REGULAR MEETING
The New Jersey Open Public Meeting Law was enacted to insure the right of the public to have notice and
to attend meetings of public bodies at which any business affecting their interest is discussed or acted
upon. In accordance with the provisions of this act, the Byram Township Board of Education has caused
advance notice of this meeting to be published by having the date time and place thereof posted at the
municipal building and by informing the newspapers.
The regular meeting of the Byram Township Board of Education was called to order by the board
president, Andrew McElroy, on Wednesday, September 28, 2016 7:00 p.m. in the Byram Township
Intermediate All Purpose Room at 12 Mansfield Drive, Byram Township, New Jersey.

PRESENTATIONS –
Bryan Hensz – 2016-2017 District Goals – Mr. Hensz reviewed the new district goals and action plans.
He advised he has set up a meeting with Ms. Liz Warner on October 6 of United Way regarding
conducting a Climate & Culture Survey.
DISTRICT GOALS
PUBLIC PARTICIPATION Mr. McElroy thanked the PTA Members again for the generous donation of the Scoreboard.

1. Resolved, that the Byram Township Board of Education approve the following teachers for
reimbursement for the Kindergarten Orientation on August 31, 2016 at $100 each per contract.

2. Resolved, that the Byram Township Board of Education approve the hiring of Audra Bongiorno
(position control #ES0000013), as para-professional (Resource) at the BLES, in the amount of $10
per hour, 5.9 hours per day, effective September 2, 2016 through June 30, 2017.
3. Resolved, that the Byram Township Board of Education approve the hiring of Jennifer Friend
(position control #ES0000075), as para-professional (Kindergarten) at the BLES, in the amount of
$12 per hour, 5.9 hours per day, effective September 2, 2016 through June 30, 2017.
4. Resolved, that the Byram Township Board of Education approve the hiring of Ryan Resch
(position control #ES0000081), as para-professional (LLD classroom) at the BLES, in the amount
of $10 per hour, 5.9 hours per day, effective September 2, 2016 through June 30, 2017.
5. Resolved, that the Byram Township Board of Education approve the hiring of Denise Thomson

6. Resolved, that the Byram Township Board of Education approve the horizontal move for Kara

as Track Coach for the 2016-2017 school year.
10. Resolved, that the Byram Township Board of Education approve Brian Hamer as Track Coach for
the 2016-2017 school year, for a stipend of $2,499.
11. Resolved, that the Byram Township Board of Education approve the following para-professionals
to receive the ABA stipend, in the amount of $3,150 each, for the 2016-2017 school year: Kris
Odell, Tammy Hamill, Fran Ottagliano, Terri Bird, Julie Kimker and Ryan Resch
12. Resolved, that the Byram Township Board of Education approve Roxy Febus and Denise
Thomson to receive the substitute calling stipend of $1,500 each (prorated) for the months of
September and October 2016 until the Aesop program in on line.
13. Resolved, that the Byram Township Board of Education approve the revised and extended medical
leave of absence for employee #ES0000005, through October 10, 2016.
14. Resolved, that the Byram Township Board of Education approve the change of position and
contracts for the following para-professionals:
a. Maria Villano (position control #ES0000009) from fulltime para at BIS to part-time para at
BLES. Her hours will be changed from 6.5 hours per day to 5.9 hours per day, effective
October 13, 2016 through June 30, 2017. Her benefits will continue through October 31,
2016.
b. MaryAnn Gunther (position control #MS0000010) from part-time para for student
#2060033 at BIS to fulltime para at BIS. Her hours will be changed from 5.9 hours per
day to 6.5 hours per day, effective September 1, 2016 through June 30, 2017.

7. Resolved, that the Byram Township Board of Education appoint Dawn Boyer as the BIS STEM
Club advisor for the 2016-2017 school year at a stipend of $2,499.
8. Resolved, that the Byram Township Board of Education accept the funding from the New Jersey
Child Assault Prevention to implement an elementary/teen program.
9. Resolved, that the Byram Township Board of Education approve Mark Fiedorczyk as Regional
Curriculum Coordinator from September 1, 2016 through June 30, 2017. Our district’s share of
his salary is $34,850 as per the Shared Services Agreement with the districts of Stanhope and
Lenape Valley Regional High School. The Shared Services Agreement states that Lenape Valley
will be the LEA district.

Committee Report - Finance and District Operations: Kelley Dilley- Reviewed change order,
audit and financial reports.
Moved by Mrs. Sanchez, seconded by Mrs. Risley, that the Byram Township Board of Education approve
the following resolutions:
1. Resolved, that the Board of Education accept the financial reports for all funds for the month of
August 2016 from the Board Secretary and the Treasurer of School Monies, both in agreement at
$3,972,911.39.
2.
Resolved, that the Board of Education accept the Board Secretary’s certification pursuant to
N.J.A.C.6:23-16.10(c)3 that as August 2016 no budgetary line item account has obligations and
payments (contractual orders) which in total exceed the amount appropriated by the Board of
Education pursuant to N.J.A.C.6:23-16.10(c)4.

Resolved, that the Board of Education certify, that after review of the Secretary’s financial report
for the month of August 2016 consultation with the appropriate district officials, no major account
has been over expended and that sufficient funds are available to meet the district’s financial
obligation for the remainder of the fiscal year.

Resolved, that the Board of Education approve the transfer of funds for August 2016 as approved
by the Chief School Administrator in accordance with the provisions of N.J.S.A. 18A.22-8.1 and

2016-2017 school year:
 DAIKIN – Inspection Agreement effective September 1, 2016 through August 31, 2017 at
a total cost of $4,164.00

Resolved, that the Byram Township Board of Education approve the following resolution
authorizing execution of an agreement with the Morris County Cooperative Pricing Council to
Renew Membership therein for the period of October 1, 2016 through September 30, 2021.
WHEREAS, the Morris County Cooperative Pricing Council (“MCCPC”) was created in 1974 to

conduct a voluntary cooperative pricing system with municipalities, boards of education and other
public bodies locate in the County of Morris and adjoining counties; and
WHEREAS, the purpose of the MCCPC is to provide substantial savings on various goods and
services to its members through the cooperative public bidding process; and
WHEREAS, Byram Township Board of Education desires to enter into an Agreement with the
MCCPC, which is administered by Randolph Township as Lead Agency, to renew its membership
in the MCCPC for the period of October 1, 2016 through September 30, 2021.
BE IT RESOLVED, by the Byram Township Board of Education, County of Sussex, State of New
Jersey as follows:
1. Alice Bresett of the Byram Township Board of Education hereby authorize the
execution of an Agreement with the Morris County Cooperative Pricing Council by the
Township of Randolph as Lead Agency dated October 1, 2016 pursuant to
N.J.S.A.40A:11-11(5). Said Agreement is for renewal of membership in the MCCPC
for a five (5) year period from October 1, 2016 through September 30, 2021.
2. The Byram Township Board of Education Business Administrator is hereby directed to
submit a copy of this adopted Resolution, along with an executed Agreement to
Randolph Township as Lead Agency of the MCCPC.
3. This Resolution shall take effect immediately upon final passage according to law.
4. All appropriate Byram Township Board of Education officials are authorized and
directed to perform all required acts to affect the purpose of this Resolution.
9.
BE IT RESOLVED, upon the recommendation of the Superintendent, that the Byram Board of
Education, in the County of Sussex, New Jersey authorizes Parette Somjen Architects to submit all
necessary plans and paperwork to the Department of Education concerning the “Column Repair”
at Byram Lakes Elementary School to serve as an application to the Office of School Facilities and
an amendment to the District’s Long Range Facility Plan; and
BE IT FURTHER RESOLVED, this project shall be an “Other Capital” project and the Board of
Education is NOT seeking State funding but will fund the Project through the District’s Capital
Reserve Account.
BE IT ALSO RESOLVED, that the Byram Board of Education approves the proposal for this
project from Parette Somjen Architects dated September 20, 2016 in the amount of $12,000.
10. Resolved, that the Byram Township Board of Education approve the following Preschool tuition

for the Byram Lakes School parking lot in the amount of $24,026.16. (This change order is
within the contingency allowance of the original bid).

of Agreement between the Byram Township Schools, the Byram Police Department, the Sussex
County Superintendent of Schools, and the Sussex County Prosecutor.

the 2016/2017 school year.

Resolved, that the Byram Township Board of Education approve the soccer schedule for the

identified 2015-2016 Superintendent Merit Goals and approves the corresponding percent merit

a. The superintendent will receive a merit bonus of 1% of base salary for students in grades K-6
demonstrate an increase in math scores as reported to the Byram Township Board of Education
in June 2016 as compared to September 2015.
b. The superintendent will not receive a merit bonus to improve academic excellence and
student achievement in grades 5-8 Language Arts – not attained
c. The superintendent will receive a merit bonus of 1% of base salary to improve academic
excellence and student achievement in K-4 Language Arts.
d. The superintendent will receive a merit bonus of 1% of base salary for increasing the
public relations/exposure of the programs and happenings that are taking place in the
district.
e. The superintendent will receive a merit bonus of 1% for exploring alternative uses for
area of Byram Intermediate School known as open space.

Mrs. Sanchez read new section “When an outstanding balance of $25 is reached under any individual
student account delinquencies in payments such as bus return fees, student lunch changes, book fines, etc.
the student will be denied the privilege to participate in any school related club, activity, athletic
competition, field trip, or similar event until such time each outstanding charge is paid in full.”
Discussion followed on what constitutes delinquent. Consensus was to use same time line as Child
Nutrition Guidelines.

PUBLIC PARTICIPATION –
Kerry Fleming
 If we are not using Honeywell except for emergencies, will we use Genesis?
Mr. McElroy responded that Tech Committee will be looking at that. We don’t really
know right now.
 What measurement used for Merit bonuses?
Mr. Hensz responded that we used STAR for Language Arts.
 Was there growth according to STAR?
Mr. Fritzky responded that was a positive trend but not a “Smooth Road.”
Math was measured by Envision Assessments and teacher SGO’s.
Mike Kulesa – Is it possible to purchase new tents for Byram Day? Mrs. Bresett advised Mr. Smith
had brought this up. We will be purchasing new ones for use next year.
NEW BUSINESS
Back to School Night
 Mrs. Credidio – New organization worked really well.
Mrs. Sanchez – Teachers did a great job.
Mrs. Dachisen – Amount of time given to each was perfect.
Video was excellent.

Mr. Hensz and Mr. McElroy attended Board of Education President and Superintendent meeting at
Lenape. (Forgot to talk about school calendar) Will email Lenape, Stanhope and Netcong this to
align the school calendar in the future. Discussed special education enrollment. Will meet again in
January.

Mr. McElroy reported he sent Senator Oroho a letter and had meeting with him regarding school
issues.
OLD BUSINESS
 Mrs. Sanchez – Graduation Award (put on October agenda)
 Talk to Mr. Smith about “turtle holes” in the athletic field.

September 28, 2016 at 8:25 p.m. be approved.

WHEREAS, The Open Public Meetings Act, Chapter 231, PL 1975, permits the exclusion of the
public from a meeting in certain circumstances; and
WHEREAS, the Byram Township Board of Education is of the opinion that such circumstances
presently exist.
NOW, THEREFORE, BE IT RESOLVED, by the Byram Township Board of Education County of
Sussex, State of New Jersey that a closed session will be held on September 28, 2016 for purpose
discussing negotiations, legal updates and HIB BIS #1 and HIB BLES #1 and #2.
BE IT FURTHER RESOLVED that the action of the board with regard to the above entitled
subject matter shall be disclosed to the public at a later date and to the extent that the same is not
prejudicial to the interests of the parties involved, and would not result in a possible invasion of
their right to privacy. Action will be taken.
Carried Unanimously by a voice vote.
RECONVENE
Moved by Mrs. Walsh, seconded by Mrs. Sanchez, that the Board of Education reconvene this
meeting at 9:17 p.m.
HIB Resolution
Resolved, that the Byram Township Board of Education affirmed the Superintendent’s findings on
HIB BIS #1 and HIB BLES #1 and #2.
