Important Events for the Fall 2016 Season
 ASAP: CALL YOUR PLAYERS – PLEASE (for the board’s sake)
 Saturday July 30th - Field Day at Barrow Elementary: We will tentatively start at
8:30 AM. All teams should provide 1 adult representative.

 August 1 – First Day of Practice: You CANNOT practice before this date. Ideally,
practices should start by August 18th.
 Saturday August 6

– Referee Module Hosted by LJ: Visit www.stsr.org for more
information or http://ljsoccer.org/referees/. You will need to take an on-line session
before going to LJ for the field component. BYSA will reimburse all referee costs for
this class.
 LJCityofEnchantmentTourney: This is optional and costs money. Visit
www.ljsoccer.org for more details – this is tentative at this time.
 TBD – Uniform Pick-Up: Details are still TBD. But it will be before the first game 

 September 10 - First Games: You will be notified for schedules as this comes out of
BYSA – except for U6 which is played and managed within WBSC. Usually the
schedule is not resolved until a few days prior to Saturday.
 WBSCRefereeClinics: Referee clinics are moving on-line. Please visit the referee
website (www.stsr.org) for more information of contact the WBSC Referee Coordinator
with any questions.. We will send out referee clinic information once we have it
available (see www.westbrazossoccer.org/RefereeInformation.aspx).
Rule Changes for the Fall 2016 Season



Team Sizes and Field Sizes have changed. This is passed down from USYS where
smaller fields are intended to encourage more skill development. The new field maps for
WBSC are available at www.westbrazossoccer.org/FieldMaps.aspx
Calendar Year Age Groups: Again, this is passed down from USYS to bring all the youth
programs to a unified age group (some programs are already on a calendar year).
Previously, the players age as of August 1 was used for team formation (school year).
Now, a player’s age as of January 1 will be used to determine player age.
Header Restrictions: For safety, younger players are being restricted from performing
headers in games and practice. For U10 and below, this will result in an indirect free kick
in games. For U11 and U12, headers are allowed but should be practiced with caution and
limited repetition.

 October Something – Angleton Halloween Shootout: This is an open tournament.
TBD. Reference the ASC website around the September timeframe.

BYSA Championship for U11+ Teams: Tentatively Nov. 12th and 13th

BYSA Coaches Tournament: This is an inter-association coach, assistant coach, and
manager tournament (any adult with a KidSafe on a roster). Still TBD by BYSA. Should
be in December.
BYSA Lightning Policy
Bad weather conditions, especially those that contain lightning, pose a potential deadly problem
for outdoor activities. As such BYSA is mandating the following lightning policy. This policy is
to be followed for all BYSA activities, including but not limited to practice sessions, scrimmages
and games. This policy is to be enforced by club officials, coaches and referees without
exception.
If lightning is observed and the interval between the lightning and the accompanying thunder is
less than 30 seconds, all soccer activity must be stopped immediately, fields must be cleared and
all participants should be advised to find a safe place (such as a car or building) to wait. Soccer
activity shall not resume for a minimum of 30 minutes following the initial suspension or the last
lightning / thunder interval less than 30 seconds.

Read them and understand them. I know, I know, at this point you are rolling your eyes. But, I
can promise you, the minute you, your assistant, and/or your players are wrongly sent-off from a
game you will care a lot!! These rules and procedures explain your rights and what you need to
do.

If at any point you have questions, please contact a board member, and we will try to find
an answer.
Overview of Responsibilities:
 Contact your players, ideally within this next week. (The kids are eager and anxious to
know their team!)
 Attend a coaches’ clinic to receive a license, if you do not already have one. ( see below
for more info)
 Please ask your players’ parents about potential sponsors for your team & contact the
Uniform or Fundraiser Coordinator with any questions or potential sponsors.
 If U9 or older team, decide on a referee representative for your team and contact
WBSC with the name. (see below)
 Pick up and hand out Picture Packets to your team. TBD
 Pick up trophies during the latter part of the season. TBD
 Follow the BYSA Coaching Philosophy and the Laws of the Games!
Coaching License
All adults identified as coach, assistant coach and/or trainer on teams must obtain a coaching
license within one year of the date they begin to coach. –Per our State Association Rules
(STYSA)
WBSC will gladly reimburse the state registration fee for all coaches who successfully
complete any STYSA coaching clinic and are coaching a WBSC team. You will need to
submit your receipt and a copy of your license to WBSC ([email protected]).

register for a class. After viewing the STYSA Coaching Education Link above, if you still
have questions, contact the WBSC President ([email protected] ) or Registrar
([email protected] ).

Required Referee Representative
All BYSA Teams (this includes WEST BRAZOS), U9 and above, shall provide the name of at
least one individual, whose name will appear on that team’s roster as their designated referee who
is a certified referee, or who agrees to become certified (minimum grade 9 for U14 and below,
grade 8 above U14) during the current fall season, and who will be required to be available to
referee youth games. The intent of this rule is for clubs to encourage at least one parent (not the
coach) from each team to become a certified referee. The name of the designated referee must be
provided to the WBSC Registrar ([email protected]). A referee candidate's name
may only be turned in by one team.
This person is not the referee for your game! This is simply the BYSA method to verify we
have enough referees as a club.
WBSC will reimburse for certification and clinic as long as referees make themselves available
for a minimum of 10 games in the fall season. Reimbursement of certification and clinic is not
applicable if referee decides not to be available or does not complete the certification. You will
need to submit your receipt and a copy of your license to WBSC

conflicts with another coach or parent, please contact your Area Manager.
If fielding complaints or issues presented by players or parents, please contact or refer the

Other Information:

PLEASE INFORM YOUR PARENTS & PLAYERS THAT DRIVING/PARKING
ON THE GRASS IS NOT ALLOWED
PLEASE inform your parents & players to respect the school property that we are
allowed to use & pick up all trash from the fields & parking lots.
NO SMOKING, TOBACCO, OR ALCOHOL USE IS ALLOWED DURING
PRACTICES OR GAMES. Please give this notice to your players/parents from the
beginning, as it is easier if it is disclosed before it is a problem.
Spectators & Coaches are not allowed at the goal ends of the game fields during a
game.
Spectators of both teams are to occupy one sideline, while the coaches and players of
both teams occupy the opposite side (technical area). This does not necessarily apply
to U6, if the players have a tendency to refuse to sit away from family members.
Please do not allow your players to hang on the goals or climb the nets!!!!
The club is in need of Volunteers to help stripe the playing fields throughout the season,
on a weekly, or as needed basis. Try to recruit a parent??!! Contact the President or Vice
President for details.
All Home team coaches, U7 & above, should print two gamecards. Give one to the
referee to keep & submit. (You should sign it after the game). Keep one for your own
records.
All Visiting team coaches, U7 & above, should print one gamecard for your records.
Once your team (U9 & above) is issued Player cards by the club, have the player’s picture
put on the card and then laminated.
Once you receive your Kidsafe Badge, sign it, attach a photo & laminate it. Please have
your badge with you at all times during practices and games. It is especially important
for games as you may not be allowed to coach without displaying your KidSafe card.

ZERO TOLERANCE POLICY WBSC encourages positive comments and support of players, coaches and referees. ANYTHING negative will NOT be tolerated. This association is made up of volunteers ‐ Coaches, Players, Board Members and Referees. NO ONE has the right to humiliate, insult, intimidate or yell at anyone. This type of negative conduct will result in ejection from the soccer complex. Without volunteers, our children would not have a place to play soccer, people to organize games or referees to officiate and enforce the Laws of the Game. REMEMBER THESE THINGS ABOUT OUR YOUTH REFEREES. 1.

This could be YOUR child being yelled at or abused. They are young and doing what they have been taught. They cannot see EVERYTHING even though they try. They have attended 8‐18 hours of MANDATORY training and MUST PASS a written exam every year. They do not volunteer to do games to receive abuse ‐ they DO NOT DESERVE IT. If you expect perfection ‐ DON'T! Can you say you have had a perfect season as a coach or parent? If you can, you are one in a million. They are still learning, but cannot learn from negative attitudes or intimidation. These are young people doing something for the community, something healthy, working with other young people and trying to improve their skills. They are NOT hanging out in malls or alleys, robbing your homes, making grafitti or causing trouble. Give them a break. Your games are not World Cup, Olympic or career threatening. If it is THAT important to you ‐ you are in the wrong place. This is a recreational program. Soccer is a physical game of running, heading, throwing, sliding and yes, falling down. If referees continue to be yelled at or intimidated, you won't have anyone to do your games in the future. If they are treated with respect and given the chance, you will have referees with experience, confidence and good judgment when your games will count as more than a Saturday game. I welcome ANY adult to become a certified referee and subject themselves to what these young people do. UNTIL THEN CHILL OUT — THIS IS RECREATIONAL AND FOR FUN!!!! ANY MISCONDUCT WILL RESULT IN EJECTION — NO EXCEPTIONS. Action of fans will be resolved with police intervention if necessary. Brazoria police and WBSC have agreed on guide lines with continuous problems and arrests can result from disorderly conduct. 8
