reelevant
requirements of Section 83(5) of the EPA Acts 1992 to 2003 ceasing to be satisfied.
This Technical Amendment will allow the licence to be amended to the appropriate
activity boundary.
Recornmendation
I recommend that the requested licence amendment be approved as set out in the
attached Recommended ‘Technical Amendment.
