2017 Proposed Constitutional Amendment
The Official Delegates will consider one constitutional amendment that will change one word in
two locations within the state constitution. A two-thirds vote is required for passage. If the
amendment passes, it will go into effect immediately.
Current Reading of the State FFA Constitution:
Article IV. Officers
Section B. State officers of this association shall consist of a President, a Vice President from
each Supervisory District, a Secretary, and a Reporter. [Continues as is with no change.]
2. [No changes before the last sentence] In the case of a vacancy of a Vice President’s office, the
same guidelines shall be used, but eligible candidates will be restricted to the District in which
the vacancy occurred.
Proposed Change to the State FFA Constitution:

Rationale for this proposed change:
The state FFA officer team and your Agricultural Education state staff are recommending
Oklahoma Ag-Ed and FFA change from the current structure of PI-District-State to a new
structure of Region-Area-State. When it comes to competitive events, many school
administrators don’t understand or recognize the term PI when it comes to exempting FFA
members from the 10-day absence rule.
In truth, many of us in Ag-Ed/FFA don’t understand why we have the term PI either. PI stands
for Professional Improvement and was a term used years ago when ag teachers were
compensated for attending monthly PI meetings. The funding and required monthly meetings
have been gone for decades.
When it comes to competitive events, school administrators understand the Oklahoma Secondary
School Activities Association (OSSAA) terminology of District-Region-Area-State. Not every
OSSAA designated class of school uses the term District. All use the terms Region-Area-State.
Since Ag-Ed/FFA only needs three levels, it makes sense to use Region-Area-State.
If the Official Delegates approve this amendment, Region would replace PI and Area would
replace District for all Ag-Ed/FFA events. The 25 PI Groups would become Regions. The 5
Supervisory Districts would become Areas. When it comes to state FFA officers, we would have
a state president, state secretary, state reporter, northeast area vice president, northwest area vice
president, central area vice president, southeast area vice president and southwest area vice
president.
